M. in the Council Chambers of Euless City Hall, with Mayor A, C. Krause presiding. Members present were Councilmen Frank Douglass, Harold. Copher, Don Warren, Dwayne Wilcox, and Dan Shull. Griggs, City Secretary Vada Ferris, Engineer B i l l Ratliff. VISITORS Also present were City Manager C. J. City Attorney James Cribbs, and City INVOCAT,I ON The invocation was presented by Councilman Frank Douglass. APPROVAL CF MINUTES Minutes of the Regular Meeting dated February 22, 1972 were approved as written. RECOGNITION CF COUNCIL CANDIDATES FGR CITY ELECTION. APRIL 8. 1972 Mayor Krause recognized M r . B i l l Dunn, candidate for Place.One, Mr. Darrell Benson, candidate for Place Five, and Encument Councilman Frank Douglass, candidate for Place One. FIRST READING: ORDINANCE REZONING 6.23 ACRES FROM "R -1" SINGLE FAMILY TO A PLANNED DEVELOPMENT DISTRICT FOR LOW DENSITY APARTMENTS REQUESTED BY MAIN DEVELOPMENT COMPANY Mayor Krause stated that the Public Hearing was h e l d on t h i s case several months ago, however, he w i l l open the case for further discussion. FIRST READING: ORDINANCE REZONING 6.23 ACRES FROM "R -1" SINGLE FAMILY TO A PLANNED DEVELOPMENT DISTRICT FOR LOW DENSITY APARTMENTS REQUESTED BY MAIN DEVELOPMENT COMPANY Mayor Krause stated that the Public Hearing was h e l d on t h i s case several months ago, however, he w i l l open the case for further discussion. 1916 (Pape Two, Minutes of Regular Meeting, Euless City Council, March 14, 1972) Mr. Waite, developer of the subdivision in this case stated that he presents this plan as previously requested by the C o u n c i l , which is a Planned Development and w i l l have one and two story k houses. Members of the Council reviewed plats submitted by Mr. Waite Mr. Tom Christman, 503 Newport Way, stated that he and several citizens of the area are st i I I concerned about the traffic in the area, if Mr. Waite proceeds with this plan; that they still request the Council deny this request, close the street, and make a cul de sac. In reply to a question Mr. Griggs stated that land has been purchased for a school in the area, but there are no definite plans for construction at this time. Councilman Wilcox stated that he does not think the. street should be closed because it would I i m it police and fire protection and emergency services. Councilman Copher stated that he does not think traffic will be a problem when Midway Drive and International Way are opened, that people will not normally drive through a residential area when a collector street is available. Mr. Al Bell, 308 Sixpence Lane, stated he is concerned about the "R -5" which will be developed at a later date. Councilman Douglass stated that he thinks the more streets you have, the less traffic to contend with; that he does not think people should be denied the right to travel in any direction. Mr. Ratliff stated that he was previously instructed by the Council to work with Mr. Wai te's Engineers on this plan; that he had done so, but, apparently his suggestions did not seem workable; that he is still of the same opinion that the plan he suggested would be feasible. Mr. Bell stated he requests the Council accept this plan subject to acceptance of suggestions by the City Engineer. Mr. Cribbs stated that the Council should not accept the plan subject to changes; that if they chose to deny the plan, Mr. Waite should be advised of any changes the Council might impose. Councilman Warren stated that, i.n his opinion, all plats submitted should be complete and definite. Councilman Douglass moved to approve the Planned Development Plan with no parking on the streets, designated by signs. 197 (Page Three, Minutes of Regular Meeting, Euless City Council, March 14, 1972) Councilman Warren seconded the motion and the vote is as follows: Ayes: Councilmen Douglass and Warren Nays: Councilmen Copher, Shull , and Wilcox Mayor Krause declared the motion failed. Councilman Warren moved to approve the Planned Development Plan consisting of 52 units (28 single family cluster homes) , as submitted by Mr. Waite. Councilman Shull seconded the motion and the vote is as follows: Ayes: Councilmen Warren, Shull, Douglass, Copher, and Wilcox Nays: None Mayor Krause declared the motion carried. FINAL PLAT: PLAZA GRANDE VILLAGE (PROPERTY LOCATED NORTH OF S.H. 183 AND WEST OF RAIDER DRIVE) Mayor Krause recognized Mr. Walter EI 1 i o tt , representing Mr. Claude McCI ennahan, who stated Plaza Grande Village is a commercial entity, with several shops (several now leased) and development is scheduled when the boundary l i n e adjustment between the Cities of Euless and Hurst is final. Councilman Wilcox moved to approve the final plat, as submitted, subject to the boundary 1 ine adjustment approval by the City Attorney. Councilman Douglass seconded the motion and the vote is as follows: Ayes: Councilmen Wilcox, Douglass, Warren, Shull, and Copher Nays: None Mayor Krause declared the motion carried. FINAL PLAT: INTERNATIONAL REGIONAL INDUSTRIAL COMPLEX (PROPERTY LOCATED ON SOUTH SIDE OF S., H. 183, SURROUND -ING DOCTOR'S C hftUN1TY HOSPITAL AND EXTENDING SOUTH TO PIPELINE ROAD) Mayor Krause recognized Mr. L. C. Smith representing owners of the property, who reviewed the plat previously pre- sented to the Council. 19,8 (Page Four, Minutes of Regular Meeting, Euless City Council, March 14, 1972) Mr. Smith stated that the' owners have agreed to comply with a I I recommenddtions submitted by the City Engineer, which are as follows: 1. Provide a 100 foot right of way at no cost to the City along West Park Way; 2. Provide a utility line edsement of 15 feet across the South side;.' 3. Provide a maintenance covenant for the drainage channel. G�ounc i 1 man Douglass moved to approve the final plat subject to compliancq with recommendations, as listed. ORDINANCE NO. 421 ESTABLISHING SPEED LIMITS ON. SPUR 350 SERVICE ROADS Councilman Warren moved to suspend the rule requiring two separate ordinance readings and approve Ordinance No. 421 establishing speed I i m i is on Spur 350 Service Roads at 40 miles per hour, except on North Frontage Road only, at 30 miles per hour on 0.2 miles along school crossing for Euless Junior High School during the hours of 7 :00 a. m. to 9:00 a.m. and 2:30 p.m. to 4:30 p.m. Councilman Copher seconded the motion and the vote i s as follows: Ayes: Councilmen Warren, Copher, Douglass, Shull, and Wilcox Nays: None Mayor Krause declared the motion carried. V. PEDESTRIAN OVERPASS AT EULESS JUNIOR HIGH SCHOOL AND SPUR 350 In reply to a question by Councilman Copher, City Manager Griggs stated that the school District has ageeed to furnish an easement for the walk over at Euless Junior High, and the project is scheduled to be completed by the Texas Highway Department -by early fall. (Page Five, Minutes of Regular Meeting, Euless City Council, March 14, 1972) VI, CITIZEN REQUEST CONCERNING BUSSES PARKED IN RESIDENTIAL AREA Mayor Krause recognized Mr. W. A. Farrell , 514 Canyon Ridge Drive, who expressed concern of school busses converted to campers, parked in the Wilshire Area. City Attorney Cribbs explained Ordinance 268, commenting that a violation of the Ordinance exists if a vehicle is inoperable. However, the City does not have an Ordinance prohibiting certain types of vehicles. Mayor Krause instructed the City Attorney to study the situation as submitted by Mr. Farrell and present to the Council an Ordinance prohibiting certain type vehicles, being specific about size, etc. Vi I. CITIZEN EXPRESSES APPRECIATION TO COUNCIL Mayor Krause recognized Mr. Troy Fuller, who expressed appreciation to retiring members of the Council and others on the Council for their years of service; that he and his associates have noted the progress of the administration and appreciate the efforts of all members of the Council, Orl n IRNRAFnrr The meeting adjourned at 9:35 P.
