Euless City Council
May 9, 1972
CALL TO ORDER
The regular meeting of the Euless City
Council was called to order at 8:00 P. M. in the Council Chambers of Euless
City Hall, with Mayor A. C. Krause presiding. Members present were Council-
men Harold Copher, Harold Samuels, B i I I Dunn, and Dwayne Wilcox. (Absent
was Councilman Darrel Benson.)
Also present were City Manager C. J.
Griggs, City Secretary Vada Ferris, City Attorney James Cribbs, City
Engineer B i l l Ratliff, and Public Works Director John Bayuk.
VISITORS
Visitors in attendance are listed as
follows: Messrs. R. H. Hallauer, George T. Jackson, Jr., L. C. Smith,
W. M. Calhoun, Jr., and Danny Washmon; Mesdms. John McDowell, Wayne
Buesnel, R. H. Hallauer, George T. Jackson, Jr., Victor A. Doyle, and
Hazel Blaschke.

APPROVAL OF MINUTES
Minutes of the Called Meeting, April 22,
and minutes of the Regular Meeting, April 25, 1972 were approved as written.
FIRST READING CF ORDINANCE: REZONING 3.09 ACRE TRACT IN KITTY
HOUSE SURVEY, A -678, FRCM "C -2" TO 11-1" LIMITED INDUSTRIAL
(LOCATED IN NORTHEAST CORNER CF INTERNATIONAUREGIONAL

HEARING HELD APRIL 25, 1972)
Councilman Copher moved to approve first
reading of Ordinance, as presented.
Councilman Wilcox seconded the motion
and the vote is as follows:
Ayes: Councilmen Copher, Wilcox, Samuels, and Dunn
Nays: None
Mayor Krause declared the motion carried.

MR. R. H. HALLAUER, 1913 GREENBRIAR, TERRY DAVIS SUBDIVISION
Mayor Krause recognized Mr. R. H.
Hallauer, 1913 Greenbriar, who stated that the City Council, in Spring
1968, approved the Terry Davis Subdivision project and he and other
residents of the area understood a street (Eastcliff) would not extend
from the residential area into the apartment project -- that now the
street is being extended and he would 1 ike to know why, s ince it was
not approved by the City Council.
Mr. James Cribbs read Council
Minutes of October, 1968, in which the Council approved a plat with
fire lanes, to extend into the apartment area at an angle in an effort
to discourage through traffic.
Councilman Dunn suggested a fire '
lane from Debra Street to the east of the complex to serve the area and
installation of a sidewalk to link with Eastcliff Drive to allow access
to the elementary school.
The Council agreed City Manager
Griggs and City Engineer B i I I Ratliff should study the situation and
make recommendations to the Council.
C ITY ENGINEER'S REPORT
Resolution No. 306 Endorsing Statement
of Goals, Objectives and Strategy of
North Central Texas Council of Governments
City Engineer B i I I Ratliff explained
this resolution is part of the requirement of the North Central Texas Council
of Governments and the Department of Housing and Urban Development in t h e i r
review process of the grant application for the Trinity River Authority -
Bedford- Euless Water Transmission line and treatment plant.
Councilman Wi Icox moved to approve
Resolution No. 306.
Councilman Dunn seconded the motion
and the vote is as follows:
Ayes: Councilmen Wilcox, Dunn, Samuels, and Copher
Nays: None
Mayor Krause declared the motion carried.
Status of Wilshire and South Euless
Neighborhood Pools, and Consider adding
steps in one corner of shallow end.

C i t y Engineer B i l l Ratliff stated that
bids are scheduled to be opened on June 7 on the South Euless Pool and that
construction at the Wilshire Pool is progressing as scheduled,
Mr. Ratliff stated that he and Mr.
Griggs have discussed adding steps in the shallow end of the pool and a
change order is necessary for the West Pool; however, if the Council
approves, the steps can be included in the South Euless Pool plans.
Councilman Samuels moved to concur
with the recommendation of the City Manager and City Engineer, authorizing
a change order to add steps to the Wilshire Pool.
Councilman Dunn seconded the motion
and the vote is as follows:
Ayes: Councilmen Samuels, Dunn, Copher, and Wilcox
Nays: None
Mayor Krause declared the motion carried.
IV.
RESOLUTION NO. 307 CALLING PUBLIC HEARING: REQUEST CF CENTENNIAL
HOMES, INC. FCR CHANGE CF ZONING DISTRICT, FROM "R -2" TVVO- FAMILY
DWELLING DISTRICT AND "PD" PLANNED DEVELOPMENT FCR APARTMENTS TO
M I "PD" PLANNED DEVELOPMENT FOR TOWN HOUSES. PROPERTY LOCATED ON
TRACT C, LAKEWOOD ADDITION, WEST AND NORTH OF BOCOWOOD DRIVE
AND WEST AND NORTH CE U*T-- � ELEMENTARY SCHOOL.

Councilman Copher moved to approve
Resolution No. 307, setting June 13, 1972 as public hearing date of Zoning
Case No. 225.
Councilman Wilcox seconded the motion
and the vote i s as follows:
Ayes: Councilmen Copher, Wilcox, Samuels, and Dunn
Nays: None
Mayor Krause declared the motion carried.

RESOLUTION SETTING PUBLIC HEARING DATE TO CONSIDER
RATE ADJUSTMENT REQUESTED BY LCNE STAR GAS COMPANY
Councilman Dunn moved to approve June 27,
1972 as public hearing date for Lone Star Gas Company rate adjustments.
Councilman Samuels seconded the motion
and the vote is as follows:

Mayor Krause declared the motion carried.
Mr. B i I I Calhoun, District Manager of
Lone Star Gas Company, arrived later and requested the Council consider an
earl ier date.
Councilman Copher moved to approve
June 13, 1972, as public hearing date for Lone Star Gas Company rate adjustments.
Councilman Wilcox seconded the motion
and the vote is as follows:
Ayes: Councilmen Copher, Wilcox, Dunn, and Samuels
Nays: None
Mayor Krause declared the motion carried.
VI.
Y. E. A. STATUS REPORT
Councilman Copher stated that the youth
building will be open seven nights weekly until August 1st in an effort to
generate interest in the project. Also, 1 ights wi 11 be erected at the rear
of the buildings with several outdoor games to be made available, and food
w i l l be served to the participants. He advised the Council this is the last
effort in an attempt to interest the youth in this project and if it proves
unsuccessful, the program w i I I close August 1, 1972.
