M. in the Council Chambers of Euless City Hall, with Mayor A., C. Krause presiding. Members present were Councilmen Harold Copher, harold Samuels, Darrel Benson, B i l l Dunn, and Dwayne Wilcox. Also present were City Manager C. J. Griggs, City Secretary Vada Ferris, City Attorney James Cribbs, City Engineer B i I I Ratliff, and Public Works Director John Bayuk. \/ ICITnRe Visitors in attendance are 1 isted as follows: Messrs. III►v.T.9.lb ariai The invocation was presented by City Attorney James Cribbs. i APPROVAL OF MINUTES Minutes of the Regular Meeting dated August 8, 1972 were approved as written. PERMIT TO CONSTRUCT A METAL BUILDING AT 424 WEST EULESS BLVD, :(SH 183) REQUESTED BY MR, VERGIL 0. HOPP Mayor Krause recognized the Contractor for Mr. Hopp, who stated the building w i I I be compatible with other buildings in the area. (Members of the Council had been presented a drawing of the building.) Replying to a question by Councilman Samuels, Mr. Ed Sizemore stated he is relocating his fried chicken restaurant from North Main Street to th+s new building. Councilman Samuels moved to approve the request for a permit. Councilman Dunn seconded the motion and the vote is as follows: Ayes: Councilmen Samuels, Dunn,Benson, Copher, and Wilcox Nays: None Mayor Krause declared the motion carried. I RESOLUTION NO. 311: CALLING PUBLIC HEARING: ZONING CASE 226 REQUEST OF AMERICAN DIVERSIFIED PROPERTIES, INC. FCR CHANGE CF ZONING DISTRICT, FROM "R -1" SINGLE FAMILY DWELLING DISTRICT TO "C -2" COMMUNITY BUSINESS DISTRICT. (PROPERTY LOCATED SOUTH OF SH 183 AND EAST OF CULLUM DRIVE) Councilman Copher stated he had been advised by the applicant that September 26, 1972 is preferred for the Publ is Hearing, if it meets the Counc'il's approval. Councilman Samuels moved to approve Resolution No. 311, setting September 26, 1972 as the date for a Public Hearing of Zoning Case No. 226. Councilman Benson seconded the motion and the vote is as follows: Ayes: Councilmen Samuels, Benson, Dunn,and Wilcox Nays: None Abstained: Councilman Copher Mayor Krause declared the motion carried. PLAT APPROVAL: EULESS SHOPPING CENTER (PROPERTY LOCATED EAST OF SOUTH MAIN STREET AND SOUTH OF SH 183) REQUESTED BY MR. WALTER ELLIOTT Mayor Krause recognized Mr. Bob Fuller who stated he will act as spokesman for Mr. Elliott, who is unable to attend the meeting. Mr., Fuller stated he requests plat approval of Tract I and IA, property located on the southeast corner of South Main Street and S. H. 183. He stated this is to be the location of Euless Shopping Center, approximately four (4) acres, to locate the present E -Z Way Market, a drug store, and other small shops. Replying to a question, Mr. Bill Ratliff stated a l l requirements have been met. Councilman Dunn moved to approve the plat, as requested. Councilman Wilcox seconded the motion and the vote is as follows: Ayes: Councilmen Dunn, Wilcox, Samuels, Benson, and Copher Nays: None Mayor Krause declared the motion carried. y (Page Three, Minutes of Regular Meeting, Euless City Council, August 22, 1972) IV. PETITION PRESENTED FCR SAFE EGRESS AND REGRESS TO HARWOOD JUNIOR HIGH SCHOOL Councilman Dunn stated that, following the last council meeting, at which time Mr. David Geary had requested the Council's assistance in the traffic problem at the intersection of Harwood Road and F. M. 157, interested citizen's circulated a petition which he is now filing with the City Secretary. He stated that the petition, with 738 signatures, reads as follows: We, the undersigned concerned citizens, petition the City of Euless and /or the State of Texas, to provide a safe egress and regress for the children of Euless who must attend the new Harwood Junior High School this fall. The intersection of Harwood Road and Highway 157 in Euless will be the primary route of travel for some 300 Euless children. This being the case, this intersection should be equipped with a stoplight during school hours. If this is not possible, then a stop sign, school crossing sign, and lower speed limits. during school hours. W feel it is a prime responsibility of the city and the state to provide for safe routes to and from our schools. Councilman Dunn stated that the City Council nee&to respond to this urgent request of the citizens and he is available to go to the Texas Highway Department, with a copy of the petition and the letters of concerned citizens and parents, requesting the Texas Highway Department consider this most dangerous intersection immediately. He stated that this is a most critical matter, with approximately 300 students scheduled to cross Highway 157, traveling to the new junior high school in Bedford. Councilman Wilcox inquired if signs could be placed on Highway 157, near Harwood Road, warning of construction on Harwood Road -- that, perhaps, this would slow the traffic to some extent. Mayor Krause stated that efforts would be made to meet with Texas Highway Department officials within the next few days. ANNOUNCEMENTS V. Bids to be received for South Euless Park City Manager Griggs announced that bids w i l l be accepted for the South Euless Pool and opened on September 21, 1972, at 11 : 00 A. M. 10 '(Page Four, Minutes of Regular Meeting, Euless City Council, August 22, 1972) Corridor Hearing Councilman Wilcox reminded the Council of the Public Hearing on September 19, 1972 for the purpose of discussing construction of State Highway 360, to be constructed by Texas Highway Department. He encouraged a good attendance from the City of Euless, (Meeting to be held in Arlington.) Proposed Capital Improvements Program Councilman Wilcox stated that consideration should be given to the proposed Capital Improvements Program in order to present it to the public without further delay.
