Krause called the meeting of the Euless City Council to order in the Euless City Hall Council Chambers at 8:05 P. M. and those present are as follows: Councilmen Darrel Benson, B i l l Dunn, Harold Samuels, and Dwayne Wilcox. (Absent was Councilman Harold Copher.) Also present were City Manager C. J. Griggs, C i t y Secretary Vada F e r r i s , City Engineer B i l l Ratliff, and City Attorney James Cribbs. V ISITORS Visitors in attendance are listed as follows: Messrs. Ivan Gregory, Jay H. Theder, John C. Stoltze, James D. Griffin, Jerrel l Sartor, James Taylor, George Barrowcl iff, T. E. Rowland, Jerry Brackman, Wayne Widner, Ray Ozebek, and 0. M. Swadley; Mesdms. Carolyn Griffin, W. W. McCormick, and Debbie Parish, repre- senting the Mid - Cities Daily News; and Miss Andrea Barrowcliff. INVOCATION The invocation was presented by City Attorney James Cribbs. RESOLUTION NUMBER 313: CALLING A BOND ELECTION propositions as follows: City Attorney James Cribbs read PROPOSITION NUMBER 1 The Issuance 4of $2,395,000General Obligation Street Improvement Bonds PROPOSITION NUMBER 2 The Issuance of $3,030,000 General Obl igation Park Bonds PROPOSITION NUMBER 3 The Issuance of $550,000 General Obligation Public Safety Building Bonds PROPOSITION NUMBER 4 The Issuance of $150,000 General Obligation Fire Station Bonds (Page Two, Called Meeting of the Euless City Council, November 7, 1972) Councilman Wilcox moved to approve Resolution Number 313 setting December 2, 1972, as the date for an election to ballot on $6,125,000 General Obligation Bonds. Councilman Dunn seconded the motion. The vote on the motion was delayed when Mr. Jay Theder, a member of the Park and Recreation Committee, was recognized by the Mayor and commented as follows: What are the completion dates for the projects outlined by the Park and Recreation Committee? Mr. Theder stated he does not want to see the Park and Recreation projects as outlined by the Park and Recreation Committee drag out twenty (20) years -- that the needs for these projects are immediate -- that it is not the wish of the citizens to delay the projects. Mayor Krause stated that this bond program has been planned to be accomplished without a tax increase, and he is opposed to any changes that would create a tax increase. The City Attorney explained that the Bond Attorney has recommended omitting specific dates for the propositions. Councilman Dunn commented that this seems to be a good time for the election, and we are living in an entirely different atmosphere than in 1964, the City's first Capital Improvements Bond election. Councilman Samuels stated that this Council wants to complete these projects as fast as possible, without a tax increase; that specific dates would tie the City down, and that some projects might have to be changed. Mr. Theder stated that the Park and Recreation Committee proposals do not include water and sewer lines, streets, drainage, or curb and gutter leading to park sites and facilities that funds for these items wi I I have to come from some other source. City Attorney Cribbs informed the Council that proposed Charter Amendments cannot be included i n th is election because of the statutory requirement that notice of a charter amendment election must be published at least thirty (30) days prior to the election. The Council voted on the Resolution calling the General Bond election on December 2, 1972, as follows: Ayes: Councilmen Wilcox, Dunn, Samuels, and Benson Nays: None Mayor Krause declared the motion carried.
