HomeMy WebLinkAbout2013-06-20 Budget WorksessionBUDGET WORK SESSION OF THE EULESS CITY COUNCIL June 20, 2013 A budget work session of the Euless City Council was called to order at 5:30 p.m. by Mayor Mary Lib Saleh on Thursday, June 20, 2013, in the precouncil meeting room of the Euless City Hall, 201 North Ector Drive. Those attending included: Mayor Mary Lib Saleh Mayor Pro Tem Leon Hogg Council Member Tim Stinneford Council Member Linda Martin Council Member Linda Eilenfeldt Council Member Glenn Porterfield Council Member Perry Bynum City Manager Gary McKamie Deputy City Manager Loretta Getchell Assistant City Manager Chris Barker City Secretary Kim Sutter Finance Director Janina Jewell Assistant Finance Director Jackie Theriot Accountant I Ross Fairclo Visitors Darl Easton City Manager McKamie distributed a draft of the Capital Improvements Projects workbook, and advised that the document is a working draft document and is not available for public distribution at this time. Further, he outlined the organization of the book including funded and unfunded projects and the ranking indicators. Deputy City Manager Getchell presented and reviewed the preliminary Capital Improvements Program (CIP) for fiscal year 2013 -2014, and reviewed the proposed and completed projects, including funded drainage projects, street projects, water and wastewater projects, and other projects including the Texas Star Sports Complex — Phase IV, Entry Monument Sign Program, Redevelopment, EDC Incentive Fund, Planning Consultant, Euless Development Corporation (EDC) Contingency, ADA/TAS Facility Improvements, Police and Court Facility, Miscellaneous Park Improvements, and Park Irrigation projects. City Manager McKamie presented the attendance numbers for the recently opened Euless Family Life Center Aquatics Parks and advised that from May 31 to June 17, 2013, the total attendance is 13,198 visits. Additionally, he presented Budget Worksession Minutes Page 2 of 2 June 20, 2013 the attendance numbers for the South, Euless (654) and Wilshire pools (360) for the same time period, and discussed the maintenance considerations for each of the pools. Deputy City Manager Getchell reviewed the unfunded projects including the priority rankings for each. Additionally, she reported that the cost projection for the greens replacement at the Texas Star Golf Course has been decreased, and the work is expected to begun ,..une 15, 2014, and the course is expected to reopen October 1, 2014. Discussion ensued regarding future park enhancements. Deputy City Manager Getchell reviewed the city's current outstanding debt, including debt associated with General Obligation Bonds, Certificates of Obligation, Sales Tax Revenue Bonds, Water and Wastewater Revenue Bonds, Golf Course Debt Service, Softball World Debt Service, and Taxable CO's Debt Service (Stars Center). City Manager McKamie presented follow -up regarding questions /concerns raised at the June 13, 2013, T.•wn Hall meeting: - Evaluation of current animal shelter - Underground utility lines Request for sidewalk — north side of Hardwood Road - JR Carr Park walking trails Main Street bridge damage (over State Highway 183) - Adding School Crossing Guard at Bate and Glade Roads - Document shredding Price of food at Aquatic Center • Council e-mail There being no further discussion, Mayor Saleh adjourned the meeting at 8:49 p.m. 1m Sutter, TRMC Ci Secretary
