Euless City Council
January 23, 1973
CALL TO ORDER
The regular meeting of the Euless City
Council was called to order at 8:05 P. M. in the Council Chambers of Euless
C i t y H a l l w i t h Mayor A. C . Krause p r e s i d i n g , Members present were Council-
men Harold Copher, B i l l Dunn, Darrel Benson, Harold Samuels, and Dwayne
W i !cox.
Also present were City Manager C. J.
Griggs, City Secretary Vada Ferris, City Attorney James Cribbs, and City
Engineer B i l l Ratliff.

Visitors in attendance are listed as
follows: Mesdms. Debbie Parish and W. W. McCormick; Messrs. J. E. Strahan,
H. E. Woodard, W. W. McCormick, Karl Kelly, Joe Fulbright, Paul Kelly,
C. E. Stewart, and Randall Holman.

APPROVAL CF MINUTES

ADM IN ISTRAT IVE AIDE INTRODUCED
City Manager Griggs introduced Mr.
Randall Holman, Administrative Aide, employed by the City of Euless on
January 23, 1973.
FIRST READING: ORDINANCE REQUESTING CHANGE CF ZONING ON
LOTS 13 AND 14, RAY SHELTON SUBDIVISION FROM "R -1" SINGLE
FAMILY DWELLING DISTRICT TO "PD" PLANNED DEVELOPMENT.
(PROPERTY LOCATED ON THE WEST SIDE OF FULLER WISER ROAD,
1266 FEET NORTH OF HARWOOD ROAD.) (ZONING CASE NO. 227 -
MR . MEL HOBRATSCH)
Councilman Dunn moved to concur with
the Planning and Zoning Commission and approve rezoning of subject property.
Councilman Wilcox seconded the motion
and the vote is as follows:
Ayes: Counci Imen Dunn, W !cox, Copher, Samuels, and Benson
Nays: None
Mayor Krause declared the mot on carried.

II.
BIDS FOR RENOVATION OF HEATING AND AIR CONDITIONING
SYSTEMS AT CIVIC CENTER BUILDINGS
Members of the Council were presented a
tabulation of bids for renovation of the heating and air conditioning of
Civic Center Buildings as follows:

(Bids were opened at the Euless City Hall on January 16, 1973.)
City Manager Griggs recommended approval
of the low bid submitted by Beals Mechanical Contractors in the amount of
$72,470.00.
Councilman Copher moved to concur with
the recommendation of the City Manager.
Councilman Dunn seconded the motion
and the vote i s as follows:
Ayes: Counci !men Copher, Dunn, Samuels, Wilcox, and Benson
Nays: None
Mayor Krause declared the motion carried.
City Manager Griggs introduced architect,
Mr. Gene Woodard, who had prepared specifications for the heating and a i r
conditioning systems.
FIRST AND FINAL READING: ORDINANCE
NO. 437 - CONSTRUCTION SPEED ZONE
The Council reviewed the ordinance sub-
mitted by the Texas Highway Department regulating speed during periods of
construction on FM157 from South Pipeline Road to SH183.
Members of the Counci 1 expressed concern
that the ordinance did not include the section of FM157 to Spur 350.
City Manager Griggs recommended the Council
approve this ordinance, as submitted and a letter requesting the Texas High
way Department to extend the construction zone north to Spur 350.

Councilman Wilcox moved to suspend the
requirement of two ordinance readings and approve Ordinance No. 437 on first
and final reading.
Counci lmon Dunn seconded the motion and
the vote is as follows:
Ayes: Councilmen Wilcox, Dunn, Samuels, Benson, and Copher
Nays: None
Mayor Krause declared the motion carried.
Members of the Council agreed the Texas
Highway Department should be requested to consider extending the speed zone
north beyond the area outlined in the ordinance.
IV.
REQUEST RDR CERTIFICATE CF OCCUPANCY FOR ANTIQUE SHOP
Mayor Krause recognized Mr. J. E. Strahan,
who requested the Council consider permitting him to start operating an antique
shop at 304 East Euless Blvd. He stated he had been advised by the Building
Inspector that he is violating paving regulations. Mr. Strahan stated he
has leased the building for six months and planned to gravel the driveway
and parking area; that he was not aware of paving regulation at the time
he leased the property. Mr. Strahan stated he wi I I submit bids for paving,
but requests the Council permit operating the business during this time.
Councilman Dunn moved to allow operation
of the business until the next Council meeting, allowing time fo r Council
investigation and Mr. Strahan submit bids for paving.
Councilman Samuels seconded the motion.
City Manager Griggs recommended that the
Council deny a Certificate of Occupancy, but allow Mr. Strahan to continue
operating this business while securing bids for paving.
The Council agreed this matter could be
handled administratively -- that paving bids are to be submitted to the City
Manager and a recommendation submitted to the Council at the next regularly
scheduled meeting.
