OF THE
EULESS CITY COUNCIL
Tuesday, January 26, 2021
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:32 p.m. on Tuesday, January 26, 2021, in the Council Chambers of City Hall, 201
North Ector Drive. Mayor Linda Martin, Mayor Pro Tem Salman Bhojani, Council
Members Tim Stinneford, Jeremy Tompkins, Eddie Price, and Harry Zimmer were
present in the Council Chambers. Council Member Perry Bynum arrived at 4:35 p.m.
During the Precouncil meeting:
➢ Mayor Linda Martin introduced and welcomed Assistant City Attorney Cara White and
expressed her appreciation for Ms. White being at the meeting in the absence of City
Attorney Wayne Olson.
➢ City Manager Loretta Getchell reviewed the regular agenda.
➢ Emergency Management Coordinator Suzanne Hendrickson provided an update
regarding the COVID-19 pandemic, including the current statistics worldwide,
statewide, and locally as well as hospitalization rates and the status of vaccine
distribution. She recognized City employees serving at the vaccination distribution
center and encouraged hand washing, social distancing and mask wearing even as
vaccine distribution becomes more widespread.
➢ Director of Planning and Economic Development Mike Collins presented the
Development update and advised of several commercial development projects.
Additionally, he presented information regarding the Community Development Block
Grant (CDBG) funding for the 47th year. He stated that the City of Euless is eligible
for approximately $360,000 and advised that a wastewater line project has been
identified as an eligible project for submittal.
➢ Finance Director Janina Jewell presented the financial report for the period ending
December 31, 2020.
➢ Council Member Jeremy Tompkins provided a Transportation update regarding the
Harwood Road extension from State Highway (SH) 360 to International Drive near
DFW International Airport. He advised that a federal discretionary grant was denied;
however, the Texas Department of Transportation and the Federal Highway
Administration will allow the use of carry over funds to complete the project. He added
that the DFW Airport Board is evaluating the possibility of constructing four lanes
versus the two lanes proposed when adequate funding could not be obtained.
➢ Deputy City Manager Chris Barker presented the Capital Projects update and advised
of the status of the Glade Road reconstruction and funding details. Additionally, Mr.
Barker advised of the status of FY2019 Street Reconstruction projects as well as

provided an update regarding the Far North and Fuller Well site construction and the
award of bid for the construction of Fire Station No. 1.
Discussion ensued regarding possible flood mitigation funding.
➢ City Manager Getchell provided a brief update regarding the Wello temperature
scanner at the library and advised that it is functioning properly.
Mayor Martin recessed the Precouncil session at 5:32 p.m.

The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m.
for consideration of scheduled items.

ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR
FEBRUARY
Mayor Martin recognized Juvenile Case Clerk Lindsay Rebeles as the February 2021
Employee of the Month.

ITEM NO. 2. PRESENTATION OF QUARTERLY FINANCIAL REPORT FOR
PERIOD ENDING DECEMBER 31, 2020
Finance Director Jewell presented the quarterly financial report for the period ending
December 31, 2020.
CONSENT AGENDA (items 3 through 8)
Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 3
through 8.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Bhojani, Council Members Stinneford,
Tompkins, Price, Bynum, and Zimmer
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 3. APPROVED A JOB ORDER CONTRACT
Approved a Job Order Contract (JOC) with GFC Contracting, 3816 Binz-Engleman Road
#B125, San Antonio, Texas, for general construction and maintenance services through
the BuyBoard Cooperative Purchasing Network Contract #581-19. The estimated
expenditure is $300,000.
ITEM NO. 4. APPROVED RESOLUTION NO. 21-1601
Approved Resolution No. 21-1601, adopting the City of Euless Proposed Budget
Calendar for Fiscal Year 2021-2022, including the Crime Control and Prevention District
and the Euless Development Corporation Budgets.
ITEM NO. 5. APPROVED RESOLUTION NO. 21-1599
Approved Resolution No. 21-1599, rescheduling the regular meeting of Tuesday, August
24, 2021, to Monday, August 23, 2021, and adding a regular meeting date of Monday,
August 16, 2021.
ITEM NO. 6. ACKNOWLEDGED RECEIPT OF FY2020 ANNUAL INVESTMENT
REPORT
Acknowledged receipt of FY2020 Annual Investment Report as required by state law.

ITEM NO. 7. APPROVED RESOLUTION NO. 21-1600
Approved Resolution No. 21-1600, approving the City's Investment Policy for all funds
invested for the City of Euless.
ITEM NO. 8. APPROVED CITY COUNCIL MINUTES
Approved City Council minutes of the regular meeting of January 12, 2021.

ITEM NO. 9. APPROVED EXTENSION OF CONTRACT FOR CITY MANAGER
Mayor Pro Tem Bhojani motioned to approve an extension of the City Manager's contract
to January 31, 2023.
Council Member Bynum seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Bhojani, Council Members Stinneford,
Tompkins, Price, Bynum, and Zimmer
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 10. APPROVED EXTENSION OF CONTRACT FOR CITY
SECRETARY
Council Member Stinneford motioned to approve an extension of the City Secretary's
contract to January 31, 2023.
Council Member Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Bhojani, Council Members Stinneford,
Tompkins, Price, Bynum, and Zimmer
Nays: None
Mayor Martin declared the motion carried.

City Manager Getchell expressed her appreciation to the City Council.

Mayor Martin introduced Cara White, Assistant City Attorney, sitting in for City Attorney
Wayne Olson in his absence.
Additionally, Mayor Martin urged citizens to continue to wear a mask, wash hands, and
practice physical distancing to help bring down the record number of COVID-19 cases.
