M. inthe Council Chambers of Euless City Hall by Mayor A. C. Krause. Other members present were Mrs. Will ie Mae McCormick, Messrs. Bill Dunn and Harold Copher. (Absent were Messrs. Darrel Benson and Harold Samuels.) Also present were City Manager C. J. Griggs, City Secretary Vada Ferris, City Attorneys James Cribbs and Bob McFarland, and City Engineer B i l l Ratliff. V I S (TORS Visitors present were: Messrs. Wayne E. Wright, Donald A. Weiss, Lynn Northcutt, Jay H. Theder, Don Perkins, Steve Overton, and Dee Owen; Mrs. J o l l y Jean Rawlings. INVOCATION The invocation was presented by Mr. B i l l Ratliff. APPROVAL CF MINUTES The minutes of the regular meeting dated January 8, 1974 were approved as written. BUILDING PERMIT TO CONSTRUCT METAL BUILDING F C R FILM N PHOTO, I N C . I N PLAZA GRANDE VILLAGE SHOPPING CENTER (NORTH SIDE CF SH183 AND WEST OF RAIDER DRIVE.) Mayor Krause recognized Mr. Lynn Northcutt, who presented photographs of several metal buildings located in other cities and advised the Council that he requests a building permit to construct a metal building for the Film N Photo, Inc., in the Plaza Grande Shopping Center. He stated t h a t the b u i l d i n g w i l l be 5' wide and 7' long with the foundation 7' wide and 12' long and that the facility is heated and cooled by electricity. City Manager Griggs inquired about the hours of operation and Mr. Northcutt stated that normally the facility is open to the public from 9:00 A. M. to 7:00 P. M.; that during the summer months it is open until 8 :00 P. M. but will close before all of the other businesses in the shopping center. 238 (Page Two, Regular Meeting Euless City Council, January 22, 1971+) Mr. Griggs inquired about sanitation facil ities and Mr.Northcutt repl ied that arrangements are usually made with several of the businesses in the shopping center for the use of restrooms by the employees, if necessary. Mr. Northcutt advised that the facil ity is in most instances located in the main center of the shopping center in order not to interfere with the traffic flow. Mr. Dunn moved to approve the request for the building permit for the metal building for Film N Photo, Inc. Mrs. McCormick seconded the motion and the vote is as follows: Ayes: Mr. Dunn, Mrs. McCormick and Mr. Copher Nays: None Mayor Krause declared the motion carried. PRESENTATION BY DONALD H. WEISS, PH. D., EXECUTIVE DIRECTOR, YOUTH SERVICES BUREAU OF TARRANT COUNTY INC. TO INVOLVE EULESS I N A CONTRACT FCR SERVICES Mayor Krause recognized Dr. Weiss, who stated that he appeared before the City Council sometime ago concerning the City of Euless entering into a contract for services for the Youth Services Bureau of Tarrant County, Inc. Dr. Weiss stated that there are now four facilities with national recognition and the County Commissioners have endorsed this program. He stated that in April, 1973, he met with the City Manager's of Euless, Bedford, and Hurst and he was advised by them to get a "tract record" for the Mid - Cities. He stated that he is of the opinion that he has complied with their request; that a center has been opened in a Church in Hurst using donated space on a street with no visibility of the center. He stated that the response to the center in Hurst has been very satisfying. Mr. Copher inquired if this program is federally funded and Dr. Weiss stated that it was for three years but is not at the present time. Mr. Dunn advised Dr. Weiss that the City of Euless has adopted an ordinance creating a Council of Social Concerns and that during the past year many people were interviewed to serve on this Council, which w i l l have their first meeting on January 29, 1974. Mr. Dunn stated that he wants to discuss Dr. Weiss' request with the Council of Social Concerns before giving further consideration to Dr. Weiss' request. Mr. Dunn suggested that Dr. Weiss appear before the Council of Social Concerns at their meeting on January 29 and explain his program to them. 229 (Pape Three, Regular Meeting Euless City Council, January 22, 1974) Replying to a question by Mayor Krause, Dr. Weiss stated that the facility will have to close within the next 30 days if funding is not provided; and that the amount needed from the three area cities is $6,000.00 for the period ending September 30, 1974. The Mayor inquired how much would be necessary for the City of Euless to contribute, should the Council decide to participate in this project. Dr. Weiss stated that it would be a maximum of $2,000.00 and less if several other cities decide to join. Mrs. McCormick stated that she would have to agree with Mr. Dunn; that he has worked very diligently and spent many hours on the Council of Social Concerns program and that she thinks that the Council of Social Concerns should give this matter some thought. Dr. Weiss was invited to meet with the Council of Social Concerns on January 29, and discuss the problem with them. CONSIDER UP -DATE CF MASTER PLAN FOR LOCATION CF CITY PARKS Mr. Copher stated that in his opinion the Master Plan for location of City parks should not be discussed until all members of the City Council are present. Mrs. McCormick stated that the City Charter calls for a Public Hearing anytime there is consideration of a change to the Master Plan. Mrs. McCormick moved to postpone discussion of the Master Plan for location of City parks until the next Council meeting and call a Public Hearing. Mr. Dunn seconded the motion and the vote is as follows: Ayes: Mrs. McCormick, Mr. Dunn and Mr. Copher Nays: None Mayor Krause declared the motion carried. Mayor Krause instructed the City Secretary to place this item on the next Agenda as a Public Hearing. 240 (Page Four, Regular Meeting Euless City Council, January 22, 1971+) IV. APPROVAL CF REPLAT WESTPARK CENTRAL REVISING TRACT IR BY PLACING A 10' UTILITY EASEMENT ON RICHARDSON PROPERTY TO THE SOUTH. (PLATTING LOCATED SOUTH OF SPUR 350 AT WEST CITY LIMITS.) Members of the Council reviewed a plat of the Westpark Central area and were advised by the City Manager that he concurs with the Planning and Zoning Commission to replat, which revises Tract 1R by placing a 10' utility easement on Richardson property to the South. Mr. Dunn moved to concur with the recommendation of the City Manager and approve replatting of Westpark Central. Mr. Copher seconded the motion and the vote is as follows: Ayes: Messrs. Dunn and Copher and Mrs. McCormick Nays: None Mayor Krause declared the motion carried. (It was suggested that the City Attorney approve the dedication before the plat is signed.) V. CITY ATTORNEY'S REVIEW CF ORDINANCE PROHIBITING WEEDS, BRUSH, AND OTHER VEGETATION CONSTITUTING A NUISANCE. City Attorney Bob McFarland reviewed an ordinance superseding No. 93 and No. 223 prohibiting weeds, brush, and other vegetation constituting a nuisance. Members of the Council were in agreement that the ordinance should be studied before taking action and the City Secretary was advised to place this item on the next City Council agenda. VI. RESOLUTION NO. 335: ORDERING MUNICIPAL ELECTION A resolution was presented ordering the Municipal Election to be held April 6, 1974 for the purpose of electing Councilmen to Place 1, Place 3, and Place 5. No. 335 as presented. Mr. Copher moved to approve Resolution (Page Five, Regular Meeting Euless City Council, January 22, 1974) Mrs. McCormick seconded the motion and the vote is as follows: Ayes: Mr. Copher, Mrs. McCormick, and Mr. Dunn Nays: None Mayor Krause declared the motion carried. VII. INCREASE CF COUNTY LIBRARY FUNDS ANTICIPATED Mrs. McCormick stated that she has been advised that the County Commissioners have approved a 30t per capita for its contribution to the Euless Public Library which will be in excess of $5,000.00. She also advised that a large map has been donated to the Euless Public Library by Mr. Don Perkins. VIII. DISCUSS ION CF SIGNS DESIGNATING "ENTERING EULESS" Mrs. McCormick stated she has been contacted by several people inquiring why there is not a sign on the eastern city limits of Euless stating the 11You are now entering the City of Euless" or something similar. She inquired if the Texas Highway Department could be approached requesting a sign of this nature. Mr. Dunn suggested that perhaps a sign with something similar to "Next 4 exits for City of Euless" might be appropriate for both the east and west city limits. Mayor Krause stated that he would contact the Texas Highway Department in an effort to get their assistance for signs. IX. DATE SET TO DISCUSS PROPOSED CIVIL SERVICE RULES AND REGULATIONS City Manager Griggs was instructed to schedule a meeting of the Euless City Council and the Civil Service Commission on Saturday, February 2, 1974 at 9:00 A.
