C. Krause. Members present were Mrs. W i I I ie Mae McCormick; Messrs. Wayne Wright and Harold Samuels. (Absent: Mr. Harold Copher) . Also present were City Manager C. J, Griggs, City Secretary Vada Ferris and City Attorney Bob McFarland. VISITORS Visitors present 'were 'as follows: Messrs. Ray Ozebek, J. Dwayne Wilcox, Paul Comola, G. 0. McDowel1, Paul Comola Jr., Dr. Don Warren and Roy Trahan; Mesdms. Jackie P. Comola, and Audrey McDowell. I NVOCAT I ON. The invocation was presented by Mr. Wayne Wright. APPROVAL CF MINUTES The minutes of the regular meeting dated July 9, 1974 were approved as written. ORDINANCE NO. 473, SECOND AND FINAL READING, REZONING FROM "C -2" COMMUNITY BUSINESS DISTRICT 10 "R -5" - MULTI - FAMILY DWELLING DISTRICT ON LOT A-1, BLOCK 1, OAKWOOD TERRACE ADDITION, (PROPERTY LOCATED SOUTH OF SH 183, BETWEEN VINE STREET AND NORMAN DRIVE.) REQUEST OF LAWLER CORPORATION, ZONING CASE NO. 242 Mr. Samuels moved to approve second and final reading of Ordinance No. 473 rezoning Lawler Corporation property as requested. Mr. Wright seconded the motion and the vote is as follows: Ayes: Messrs. Samuels and Wright; and Mrs. McCormick 'Nays: None Mayor Krause declared the motion carried. 102 (Page Two, Called Meeting, Euless City Council, July 20, 1974) FINAL PLAT APPROVAL REQUEST CF JOHNSON - CAMPBELL LUMBER COMPANY ON BLOCK 10, PARK CRESTMCCR ADDITION. (PROPERTY LOCATED SOUTH CF SPUR 350. NORTH CF PARK DRIVE, EAST CF VILLA DRIVE AND WEST CF EXISTING HOMES I N PARK (RESTMCCR ADDITION.) MR. GORDON SWIFT, ENGINEER • Mayor Krause recognized Mr. Dwayne Wilcox representing Johnson - Campbell Lumber Company. Mr. Wilcox stated that the Plarinirig and Zoning Committee recommended approval of the final plat subject to certain recommendations specified in City Engineer letters June 13, and J u l y 12, 1974. M r . Wilcox stated t h a t the owners w i l l meet a l l requirements specified. However, he would prefer that approval not be held up becuase he felt sure that all requirements can be met within two or three weeks. Mr. Wright moved to'concur with the recommendations of the Planning and Zoning Commission and approve the final plat subject to Engineer requirements being met as outlined in Engineer's letters. Mr. Samuels seconded the motion and the vote is as follows: Ayes: Messrs. Wright and Samuels; and Mrs. McCormick' Nays: None Mayor Krause declared the motion carried. B 1- CENTENNIAL COMMITTEE APPOINTED Members of the Council were presented a copy of a letter from Mrs. George Eberhart which stated that she and Mr. William G. Fuller accept the Co- Chairmanship of the Bi- Centennial Committee. The letter requested that the Council consider the appointment of the following persons to serve on the Bi- Centennial Committee: Mr. Frank Lindsey Mr. Carl Hankins Mrs. William Wel ton Mrs. Jarrell Bolton Mrs. Deanna Campbell Mrs. McCormick moved to approve the l i s t as submitted by Mrs. Eberhart. Mr. Wright seconded the motion and the vote is as follows: Ayes: Mrs. McCormick; and Messrs. Wright and Samuels Nays: None Mayor Krause declared the motion carried. (Page Three, Called Meeting, Euless City Council, July 20, 1974) I V, ORDINANCE NO. 474: AUTHORIZING THE ESTABLISHMENT CF ADDITIONAL MUNICIPAL COURTS AND THE PERSONNEL TO STAFF SAME City Attorney, Bob McFarland presented ?hordinance authorizing the establishment of additional Municipal Courts and appointment of additional judges for staffing these courts. Mr. Samuels moved to suspend the requirements for two separate ordinance readings and pass Ordinance No. 474 on first and final reading. Mr. Wright seconded the motion and the vote is as follows: Ayes: Messrs. Samuels and Wright; and Mrs. McCormick Nays: None Mayor Krause declared the motion carried. V. RESOLUTION NO. 341 ESTABLISHING TWO MUNICIPAL COURTS Mr. Bob McFarland presented resolution No. 341 establishing Euless Municipal Court A and Municipal Court B and appointed Mr. Bruce Ebert as Municipal Judge of Court A and Mr. George Boring as Municipal Judge of Courf B. Mr. Samuels moved to approve resolution No. 341 as presented. Mrs. McCormick seconded the motion and the vote is as follows: Ayes: Mr. Samuels, Mrs. McCormick and Mr. Wright Nays: None Mayor Krause declared the motion carried. VI. ORDINANCE NO. 475: FIRST AND FLNAL READING: REGULATING HOURS AND SEASONS FOR USE CF PARKS AND PLAYGROUNDS Members of the Council reviewed an ordinance to establish the regulating of hours and seasons of the use for parks and playgrounds and facilities in the City of Euless. 104 (Pape Four, Called Meeting, Euless City Council, July 20, 1974) , Mrs. McCormick moved to suspend the requirements of two separate ordinance readings and pass Ordinance No. 475 on first and final reading. Mr. Wright seconded the ,motion and the vote is as follows: Ayes: Mrs. McCormick; Messrs. Wright and Samuels Nays: None Mayor Krause declared the motion carried. . VII. CANVASS BALLOTS CE MUNICIPAL ELECTION TO ELECT A COUNCIL MEMBER 10 PLACE FIVE (ELECTION HELD JULY 20, 1974) Mr. Webb Cromer, election 'judge, presented the tabulated ballots to the City Secretary for the Municipal Election held this date to elect a Council Person to Place Five. results as follows: .Mayor Krause read the election Jackie P. Comola - 131 Raymond Ozebek - 190 Don R- _ Warren - 180 Mayor Krause announced that 500 votes had been cast in the Municipal Election resulting in a runoff between Dr. Warren and Mr. Ozebek. Mrs. McCormick moved to accept the canvass of ballots for the July 20, 1974 election and set August 3, 1974 as the date for the runoff election. Mr. Samuels seconded the motion and the vote is as f o l lows: Ayes: Mrs. McCormick; Messrs. Sarnuels and Wright Nays: 'None Mayor Krause declared the motion carried. VIII. HURRICANE CREEK CHANNEL BIDS RECEIVED FOR CONCRETE LINING Members of the Council reviewed tabulation of the bids opened on July 16, 1974 and a letter of recommendation from the City Consulting Engineer recommending the contract be awarded to the lowest bidder, Lloyd H. Shaw Construction Company in the amount of $88,875.75. (Page Five, Called Meeting, Euless City Council, July 20, 1974) Mrs. McCormick moved to concur with the recommendations of the City Engineer and award contract to Lloyd H. Shaw Construction Company. Mr. Samuels seconded motion and the vote is as follows: Ayes: Mrs. McCormick; Messrs. Samuels and Wright Nays: None Mayor Krause declared the motion carried. IX, AUTHORIZE NOTICE AND RECEIPT OF BIDS FOR EQUIPMENT Mr. Griggs, City Manager, recommended the City Council authorize receipt of bids for one five ton vibrating flat wheel roller at an estimated cost of $9,000.00 and one asphalt spreader box a t an estimated cost of $6,000.00. Mr. Wright moved to concur with the recommendation of the City Manager and authorize receipt of bids as outlined. Mrs. McCormick seconded the motion and the vote is as follows: Ayes: Mr. Wright, Mrs. McCormick and Mr. Samuels Nays: None ADJOURNMENT ATTEST: /s/ Vada Ferris City Secretary Mayor Krause declared the motion carried.
