Euless City Council
October 22, 1974
CALL 1D ORDER
The regular meeting of the Euless City
Council was called to order at 8 :00 p.m. in the Counci'l Chamber of Euless
C i t y Hal 1 by Mayor A, C. Krause. Members present were Mrs. W i I I ie Mae
McCormick, Messrs. Ray Ozebek and Harold Samuels. (Absent were Messrs.
Wayne Wright and Harold Copher.)
Also present were City Manager C. J.
Griggs, City Secretary Vada Ferris, City Attorney Bob McFarland, and City
Engineer B i l l Flowers.
Mayor Krause announced that Mr. Copher
and Mr. Wayne Wright are absent due to illness.
VISITORS
Visitors present were as follows: Messrs.
George H. Buckland, Jr., Don Harris, Charles M. Hunt, Robert Cowan, Troy
Fuller, P. Bennett, Jr., Walter Elliott., Warren Fuller, Jeff Ault, David
Crow, J. A. LeMaster, Al Slovacek, Bill Toppe, W. J. Hyde, E. Rolling,
W. R. Zie,schang, Ivan Edelman, James Lacey, Jr., Don Gann, and Father George
M. Acker; Mesdms. Barbara Burke, Connie Bennett, Johnie LeMaster, Mamie

APPROVAL CF MINUTES
The minutes of the regular meeting dated
October 8, 1974 were approved as written.

The Council had previously reviewed the
plat in question.

Mrs. McCormick moved to concur with the
recommendation of the Planning and Zoning Commission and approve the final
plat as submitted.
Mr. Ozebek seconded the motion and the vote
is as follows:
Ayes: Mrs. McCormick, Mr. Ozebek, and Mr. Samuels
Nays: None
Mayor Krause declared the motion carried.
MR. GEORGE H. BUCKLAND, JR.
ADDRESSES CITY COUNCIL REGARDING
ACTION CF CERTAIN OFFICERS CF THE
CITY
Mayor Krause recognized Mr. Buckland who
stated that he has a prepared statement to present to members of -the Council,
which he will read to the Council with the exception of specific statements
outlined. Mr. Buckland stated his reason for this is that there were several
vulgar words used during his discussion ,with th'e Police Officers, and he
requested the Council's permission to have the Council read this portion of
his statement rather than for him to read them aloud. Mr. 'Buckland proceeded
to present a copy of the prepared statement to the Council member's p'resent.
Mr. Buckland then read the statement aloud which explained his having received
two traffic citations, one on September 26th, and another on October 8th.
Mr. Buckland's prepared statement ended stating that he is fi I i n g the following
charges with the City Council against the Euless Police Officers as follows:
Officer - Humberto Quintanilla
1. The use of abusive and profane language while pursuing his
duties of a Pol ice Officer.
2. Making a statement in the context of a threat.
3. Violating my Civil Rights.
Officer - Jim LeMaster
1. Improper conduct ih pursuing his duties of a Police Officer.
2. Violating my Civil Rights.
Mr, Buckland's statement continued that he
respectfully asks the Council to investigate these charges and take action
as they see fit, and he further respectfully asks that he be notified of the
Council's findings and immediate actions taken.
Mayor Krause stated that, with the permission
o f the Council, he w i l l refer this matter to the City Attorney. Mr. McFarland,
City Attorney, stated that he would contact Mr. Buckland as soon as he had
investigated the alleged charges. He stated the procedure normally followed

in cases of this nature is through the Police Department and City Manager.
However, h i s f i r m w i l l investigate and report back to City Council on
Mr. Buckland's charges. He stated that he has been advised that no complaint
has been made to the Police Department by Mr. Buckland. The Police Department
made over 11,000 arrests in the past year and only six (6) complaints have
been filed.
Mr. Buckland gave his address as 1206 Crane.
His telephone number is 283 -0182. Mr. Buckland thanked the Council for their
reception of his complaints.

MR. ROBERT COWAN, CHAIRMAN, COUNCIL
FOR SOCIAL CONCERNS, TO PRESENT
REPORT ON COMMUNITY SURVEY
Mayor Krause recognized Mr. Cowan who presented
a written report on the Community survey for the Euless Council for Social
Concerns.
Mr. Cowan stated that the survey was accomplished
from a random sample of 480 persons residing in Euless; that a self- administered
questionaire was given to these people and that the response rate was 16.8 per
cent. He reviewed the report in its entirety and stated that the questionaires
were tabulated, and the result being 21 people listed the need for services
for teens, senior citizens, and other -- 19 responses expressed that drugs,
including alcohol, is a specific problem. ' He stated that the Council for Social
Concerns plans to investigate avenues the City may take to try and find answers
to these problems.
Mayor Krause thanked Mr. Cowan for his report.

BIDS AND RECOMMENDATIONS FOR
INSTALLATION OF MISCELLANEOUS
WATER LINES
Mayor Krause recognized Mr. Bi 11 Flowers, City
Engineer, who presented the Council with a copy of the bids tabulated for the
miscellaneous water l i n e systems opened on October 16, 1974. Mr. Flowers stated
the bids were carefully checked and the low bidder was J. D. Griffith Construc-
tion Company in the amount of $81,969.00. Mr. Flowers stated the City Engineers
recommend the awarding of the low bid 'to Mr. J. D. Griffith.

Mr. Samuels moved to concur with the
recommendation of the City Engineers and award the contract to low bidder,
Mr. J. D. Griffith, in the amount of $81,969.00.
Mr. Ozebek seconded the motion and the
vote is as follows:
Ayes: Mr. Samuels, Mr. Ozebek, and Mrs. McCormick
Nays: None
Mayor Krause declared the motion 'carried.

METAL BUILDING IN WILSHIRE
SHOPPING AREA FOR OPERATION
CF A FOTOMAT
Mayor Krause recognized Mr. Jim Lacey who
stated that he requested the Council's approval of a metal building in the
Wilshire Shopping Center to house a fotomat. Members of the Council has
reviewed the building permit application and plan submitted by Mr. Lacey.
Mr. Ozebek moved to approve the application
for erecting a metal building in the Wilshire Shopping area for the operation
of a Fotomat. .
Mrs. McCormick seconded the motion and the
vote i s as follows:
Ayes: Mr. Ozebek, Mrs. McCorrnick, and Mr. Samuels
Nays: None
Mayor Krause declared the motion carried.

COUNTY PARTICIPATION I N COST
CF CONSTRUCTION AND MOVING
LITTLE BEAR CREEK BRIDGE
Mayor Krause recognized Mr. Warren Fuller who
stated that he had contacted Mr. Dick Lewis, County Commissioner, concerning
the Little Bear Creek Bridge. Mr. Fuller informed the Council that Mr. Lewis
stated that the County will fund $75,000 to the City for the Little Bear Creek
Bridge project to be disbursed about January 15, 1975 -- $25,000 to move the
bridge and $50,000 for construction of the new bridge.
Mayor Krause thanked Mr. Fuller for his
work on t h i s project and stated' t h a t he w i l l contact Mr. Lewis requesting
that Mr. Lewis submit this offer to the City in written form.

Mayor Krause stated that if the City can get
a firm written commitment, the City can proceed on the Little Bear Creek
Bridge project.
A lady in the audience inquired if sidewalks
would be constructed from the Trailwood Addition to Lakewood Elementary School.
She was advised that, sidewalks are not included in this project. She stated
that there is a definite need for sidewalks at this time and with the construc-
tion of approaches to the bridge and widening of North Main Street leading to
the bridge makes the need for sidewalks even greater.
Mr. Flowers stated that it was anticipated that
sidewalks would be needed in this area sometime. However, construction of
sidewalks was not included in this contract.
Mayor Krause recognized Mr. David Crow who
stated that he does not think it is unreasonable to ask for sidewalks on the
West side of Harwood Road; that it is impossible to drive on Harwood Road in
the vicinity of Trailwood at the 30 mile speed limit without using your brakes.
Mayor Krause stated that the City Engineers
can present cost figures for construction of sidewalks at this location for
the Council's consideration.
Mr. Flowers stated th at th is contract is fo r
the approaches to the bridge and construction of the bridge only.
Mr. Flowers stated that the wood decking
presently on the bridge is very old and when it is moved it will not be usable;
it w i l l cost approximately $3,000 for new decking for the bridge.
Mrs. Eberhart inquired who would pay the $3,000
and Mayor Krause stated t h a t the C i t y w i l l have to pay the additional amount.
Mayor Krause recognized Mr. Walter E l l i ott who
stated that he thinks that the $3,000 could be raised very easily by donations
from Euless citizens. Mr. Elliott stated that he does not want the Little Bear
Creek Bridge project confused with the Bi- Centennial projects. Mr. El1iott
stated that he is working on plans with Mr. Bob Eden who owns property in the
v i c i n i t y of the Lakewood School and perhaps M r . Eden w i l l consider access across
his property to the Lakewood School.
The City Engineer was instructed to present
sidewalk construction cost on North Main Street from Trailwood to Lakewood
Elementary School for Council consideration.

MEETING, AUSTIN
Mayor Krause recognized Mrs. Eberhart who
stated a Bi- Centennial meeting w i l l be held in Austin on November Ilth, 12th
and 13th, and she inquired if the City wishes to send a representative. She
stated that she is unable to go.
Mayor Krause requested that Mrs. Eberhart
contact Mr. Don Perkins and ask if he wi I I represent the City of Euless, as
he w i l l also be representing the Hurst - Euless- Bedford Chamber of Commerce at
this meeting.
