HomeMy WebLinkAbout2021-04-13MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, April 13, 2021 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:37 p.m. on Tuesday, April 13, 2021, in the Council Chambers of City Hall, 201 North Ector Drive. Mayor Linda Martin, Mayor Pro Tern Salman Bhojani, Council Members Tim Stinneford, Jeremy Tompkins, Eddie Price, Perry Bynum, and Harry Zimmer were present in the Council Chambers. During the Precouncil meeting: ➢ Council Member Tompkins reported that he has enjoyed touring the City's parks with Euless residents and has enjoyed visiting with the residents and highlighting the various aspects our our parks. He stated that the parks look fantastic. ➢ City Manager Loretta Getchell reviewed the regular agenda. Assistant Fire Chief Chanc Bennett reviewed the functionality and benefits related to the acquisition of an alerting system for Fire Station No. 1 (Agenda Item #3.) ➢ Fire Chief Wes Rhodes provided the Fire Department update, total response times, annual dollar loss, total runs over a five-year period, call volume, Fire Marshal Office activities, new employees, resuming day-to-day activities, and traffic issues related to the temporary fire station and a nearby elementary school. ➢ Emergency Management Coordinator Suzanne Hendrickson provided an update regarding the COVID-19 pandemic, including the current statistics worldwide, statewide, and locally as well as hospitalization rates, stating that hospitalizations in Tarrant County have been below five percent for several days. She advised that the vaccination rate for Euless residents who have received at least one dose of the vaccine is 31.06 percent and announced that Tarrant County has worked through the entire waiting list of citizens seeking a vaccine. Anyone seeking a vaccine now will be given an immediate appointment. Additionally, she advised of the planned reopening of the Euless Family Life Senior Center on May 3, 2021. She encouraged hand washing, social distancing and mask wearing even as vaccine distribution becomes more widespread. City Manager Getchell advised of the planned reopening of City facility rentals and stated that COVID-19 safety regulations will be included in rental agreements and occupancy limits will be posted at the rental locations. Additionally, Ms. Hendrickson provided additional details regarding the Hurst Conference Center vaccination site, including a drive-thru option. She reported that the location will continue to serve as a vaccination site through June 30. Council Minutes Page 2 of 7 April 13, 2021 ➢ Finance Director Janina Jewell provided the Financial update for the period ending February 28, 2021, and advised that sales tax was down 4.6 percent over the same period last year and up 0.27 percent year to date and car rental tax collection was down 50 percent over the same period last year and down 47 percent year to date. ➢ City Manager Getchell provided an update related to the support of transportation projects for funding through the Tarrant County Bond Proposal. She advised that the City had offered to support transportation projects in the adjacent cities of Fort Worth, Bedford, and Colleyville. However, the cities of Fort Worth and Bedford have declined to support the projects. Euless plans to issue a letter of support to Colleyville for the improvements to Heritage Avenue. Mayor Martin recessed the Precouncil session at 5:46 p.m. CLOSED SESSION The City Council convened into closed session at 5:50 p.m. for deliberation regarding the following: The purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code related to: • Mid City Inn • Cresthaven Addition Mayor Martin recessed closed session at 6:55 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:02 p.m. for consideration of scheduled items. ANNOUNCEMENT OF EMPLOYEE SERVICE AWARDS Mayor Martin announced the employee service awards and expressed her congratulations to the following employees on reaching an employment milestone with the City of Euless: 5 years of service Accountant II Rebecca Tambunga Dispatcher Bailey Anthony 10 years of service Fire Chief Wes Rhodes 15 years of service Web Designer Adam Eakins 20 years of service Administrative Receptionist Sandi McGarry CONSENT AGENDA (items 2 through 6) Mayor Martin asked Deputy City Manager Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 2 through 6. Council Member Tompkins seconded the motion. AUTHORIZED MAYOR TO NEGOTIATE AND EXECUTE A PIPELINE EASEMENT Authorized the Mayor to negotiate and execute a Pipeline Easement with Atmos Energy Corporation for the purpose of maintaining a gas pipeline on City owned property located along South Pipeline Road, at the Parks at Texas Star North. As part of a larger infrastructure improvement project, Atmos Energy Corporation is relocating their existing gas pipeline located on City owned property and the new line route will be parallel to the South Pipeline Road right-of-way and located within the proposed 30-foot wide dedicated easement. The existing 12-foot wide dedicated easement, located within the southern side of the proposed new easement, will be abandoned and incorporated into the proposed new easement. ITEM NO. 3. AUTHORIZED PURCHASE OF A FIRE STATION ALERTING SYSTEM FOR FIRE STATION NO. 1 Authorized purchase of a fire station alerting system for Fire Station No. 1 from US Digital Designs, Inc., 1835 East Sixth Street, Suite #27, Tempe, Arizona, using HGAC Contract No. EC07-20. The alerting system integrates multiple systems, including radio dispatch, emergency lighting beacons, individual station/unit notification, CAD screen information delivery to multiple locations, strobe lights, messaging boards, countdown timers, etc. The estimated expenditure is $150,372.29. ITEM NO. 4. APPROVED CONTRACT WITH KMP SERVICES, INC. DBA VINE GROUP, GRAPEVINE, TEXAS Approved renewal of a contract with KMP Services, Inc. dba Vine Group, Grapevine, Texas, for temporary hospitality support staff, through an Interlocal agreement with the City of Grand Prairie. This agreement provides for temporary hospitality support staff to supplement Texas Star staff at the Conference Centre and Raven's Grille for large events. The City of Grand Prairie contract with KMP Services, Inc. was for a one-year base agreement with four additional one-year renewal options. This request represents the second of the one-year renewals for the contract. The estimated expenditure is $70,000. ITEM NO. 5. APPROVED RENEWAL OF BID NO. 008-19 Approved renewal of Bid No. 008-19 for the annual contract for concrete repairs to T.J. Concrete, 3325 Panola Avenue, Fort Worth, Texas. The bid provides for various types of concrete work to include, but not be limited to flat work, curb and gutter, ADA ramps, driveways and drive approaches. The quantities and/or total dollar amounts are based on estimates. The original contract was awarded in April 2019 with an initial term of one year with an option for four one-year renewals. This represents the second of these renewals. The estimated expenditure is $300,000. ITEM NO. 6. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of March 23, 2021. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2276 Deputy City Manager Barker advised that Ordinance No. 2276 would amend Chapter 10 of the City's Code of Ordinances and would prohibit the retail sale of dogs and cats, other than where the cat or dog was born (for example, at the home of the breeder). The ordinance does not apply to animal control centers, animal welfare, rescue or adoption organizations. Council Member Bynum motioned to approve Ordinance No. 2276, amending the City of Euless Code of Ordinances, Chapter 10, "Animals," Article III, "Care and Control". Council Member Stinneford seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Bhojani, Council Members Stinneford, Tompkins, Price, Bynum, and Zimmer Nays: None Mayor Martin declared the motion carried. ITEM NO. 8. HELD PUBLIC HEARING AND APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2277 Mayor Martin opened the public hearing at 7:11 p.m. Director of Parks and Community Services Ray McDonald presented the item to the City Council and advised that the Parks and Community Services Department, the Police Department, and the Fire Department routinely offer elementary aged day camps for children during the summer. The Texas Legislature requires that certain municipal programs for elementary aged children (5-13 years old) meet day care licensing requirements, or file for an exemption (Section 42.02 (b) (14) of the Human Resources Code). In order to receive exempt status, a municipality must submit a copy of the program standards, notice of a public hearing for the programs, and the ordinance adopting the standards. Mayor Martin asked to hear from any proponents followed by opponents of the case. There being none, Mayor Martin closed the public hearing at 7:11 p.m. Mayor Pro Tern Bhojani motioned to approve Ordinance No. 2277, renewing Youth Programs Standards of Care for the operation of youth -based programs and services. Council Member Zimmer seconded the motion. City Council Mayor Martin advised of upcoming events, including: • Saturday, April 17, 2021, Kites Over Euless and Earth Day Cleanup Event, Villages of Bear Creek Park, 10:30 a.m. to 2:00 p.m.; and • Monday, May 10, 2021, Coffee with a Parks Employee, Carr Park, 10:30 a.m. Mayor Martin announced that early voting for the May 1, 2021 General Election will begin Monday, April 19, 2021, and will continue through Tuesday, April 27, 2021, at the Euless Family Life Senior Center and announced the candidates as they are listed on the ballot: Council Member, Place 5 Harry Zimmer Annabel Jones Eads Council Member, Place 6 Eric Owens Joseph A Robinson Tika Paudel Tina Duru She encouraged everyone to get out and vote in their local elections as the city council is the closest form of government to the people.
