A RESOLUTION RECOMMENDING AWARD OF A CONTRACT FOR
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROJECT NO.
B20-UC-48-0001-22-50 TO DOUGLAS DAILEY CONSTRUCTION, LLC
LOCATED IN FERRIS, TEXAS IN THE AMOUNT OF $317,865.00 FOR
THE REPLACEMENT OF SANITARY SEWER MAIN ALONG DEL PASO
STREET PHASE I & II.
WHEREAS, the City Council of the City of Euless, Texas does hereby
recommend the award of contract for CDBG Project No. B20-UC-48-0001-22-50 to
Douglas Dailey Construction, LLC located in Ferris, Texas in the amount of
$317,865.00 for the replacement of the sanitary sewer main along Del Paso Street
Phase I & II; and
WHEREAS, CDBG Project No. B19-UC-48-0001-22-50 consists of the
replacement of approximately 3,042 linear feet of sanitary sewer main Along Del Paso
Street from South Industrial Boulevard to 1300 feet east of South Industrial Boulevard
serving the apartments in Puente Del Oeste and along Del Paso Street from 200 feet
south of SH 10 to 800 feet south of SH 10 using trenchless technology and open trench
methods; and
WHEREAS, the City Council recommends including the authorization for the City
of Euless staff and Tarrant County to issue change order(s) totaling an amount not to
exceed five (5%) of the base contract amount ($15,893.00) without requiring formal
action by the City Council and Commissioner's Court; and
WHEREAS, the construction funds available through Tarrant County for this
project are $415,462.59; and
WHEREAS, Staff has reviewed the bid tabulation and based on supporting
documentation from Parkhill / Schrickel Rollins (Exhibit A), recommends that Tarrant
County award the contract to the low bidder, Douglas Dailey Construction, LLC located
in Ferris, Texas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS, THAT:
SECTION 1.
The City of Euless, Texas City Council recommends award of a contract to
Douglas Dailey Construction, LLC located in Ferris, Texas for the replacement of the
sanitary sewer main along Del Paso Street Phase I & II in the amount of $317,865.00 of
which Tarrant County Community Development will pay the full amount.
SECTION 2.
This Resolution shall take effect immediately from and after its passage in
accordance with the Charter of the City of Euless and upon publication, and it is
accordingly so resolved.
APPROVED AND ADOPTED at a regular meeting of the Euless City Council on
April 27, 2021, by a vote of 6 ayes, 0 nays, and 0 abstentions.

RE: Del Paso Sanitary Sewer Rehabilitation Project
Community Development Project B20-UC-48-001-22-50
Dear Mr. Harts:
Parkhill / Schrickel Rollins completed the engineering design and construction plans and
prepared contract documents for the above referenced project. An official "Advertisement of
Bid Notice" was published and the plans and documents were available from Tarrant County
and were on file in area plan rooms. Sealed bids for the project were received and publicly
opened and read aloud at 11:00am on April 7, 2021. A copy of the Bid Summary Sheet is
attached.
Five (5) sealed bids were submitted. They ranged from a low bid of $317,865.00 submitted by
Douglas Dailey Construction, LLC of Ferris, Texas; to a high bid of $556,580.00 submitted by
Horseshoe Construction, Inc of La Porte, Texas. The engineer's opinion of probable
construction cost was $423,810.00. Completion time was established in the bid documents at
120 calendar days.
We submit that a recommendation be made to the Tarrant County Commissioner's Court to
award the project to Douglas Dailey Construction, LLC in the amount of $317,865.00. Funds
are available for construction through Tarrant County in the amount of $415,462.59.
In any resolution on construction contract award, we recommend that the City Council include
authorization for the City of Euless Staff and Tarrant County to issue change order(s) totaling
an amount not to exceed five (5%) percent of the base contract amount of ($15,893.00)
without requiring formal action by the City Council and Commissioner's Court.
Douglas Dailey Construction, Inc. has been active in Texas for 19 yeas and in the DFW area
for the last 3 years performing the rehabilitation of sanitary sewer facilities utilizing trenchless
technology (pipe bursting). They have performed satisfactorily on projects of similar size and
scope for other municipalities in the DFW area (including the City of Euless) and have to the
best of our knowledge completed same without incident. They successfully completed the FY
2019 Sanitary Sewer Rehabilitation project for the City of Euless in the Cedar Hill Estates
Addition in November 2019.

We have verified with Douglas Dailey Construction that they have reviewed the tabulation of
bids and they are comfortable with the bid they submitted.
The project is located along Del Paso Street, south of S.H. 10 and east of F.M. 157. The
project generally serves the Mission Pointe Apartments and the Bear Creek Apartments.
