M. in the Council Chamber of Euless City H a l l by Mayor Pro Tern W i l l i e Mae McCromick. Members present were Messrs. Wayne Wright, Ray Ozebek, and Glenn Walker. (Absent: Mr. Charles Hunt, and Mayor Harold Samuels.) Also present were City Manager W. M. Sustaire, City Secretary Della Houy, City Attorney James Cribbs, and City Engineer B i l l Flowers. VISITORS Visitors present are as follows: Messrs. Gary Cantrell, David Clark, L. J. Stone, Hal C. Ferguson, Cecil Alumbaugh ;:, George Guynes, David C. Hughes, Ken Taylor, and Andy Kirby; Mesdms. George Guynes, G a i l Riley, and Barbara Burke; Misses Ora Bentley, Shawn McNeely, Belinda Esquivel, and Jackie Mitchell. INVOCATION The invocation was given by Mr. Glenn Walker . APPROVAL OF MINUTES The minutes of the regular meeting on November 25, 1975 were approved as written. I ORDINANCE NO. 497, APPROVING RATE INCREASE AS 'REQUESTED BY LONE STAR GAS COMPANY Mr. Wright moved to approve second and final reading of Ordinance No. 497, approving the rate increase as requested by Lone Star Gas Company. Mr. Ozebek seconded the motion and the vote is as follows: Ayes: Messrs. Wright, Ozebek, and Walker Nays: None Abstained: Mrs. McCromick Mayor Pro Tem McCormick declared the motion carried. (Page Two, Regular Meeting, Euless City Council, December 9, 1975) Mrs. itcCoLtuick abstained due to the fact that she is a stockholder in Lone Star Gas Company. II CONSIDER BIDS FOR 1976 MODEL HIGH VELOCITY SEWER CLEANING MACHINE City Manager Sustaire stated the City received four (4) bids for the High Velocity Sewer Cleaning Machine and read the bids as follows: BIDDER Arlington Equipment Co. Naylor Rockwell International Dy -Namic Hydra Cleaner BID PRICE $21,000.00 21,678.00 20,436.00 21,881.42 DELIVER DATE 90 -120 days 60 -75 days 6 -8 weeks on truck then 45 days 6 -8 weeks on truck than 30 days City Manager Sustaire stated he recommends the low bid of Arlington Equipment Company in the amount of $21,000.00, that Rockwell International's bid does not meet specifications. Mr. Andy Kirby, representative of Naylor Equipment Company, stated his main objection to awarding the bid to Arlington Equipment Company is that Arlington Equipment Company did not meet the speci- fications on the tank. Mr. Kirby stated that Arlington Equipment Company bid a 1,250 gallon usable water tank and his company bid a 1,500 gallon usable water tank, according to specifications. City Manager Sustaire stated the Director of Public Works recommended the low bid of Arlington Equipment and read the reason for the recommendation as follows: "I recommend the City accept the Arlington Equipment Company bid of $21,000.00. This is the lowest bid that is close to specks. The only difference in bid and specks is 250 gallons of water capacity. The availability of service and parts replacements is to the City's advantage and should be considered." Mr. Walker inquired if Naylor Company has a smaller tank. Mr. Kirby stated they have a 1,150 gallon usable tank. Mr. Hal Ferguson stated the Council should accept Naylor Company's bid, if this bid meets the specifications, because in February the low bid on some City vehicles were rejected because the bid did not meet the City's specifications. 51 (Pae Three, jepulaz >hleeting Euless City Council, December 9, 1975) Mr. Cribbs stated the City employees people that work with the equipment and these directors make the recommendations to the City Manager. Mr. Cribbs stated the Council has a decision to make on the recommendation off, theCity Manager to refer the matter back to the City Manager to submit for another bid. Mr. Cribbs stated the Director of Public Works recommended the bid of Arlington Equipment Company. Mr. Cribbs stated the Council has three (3) alternatives; they can instruct the City Manager to readvertise for bids, accept the recommendation of the Public Works Director, or accept the bid of Naylor Company for the extra 250 gallon water usage tank. Mr. Ozebek inquired if the present tank is 1,500 gallons. Mr. Kirby stated the present tank is 1,000 gallons with 1,050 pounds pressure. .Mrs. McCrrmick moved to refer the bids back to the City Manager for him to readvertise for bids. Mr. Wright seconded the motion and the vote is as follows: Ayes; Mrs. McCormick, Messrs. Wright, Ozebek, and Walker Nays: None Mayor Pro Tem McCormick declared the motion carried. III CONSIDER BIDS FOR HYDRAULIC OR AIR COMPRESSOR FOR OPERATING JACK HAMMER City Manager Sustaire presented the bids received for the purchase of a Hydraulic or Air Compressor for a Jack Hammer. The bids are as follows: BIDDER BID PRICE DELIVERY DATE Texas Contractors Supply $3,661.61 7 days Cooper Machinery Company 6,176.60 Moody -Day Company 4,435.00 Immediate City Manager Sustaire stated he recommends the low bid of Texas Contractors Supply in the amount of $3,661.61. Mr. Wright moved to concur with the recom- mendation of the City Manager and accept the low bid of Texas Contractors Supply in the amount of $3,661.61. Wright, Walker, Ozebek, and Mrs. McCormick Nays: None Mayor Pro Tem McCormick declared the motion carried. Iv RESOLUTION NO. 376 CALLING PUBLIC HEARING - ZONING CASE NO. 248 REQUEST OF B. J. REAVES FOR CHANGE OF ZONING FRCIVI "R -l" SINGLE FAMILY DWELLING DISTRICT TO "PD" PLANNED DEVELOPMENT ON TRACT 1 AND 2, LEVI FRANKLIN SURVEY. ABSTRACT A -513: AND TRACT 1, GEORGE LINNEY SURVEY A -939. Mr. Ozebek moved to set the Public Hearing of Zoning Case No. 248, request of B. J. Reaves, for change of zoning from "R -1" Single Family Dwelling District to "PD" Planned Development on Tract 1 and 2, Levi Franklin Survey, Abstract A -513; and Tract 1, George Linney Survey A -939 for December 23, 1975. Mr. Walker seconded the motion and the vote is as follows: Ayes: Messrs. Ozebek, Walker, Wright, and Mrs. McCormick Nays: None Mayor Pro Tem McCormick declared the motion carried. V CITY ATTORNEY'S REPORT Mr. Cribbs stated that he did not have any- thing to report, but he presented several letters to the City Manager prior to the meeting. VI RECOGNITION OF VISITORS Mayor Pro Tem McCromick welcomed Mrs. Riley and the Junior Historians from Central Junior High School to the meeting and stated the Council was happy to have them present and for them to come back at any time.
