HomeMy WebLinkAbout1976-01-13Regular Meeting Euless City Council January 13, 1976 CALL TO ORDER The regular meeting of the Euless City Council was called to order at 8:00 P.M. in the Council Chamber of Euless City Hall by Mayor Harold Samuels. Members present were Mrs. Willie Mae McCormick; Messrs. Glenn Walker, Wayne Wright, Ray Ozebek and Charles Hunt. Also present were City Manager W. M. Sustaire, City Secretary Della Houy, City Attorney Bob McFarland, and City Engineer Bill Flowers. Visitors present are as follows: Messrs. Lynn Shackelford, Walter Elliott, Ken Taylor, Dick Knowlton, Stan Himes, Thomas Benders, Jr., Terry Cunningham, Richard Bird, Hal C. Ferguson and Jim Hickerson; and Miss Barbara Burke. INVOCATION The invocation was given by Mayor Harold Samuels. APPROVAL OF MINUTES Mr. McFarland stated that the word request in paragraph 1 page 7 "Texas Utility Act" should be requires. Mayor Samuels stated the minutes with the correction were approved as written. I ORDINANCE NO. 499 APPROVING CHANGE OF ZONING FRONT "R -1" SINGLE FAMILY DWELLING DISTRICT TO "PD" PLANNED DEVELOPMENT ON TRACT 1 AND 2. LEVI FRANKLIN SURVEY, ABSTRACT A -513; AND TRACT 1, GEORGE LINNEY SURVEY A -939. REQUEST CF B. J. REAVES Mr. Wright moved to approve second and final reading of Ordinance No. 499 approving change of zoning from "R -1" Single Family Dwelling to "PD" Planned Development on Tracts 1 and 2, Levi Franklin Survey and Tract 1, George Linney Survey. Wright, Walker, Hunt, Ozebek, and Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. II RECOGNITION CF JAYCEES Mayor Samuels recognized Mr. Terry Cunningham of the H —E —B Jaycees. Mr. Cunningham invited members of the Council to the various activities to be celebrated during Jaycee Week from January 18 through 24. Mr. Cunningham stated there will be a prayer breakfast at 7:30 a.m. on January 18th at the Simmons Drive Recreation Center with the State Chaplin of the Jaycees as a speaker; January 20th a membership rally will be held at the Texas Power and Light Building at 8:00 p.m. and on January 22nd at 7:00 p.m. there will be a Distinguished Service Award Banquet honoring the distinguished citizen of the year, who is Mr. Bart Burnett, to be held at the Western H i 11 s Inn. Mr. Cunningham stated that special guests would be Reprsentative Charles Evans and Mr. Gary Towers, Jaycees past National President. Mayor Samuels expressed the City's appre- ciation for the Jaycee Christmas tree that was erected on the corner of Brown Trail and Airport Freeway. III ACCEPT RESIGNATION OF REV. JAMES MCKINNEY FROM CIVIL SERVICE COM- MISSION AND CONSIDER APPOINTMENT OF A REPLACEMENT Mr. Hunt moved to accept the resignation of Rev. James McKinney from the Civil Service Commission effective January 23, 1976. Mr. Ozebek seconded the motion and the vote is as follows: Ayes: Messrs. Hunt, Ozebek, Walker, Wright, and Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. Mrs. McCormick moved to approve the ap- pointment of Mr. B i 11 Wagner to fill the vacancy of Rev. McKinney as a member of the Civil Service Commission. Mr. Walker seconded the motion and the vote is as follows: Ayes: Mrs. McCormick, Messrs. IV CITY ATTORNEY'S REPORT - STATUS CF ORDINANCE AMENDING ORDINANCE NO. 443 - CIVIL SERVICE ORDINANCE Mr. McFarland stated that at the Council's request the update of the Civil Service rules and regulations were referred to the Civil Service Commission for their review. Mr. McFarland stated that the Commission met last week and another work session is scheduled for January 14th, to review the rules and regulations as submitted by the work force of the Federal Civil Service Commission and COG. Mr. McFarland reviewed the Ordinance for members of the Council and stated the Ordinance is submitted to the Council on the recommendation of the Civil Service Commission and the City Staff. Mrs. McCormick moved to approve the Ordinance amending Ordinance No. 443 Civil Service Ordinance, on first reading. Mr. Hunt ,seconded the motion and:} he 'voter, is as follows: Ayes: Mrs. McCormick, Messrs. Hunt, Ozebek, Wright, and Walker Nays: None Mayor Samuels declared the motion carried. V NAMING OF NEW PARK Mayor Samuels stated he has the Resolution the Council passed at the December 23, 1975 meeting, accepting the park land donated by Mr. Cecil Carr and the Council discussed naming the park for Mr. Carr at that meeting. Mayor Samuels stated he is suggesting that the Council may want to name the park for Mr. Carr's father, who is deceased. Mr. Hunt suggested the Council submit this name to the Park and Recreation Board for their consideration before the Council makes the final decision. Mrs. McCormick stated that at the last Park and Recreation meeting, they discussed thenamingof parks and the Park and Recreation Board thought this may be an incentive for people to donate land for parks. VI CITY ENGINEER'S REPORT - STUDY OF EXTENSION ON WATER TREATMENT PLANT Mayor Samuels recognized Mr. Dick Knowlton, President of Knowlton- Ratliff - English - Flowers. (Page Four, Regular Xeeting, Euless City Council? January 13, 1976) Mr. Knowlton reviewed the past 20 years of the history of the water situation in the Northeast Tarrant County and the ways discussed to have an ample supply of water. Mr. Knowlton stated that Euless and Bedford were the first to enter into a contract with TRA to get water from Cedar Creek Lake through Lake Arlington. He stated that the water treatment plat was designed to be expanded in stages and the present facilities will need to be expanded within the next two (2) years; that all this was in- cluded in the master plan for Euless and Bedford. Mr. Knowlton stated that this study for a new master plan will include the cities of North Richland Hills, Colleyville, Grapevine, Bedford, and Euless at a total cost of $45.000; this amount to be divided with North Richland H i l l s paying $12,000; Colleyville and Grapevine each paying $10,000 and Euless and Bedford each paying $6,000. Mr. Ozebek inquired if the City's portion would be lower if the other cities were to participate in the water system. Mr. Knowlton answered affirmatively. Mayor Samuels stated that these cities are trying to get federal money through the Mayor's Council, that could be used for the study and the remainder for the capital improvements. Mayor Samuels stated that the Mayor's Council is made up of the Mayors of 31 cities in Tarrant County, and these five (5) cities requesting this study have applied for $658,000 and this request would have to be approved by a majority vote of the Mayor's Council. Mr. Knowlton stated the Council has three (3) alternatives; they can pass and adopt action and advise TRA to begin the study; wait for the Community Development Funds through the Mayor's Council or say no. Mrs. McCormick moved to table the decision for the master plan study until the January 27th meeting and have a representa- tive from TRA to meet with the Council. Mr. Hunt seconded the motion and the vote is as follows: Ayes: Mrs. McCormick, Messrs.
