Euless City Council
February 12, 1976
CALL TO ORDER
The work session of the Euless City
Council was called to order at 7:40 P.M. in the Council Chamber of Euless
City Hall by Mayor Harold Samuels. Members present were Mrs. Willie Mae
McCormick, Messrs. Glenn Walker, and Ray Ozebek. (Absent: Messrs. Wayne
Wright, and Charles Hunt.
Also present were City Manager W. M.
Sustaire, and City Secretary Della Houy.
VISITORS
Visitors present were as follows:
Messrs. Ken Taylor, Lynn Shackelford, and Huey Ball, Architect.

EULESS SIGNS ON
AIRPORT FREEWAY
Mayor Samuels stated the only way the
City can get Euless on exit signs on the freeway is to rename Main Street to
Euless Main Street and Westpark Way to Euless Westpark Way, as they cannot
get any funds out of Texas Highway Department for other types of signs.

Mr. Walker inquired if it would do any
good if he were to contact Mr. Gib Lewis and see if he can do anything for
Euless.
Mr. Sustaire stated that we have been
advised that funds are not available for the signs at this time.
Mr. Ozebek moved to rename Main Street to
Euless Main Street and Westpark Way to Euless Westpark Way.
Mrs. McCormick seconded the motion and the
vote is as follows:
Ayes: Mr. Ozebek, Mrs. McCormick, and Mr. Walker
Nays: None
Mayor Samuels declared the motion carried.

DESIGNING FIRM FOR CON-
STRUCTION OF PUBLIC
SAFETY BUILDING
Mr. Sustaire stated that he has been
approached by a designing firm to build the Animal Control, Service Center
and Police Building. Mr. Sustaire stated this company built First Baptist
Church in Euless and they advised him they could build twenty (20 %) more
building for the same amount of money than a general contractor.
Mr. Ozebek inquired i f this company would
come out and discuss the plans with the Council.
Mr. Sustaire stated that they will come
out to talk with the Council and they have fifteen (15) projects going on
in several different states, that this is all they do. Mr. Sustaire stated
this company advertises for bids and the Council can accept or reject the bids.
Mayor Samuels instructed the City Manager
to invite this company to meet with the Council at the Pre - Council meeting on
March 9th.

SITE LOCATION FOR
PUBLIC SAFETY BUILDING
Mr. Huey Ball presented drawings of
the proposed location of the Public Safety Building. Mr. Ball stated he is
recommending the building be located on the North side of the Community Build-
ing, that this would allow a through street for traffic into the City Complex.
Mr. Walker inquired i f the building would
be one (1) or two (1) stories.
Mr. Sustaire stated that because of lack
of funds it would be only one (1) story.
Mr. Ball stated they are proposing a
drive - through with a fake outside wall with security doors, so when officers
bring in a prisoner, they will have more security.
Mr. Ozebek inquired if Mr. Ball had thought
about building it on the south side of the City Complex.
Mr. Ball stated he had not even considered
that he is fond of the image the City Complex projects with the open vista.
Mr. Walker stated that several trees
have been planted in the area south of the complex and this is a very nice
green area.

Mr. Sustaire stated he likes the plans,
as it sets in well with the present complex and in years to come the City may
need more space for expansion and extra service.

location for the Public Safety Building as presented by Mr. Ball.
Mr. Ozebek seconded the motion.
Mrs. McCormick inquired if there is any-
thing in the past records of where the Public Safety Building was to be built.
Mr. Sustaire stated that as far as he
knows there was not a permanent site for the Public Safety Building, that
when the bond issue was voted on, the Police Building was originally drawn
to be separate from the City Offices, but City Manager Cowell made one (1)
building fo the City Offices and the Police Department.
The vote on Mr. Walker's motion is as
follows:
Ayes: Messrs. Walker, Ozebek, and Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.
Mrs. McCormick inquired if a drive —in
windowcouldbe installed for people to use in paying th6ir water bills.
Mr. Sustaire stated that when this
building is remodeled, they will include a drive —in window.

EXTENSION OF WATER LINES TO
NORTH EULESS. PLACING SEWER
LINE IN CRESTHAVEN ADDITION
Mr. Sustaire presented maps for the
extension of the water lines to north Euless and installation of utility
lines under HMI 157, and placing the sewer lines to Cresthaven Addition. He
also presented a breakdown of the cost as follows:

Mr. Sustaire stated that the utility
adjustment at State Highway 121 and Glade Road would be approximately
$21,650.00 and the utility adjustment north of Little Bear Creek would be
$19,850.00

Mr. Ozebek moved to authorize the
City Manager to obtain Engineer's estimate on items 1, 2, 3, 4, 7, and 8
with alternates on projects 5 and 6.
Mrs. McCormick seconded the motion and
the vote is -as follows:
Ayes: Mr. Ozebek, Mrs. McCormick, and Mr. Walker
Nays: None
Mayor Samuels declared the motion carried.

GAS COST ADJUSTMENT
LISTED ON GAS BILLS
Mr. Sustaire stated he has received
several calls from citizens on the high cost of gas service and Mr. Irwin,
District Manager of Lone Star Gas Company, has advised him that they can
list the gas cost adjustment on the customers monthly gas bill. Mr. Sustaire
stated that Mr. Irwin needs a letter from the Council to have the gas cost
adjustment listed on each bill.
Mayor Samuels stated that this gas
cost adjustment is the pass through approved by the Railroad Commission, and
he recommends a copy of the letter to Lone Star Gas Company be sent to the
newspaper.
Mr. Sustaire stated that it should be
noted in the Mayor's Newsletter that the rates are available for the citizens
to see in the City Secretary's Office.
Mrs. McCormick moved that the gas cost
adjustment be listed on the gas bills and a letter be sent to Mr. Irwin
instructing him and a copy of the letter be sent to the newspaper for pub-
lication.
Mr. Walker seconded the motion and the
vote is as follows:
Ayes: Mrs. McCormick, Messrs. Walker, and Ozebek
Nays: None
Mayor Samuels declared the motion carried.

AMERICAN ASSOCIATION
OF SMALL CITIES
Mayor Samuels stated the City should
use the money that would be required to join this organization for services
at home and wait a few years to join as this is not a budgeted item.

AUTHORIZATION TO ENTER A
CONTRACT ON RETIREMENT
FOR EMPLOYEES NOT ON TMRS
Mr. Sustaire stated he is requesting
authorization for a contract on a retirement program for employees who were
fifty (50) years of age at the time of their employment. He stated there
are twelve (12) employees, ages fifty -five (55) to fity -nine (59), and the
employees will put in five percent (5%) of their salaries and the City will
match it with a like amount in a savings plan at the First National Bank
where the money can be withdrawn at the time of retirement, as in TMRS.
Mrs. McCormick stated this is one (1) of
the items discussed in the Civil Service Rules and Regulations. Mrs. McCormick
moved to authorize the City Manager to proc.ed with the contract for the
retirement savings program for employees not on TMRS.
Mr. Ozebek seconded the motion and the
vote is as follows:
Ayes: Mrs. McCormick, Messrs. Ozebek, and Walker
Nays: None
Mayor Samuels declared the motion carried.

ADJOURNMENT INTO
EXECUTIVE SESSION
Mayor Samuels stated the Council would
adjourn into executive session to discuss land acquisition and adjourned the
meeting at 9:40 P.M.
The Mayor reconvened the work session
at 11 :25 P,M,

PROPERTY FOR ANIMAL
CONTROL AND SERVICE
CENTER
Mr. Walker moved to authorize the City
Manager to make an offer of forty (40) cents a squsre foot, total $52,000.00,
to the owner of the property on Westpark Way and Pipeline Road as a site for
the animal control and service center.
Mr. Ozebek seconded the motion and
the vote is as follows:
Ayes: Messrs. Walker, Ozebek, and Mrs. McCormick
Nays: None

EXTENSION ON
MARLENE DRIVE
Mr. Walker stated that due to the urgent
need of fire protection, access to Westpark and added safety in reaching
Central Jr. High School from Wilshire Addition, he moves to authorize the
City Manager to have the property for the extension on Marlene Drive appraised
and proceed with the assessment from Channel Creek to Westpark Way.
Mrs. McCormick seconded the motion and
the vote is as follows:
Ayes: Mr. Walker, Mrs. McCromick, and Mr. Ozebek
Nays: None
Mayor Samuels declared the motion carried.

COMMITTEE TO STUDY SUBDIVISION
RULES AND REGULATIONS AND
UTILITY EASEMENTS
Mayor Samuels appointed the following
to serve on a committee to study and revise the subdivision rules and
regulations and utility easements: Messrs. Bob Pippin, Dick Wells, Bill
Pasteur, Walter Elliott, Lynn Shackelford, and Councilman Ray Ozebek. A
utility representative will be an ex— officio member to discuss the problems
in their utility field and they are as follows: Mr. Jim Barney, Southwestern
Bell Telephone; Mr. Terry Irwin, Lone Star Gas; and Mr. Charles Page, Texas
Power and Light.
