Euless City Council

CALL TO ORDER

The regular meeting of the Euless City
Council was called to order at 8:05 P.M. in the Council Chambers of Euless
City Hall by Mayor Harold Samuels. Members present were Mrs. W i 11 i e Mae
McCormick, Messrs. Charles Hunt, Robert Pippin, and Glenn Walker. (Absent:
Mr. Ray Ozebek)
Also present were City Manager W. M.
Sustaire, City Secretary Della Houy, City Attorney Bob McFarland, and City
Engineer B i 1 1 Flowers.
VISITORS
Visitors present are as follows:
Messrs. Robert Johnson, Col. Don Perkins, James Cribbs, Joe Line, James
McKinney , and Jim Hickerson.
INVOCATION
The invocation was given by Mr. Glenn
Walker.
APPROVAL OF MINUTES
The minutes of the regular meeting
dated July 13, 1976 were approved as wrftten.

RESOLUTION NO. 392 SUPPORTING
DISCONTINUATION OF TOLL ON
DALLAS /FORT WORTH TURNPIKE
Mr. Hunt moved to approve Resolution
No. 392, supporting discontinuation of toll on the Dallas /Fort Worth Turnpike
when the bond indebtedness is paid in 1977.
Mr. Walker seconded the motion and the vote
is as follows:
Ayes: Messrs. Hunt, Walker, Pippin, and Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.

PRELIMINARY DESIGN APPROVAL
ON ANIMAL CONTROL AND SERVICE
CENTER - DSA. INC.
Mayor Samuels recognized Mr. Joe Line,
architect for DSA, Inc.
Mr, Line presented the preliminary
design of the animal control and service center and stated that the building
will appear as one building but will be two buildings, with a courtyard
connecting the two buildings. Mr. Line stated they are proposing building
on the right half of the property with the back fenced for security and there
will be double driveways on both sides of the building with a separate entrance
for the service center and animal control center. Mr. Line stated the design
has provided for expansion to the rear of the present building. Mr. Line stat-
ed the service center building will have overhead doors at the rear of the
building for vehicles to be serviced inside the bay area. Mr. Line stated
he has presented the drawings to the City Staff and some changes have been
made on City Staff recommendations. He further stated the buildings will be
constructed with 12" masonry walls, concrete floors, broken face masonry
units, and back of the buildings will be exposed concrete block, painted and
the roof will be steel beams with a built up roof. He stated there would be
air conditioning in the animal control building and the offices and lunch room
in the service center with a large ventilation system where the animals
are kept. Mr. Line stated the estimated cost is well within the budget
figure.
Mr. Walker inquired the type of interior
walls in the animal control center.
Mr. Line stated they would be exposed
concrete block with apoxy paint which can be washed down with a high pressure
hose.
Mr. Walker inquired the l i f e of apoxy
paint and if it will absorb odors.
Mr. Line stated the life of apoxy paint
is approximately 18 years and it w i l l not pick up the odors of the animals.
Mr. Pippin inquired the degree of insulation
proposed in the air conditioned portion of the building. (see correction of
minutes on August 10, 1976 minutes).
Mr. Line stated there will be 6" bats
in the roof area and the walls will have poured fill insulations into the
cavities of the walls. Mr. Line presented the preliminary plan of the
proposed police station and stated they proposed the building to be constructed
on the corner of Trojan Trail and Ector Drive, as this location is closer to
utilities and has easier access for police cars when leaving the building.

Mrs. McCormick stated she is not pre-
pared to say how the building will look at that location.
Mr. Line stated these drawings are here for
the Council's approval and they are ready to begin working drawings when the
preliminary drawings are approved.
Mr. McKinney stated they have estimated
the cost of the animal control center and service center to be $220,000 and
at the last meeting, DSA presented the contract for the Council's approval.
Mr. Walker inquired the total square
footage in the first project.
Mr. Line stated there will be 2931 sq.
ft. in the animal control center and 4102 sq. ft. in the service center.
Mr. Sustaire inquired if the estimated
cost included an automatic gas system.
Mr. McKinney replied affirmatively.
Mr. McFarland inquired if there were any
further estimates on the other three projects.
Mr. McKinney stated that any estimates
they would give would be only guesses on the other projects, but they estimated
the police station to be $475,000 but will have a better estimate at the next
Council meeting.
Mr. Hunt inquired when they would have
ground breaking for the animal control and service center.
Mr. McKinney stated it would take approx-
imately two months to complete the working drawings and if they could get
the fast tract method, it would probably be sooner.
Mr. Sustaire stated the staff was very
pleased with the design, as this will be functional and attractive and are
in favor of proceeding with this general design.
Mr. Hunt moved to approve the prelimininary
design of the animal control and service center and to instruct DSA, Inc. to
proceed with the working drawings for presentation to the Planning and Zoning
Commission.
Mrs. McCormick seconded the motion and the
vote is as follows:
Ayes: Mr Hunt, Mrs. McCormick, Messrs. Walker, and Pippin
Nays: None
Mayor Samuels declared the motion carried.

DATE FOR PUBLIC HEARING
ON 1976 -1977 BUDGET
Mrs. McCormick moved to set August 10,
1976 as the Public Hearing date on the budget for 1976 -77.
Mr. Pippin seconded the motion and the
vote is as follows:
Ayes: Mrs. McCormick, Messrs. Pippin, Hunt, and Walker
Nays: None
Mayor Samuels declared the motion carried.

SUN DIAL FUND
Mayor Samuels announced that the City
employees have participated 100% in the Sun Dial Fund.
CITY ATTORNEY'S REPORT

Ordinance No. 510, for approval of
agreement between Texas Highway Depart-
ment and the City of Euless for the
installation, construction, operation
and maintenance of Highway Signal
Project at Highways 193 and 157
Mr. McFarland presented Ordinance No.
510, authorizing the Mayor to sign an agreement between the Texas Highway
Department and the City of Euless for installation of a new signal system at
Highway 183 and Highway 157.
Mrs. McCormick moved to approve Ordinance
No. 510 on first and final reading authorizing the Mayor to sign an agreement
with the Texas Highway Department for installation of a new signal system at
Highway 183 and Highway 157.
Mr. Walker seconded the motion and the
vote is as follows:
Ayes: Mrs. McCormick, Messrs. Walker, Hunt, and Pippin
Nays: None
Mayor Samuels declared the motion carried.

CITY ENGINEER'S REPORT
VI
Miscellaneous Water and Sewer
Improvements
N° 39
Mr. Flowers stated the sewer line instal-
lation is complete except for pavement replacement on Heather Drive and
Cresthaven Drive and have begun constructing an 8" water line on Highway 183
in front of the old Mid - Cities Drive -In and the contractors will be moving
their equipment to Glade Road on Monday, August 2, to begin construction of
the water line at that location and they have completed the bore at Highway
157 and Glade Road. Mr. Flowers stated the water and sewer miscellaneous
extension is approximately 20% complete.
Chlorination Facilities
Mr. Flowers stated the contract with
Bi -Co Pavers was executed today and the approximate date to begin construction
is mid - August.

SIDEWALKS
Mayor Samuels stated he is requesting the
City Manager to look into the cost of sidewalks from Ector Drive to Highway 157
along the south side of Harwood Road and on the west side of North Main Street
from Harwood Road to Midway Park.
Mr. Sustaire stated he will present the
number of feet of sidewalk required, the approximate cost and the amount of
right -of -way the City will have to acquire at the next Council meeting.

"NO PARKING' SIGNS
ON MIDWAY PARK
Mr. Pippin inquired if the City could erect
,ono parking" signs along Midway Drive south of Midway Park.
Mr. Sustaire stated the Council can indicate
“no parking" along the street by issuing an Ordinance, but the police chief can
erect "no parking" signs if he determines it a driving hazard.
Mr. McFarland stated the City Manager can
authorize the Traffic Safety Coordinator to make a traffic study and see if the
City needs the "no parking" signs; then the Traffic Safety Coordinator can
direct the "no parking" signs to be erected.

THANK YOU
TO THE CITY
Col. Perkins stated he wanted to
thank the City for what they have done for some of the people by putting
fluorescent paint on corners to prevent slipping on these corners.
