Euless City Council

CALL TO ORDER
N° 65
The regular meeting of the Euless City
Council was called to order at 8:00 P.M. in the Council Chambers of Euless
City Hall by Mayor Harold Samuels. Members present were Mrs. Willie Mae
McCormick, Messrs. Charles Hunt, Glenn Walker, and Ray Ozebek. (Absent:
Mr. Robert Pippin.)
Also present were City Secretary Della
Houy, City Attorney Bob McFarland, and City Engineer Bill Flowers. (City
Manager W. M. Sustaire was attending an International City Managers Meeting
in Toronto, Canada.)
VISITORS
Visitors present are as follows: Messrs.
Col. Don Perkins, Wm. G. Fuller, Duane Spenst, Jack Mayfield, Curtis McCaffity,
Joseph C. Hurst, Don Calhoun, Fred Stovall, and John Vandiver; Mesdms. Norma
Norelock, Wm. G. Fuller, Don Perkins, Ruth Spenst, Cherie Taliaferro, Donna
Stovall, and John Vandiver.
INVOCATION
The invocation was given by Mayor Harold
D. Samuels.
APPROVAL OF MINUTES
The minutes of the regular meeting dated
September 14, 1976 were approved as written.
I
CONSIDERATION OF LAKEWOOD
TENNIS COURTS
Mayor Samuels stated he has had a call
from Mr. Shultz, business manager of the H -E -B School District, and he
advised him that the school board is going to discuss the Lakewood tennis
courts at their meeting tonight. He further stated the school board would
also discuss the City lighting the tennis courts at Trinity High School,
and they request the Council not to take any action on the Lakewood tennis
courts at the meeting tonight.
Mayor Samuels stated he received a
telephone call from Mr. Calhoun, who stated he would like to present a
petition to the Council.

Mr. Don Calhoun, 607 Cypress, stated
that at the last Council meeting he had signed a petition against the
Lakewood tennis courts and after the Council meeting, he learned why the
tennis courts could not be built in the park area and now he feels they
should be constructed on the northwest corner of the school property, and
he took it upon himself to talk to people in the neighborhood and in the
area and he has a petition with a total of 406 signatures. Mr. Calhoun
presented the petition, which states "We the undersigned want the tennis
courts on the northwest corner of the Lakewood School property ", and a
map, indicating the area surveyed by the petition, to the Mayor.

Mrs. Teliaferro inquired how many
tennis courts will be included in the new Bear Creek Park, as the map
published in the paper indicates four, and this park w i l l be within
walking distance of this area.
Mayor Samuels stated he did not know
the number of tennis courts for that park and the City does not have the
money, at this time, to develop the park or to buy the land, unless the
City receives a grant, and then it will take about a year and a half to buy
the land and develop it
Mrs. Donna Stovall, 402 Trailwood,
stated she has three children and her son in the first grade can barely
hit a tennis ball across a court and the City needs the flat land for
the soccer and football fields. Mrs. Stovall stated she is not against
tennis courts, but she feels this flat area should be used for the soccer
and football fields.
Mayor Samuels stated the Council does
not believe the people who signed the petition presented last week are
against tennis and the City Manager is trying to find additional land in
that area.
Mr. Hunt stated that in order that the
Park Board and City Council might have further opportunity to evaluate the
Lakewood tennis courts project, he would move to table the consideration of
that project until the October 26th Council meeting.
Mr. Walker seconded the motion and the
vote is as follows:
Ayes: Messrs. Hunt, Walker, Ozebek, and Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.

COMMENDATION FAR MRS. NORMA
MORELOCK AND MRS. EVELYN
PERKINS ON THE SUN DIAL PROJECT
Mayor Samuels read a Proclamation com-
mending Mrs. Norma Morelock and Mrs. Evelyn Perkins for their work on the
Sun D i a l Project, as follows:
"WHEREAS, the Euless City Council desires to express commendation and
appreciation to Mrs. Norma Morelock and Mrs. Evelyn Perkins for their un-
tiring and valuable services rendered for the Sun Dial Fund, and
WHEREAS, they have given generausLy of their time and talents to the
City of Euless and its citizens, and
WHEREAS, they have spent considerable time and money calling on clubs,
organizations, and individuals who they felt might make a contribution to
the Sun D i a l Fund and are solely responsible for the donation of a large
portion of tha monies needed for completion of the project.
NOW, THEREFORE, BE IT RESOLVED, that the Euless City Council extend
to Mrs. Noma Morelock and Mrs. Evelyn Perkins, its expression of thanks
for bringing the Sun D i a l Project into actual being and not just a dream
of something that would be "nice to have ".
IN WITNESS WHERHIF, I have hereunto set ny hand and cause the seal,
of the City of Euless to be affixed this 28th day of September, 1976."

Mrs. McCormick moved to accept the
recommendation of Mr. McAdoo, the Municipal Court Clerk, and approve Mrs.
Sue Hutchison as Deputy Court Clerk.
Mr. Ozebek seconded the motion and the
vote is as follows:
Ayes: Mrs. McCormick, Messrs. Ozebek, Walker, and Hunt
Nays: None
Mayor Samuels declared the motion carried.

IV
PUBLIC HEARING - RATE INCREASE
AS REQUESTED BY TARRANT COUNTY
WASIE DISPOSAL
Mayor Samuels opened the Public Hearing
on the rate increase as requested by Tarrant County Waste Disposal and
recognized Mr. Curtis McCaffity.
Mr. McCaffity stated the proposal,
presented to the Council members previously, states their situation and
they are recommending the use of plastic bags, He stated he estimates about
one -half of the citizens are using plastic bags at this time.

Mayor Samuels stated hehas had several
calls recently, from citizens saying that the garbage cans remain in the
truck and are not being returned to the curb.
Mr. McCaffity stated their policy has
always been to leave the cans alone, even if the cans have the bottoms
falling out, and the men are not bringing them back to the office.
Mrs. McCormick inquired the number of
employees that Tarrant County Waste Disposal has.
Mr. McCaffity stated he has twenty -one
employees.
Mr. McFarland stated that in the pro-
posal submitted, it states Tarrant County Waste Disposal will try to haul,
with no limitation on quantity, about anything a normal residence w i l l
produce, having the same packaging as before, and he inquired, if basically,
what they are proposing is that there will no longer be the "X" number of
bundles or cubic yards of refuse, but if it is too big to get in the truck
picking up the. refuse, then Tarrant County Waste Disposal will have a truck
come by later that day to pick up the large items, and he is concerned
about "try" and what the limitations are.
Mr. McCaffity stated they are trying
to keep contractors from putting out building materials and chemicals
which have to be buried in a separate place.
Mr. McFarland stated that Mr. McCaffity
is referring to normal refuse a residence will produce.
Mr McCaffity stated he did not know
the legal way to word the proposal, but they are trying to give the cus-
tomer the right type of service.

Mr. Hunt stated that the current rate
is $2.50 per month and theyarerequesting an increase of $1.00 per month,
but if the Council required plastic bags, the garbage company would only
require $.50 per month, and he was wondering if going to plastic bags
really saves that much time, money, and energy.
Mr. McCaffity replied yes and by stating
bags, they will only pick up bags or boxes that can be picked up in one
motion and will not pick up bags out of garbage cans.
Mayor Samuels stated that sometimes the
bags will break and scatter the trash in the street.
Mr. McCaffity stated the men are to
pick up what they drop.
Mr. Hunt stated that if the bags are
put out the night before, the dogs will tend to tear open the bags and
litter the street with the trash.
Mr. McCaffity stated that some cans are
put out without the lids and dogs can turn them over and scatter the trash,
too.
Mr. Walker inquired the current expend-
itures on salary and benefits for the employees.
Mr. McCaffity stated he has just received
the audit through August 31, 1975 and gave the Council the breakdown of
the expenditures.
Mr. Calhoun inquired if the garbage
company was going to furnish a place to buy the plastic bags cheaper or will
they have to buy them in the store.
Mr. McCaffity stated they do not have
the bags, that the City of Bedford purchased some plastic bags and sold
them to the citizens.
Mr. Ozebek stated that on the sheets
that were furnished the Council members, the income is greater than the
expenses.
Mr. McCaffity stated this is only an
estimate.
Mr. Ozebek stated that a large amount
of income must come from commercial customers.
Mr. McCaffity stated approximately
$14,000 monthly comes from commercial customers.

Mr. Ozebek inquired the commercial rate.
Mr. McCaffity explained the commercial
rate for the Council.
Mayor Samuels inquired if there were
other proponents; there being none, he inquired if there were any opponents;
there being none, he declared the Public Hearing closed.
Mayor Samuels stated the City is going
to try and have a twice a year clean up, like the City had this year, and
as the City does not have a place to dump, it may request Tarrant County
Waste Disposal to assist them in this clean up campaign.
Mrs. McCormick moved to defer the de-
cision on the rte increase as requested by Tarrant County Waste Disposal
until the October 12th regular meeting.
Mr. Walker seconded the motion and the
vote is as follows:
Ayes: Mrs. McCormick, Messrs. Walker, Hunt, and Ozebek
Nays: None
Mayor Samuels declared the motion carried.

ATTORNEY'S REPORT
Mr. McFarland stated all the items
involving the legal department, most of it being pending litigation, was
discussed in the pre - council meeting.
CITY ENGINEER'S REPORT

Chlorination Facilities
M r . Flowers stated that very l i t t l e
has happened on the chlorination facility since the last meeting, as the
contractor is waiting on the chlorination equipment. Mr. Flowers stated
the contract is 21% complete with approximately 50% of contract tip
being used,

Miscellaneous Water and
Sewer Improvement
Mr. Flowers stated that since the last
Council meeting, the contractor has laid the 16 in. steel cylinder pipe on
the upper end of North Main Street and 300 feet of 24 i n , l i n e has been
laid and the contractor has approximately three more days of work on North
Main Street and w i l l then move to Fuller -Wiser Road. He stated the contract
is about 52% complete, with 48 %of contract time being used.
Mrs. McCormick inquired concerning the
pavement on Glade Road.
Mr. Flowers stated that happens when a
loader and backhoe are used and the pavement is very thin; but the contractor
d i d do t h e damage and when t h e contract i s complete, the contractor w i l l be
required to repair the pavement.

F L O O D DAMAGE I N
TRAILWOOD ADDITION
Mr. Hunt stated he has had some inquires
from citizens that live in the Trailwood Addition, where the flood water was
very acute, and the people feel if they wait until the adjacent property is
developed to correct the situation, that they might be subject to flooding
again and are asking the City to make some type of study for a change of the
water flow, on a temporary basis, while waiting for the property to the west
to develop. Mr. Hunt stated that in the pre - council meeting it was discussed
to direct the City Manager to contact the City Engineers to make a study on a
way to relieve the citizens of having this experience again.
Mr. Flowers stated that what the Council
is requesting is a proposal from the Engineer on what they would recommend
to correct the flooding situation, which could be done at no cost to the
City and then the Council can make their decision.
VIII
APPOINTMENT CF ALTERNATE
MEMBER TO BOARD OF ADJUSTMENT
Mrs. McCormick stated that at the last
Council meeting they talked about appointing an alternate member to the
Board of Adjustment and she would I i ke to submit Mr. BiIIy Owens, 508 Sunset,
and he has been contacted and has agreed to serve.
Mrs. McCormick moved t h a t Mr. B i l l y
Owens be appointed as an alternate member to the Board of Adjustment.

Mayor Sarnuels instructed the City
Secretary to include the appointment of another alternate member on the
next Council agenda.
IX
TRAFFIC LIGHT AT
MIDWAY DRIVE AND
FM 157
Mr. Walker stated there is a great need
for a traffic light at Midway Drive and FM 157 and he requests the City
Manager and City Staff check and see what can be done to correct the situation.
Mayor Samuels stated that FM 157 is
a State Highway and installation of a traffic light would have to be approved
by the Highway Department, and installed according to their specifications
and engineering standards.

WORK DAY FOR THE
HUNGRY IN EULESS
Mayor Samuels stated that Reverend
Richard M i I le r, Associate Pastor of First Methodist Church in Euless, is
involved in a work day for the hungry on October 23rd and he would like to
declare October 23rd as "CROP Day in Euless."
