CALL TO 'ORDER

The regular meeting of the Euless City
Council was called to order at 8:00 P. M. in the Council Chambers of Euless
City Hall by Mayor Harold Samuels. Members present were Mrs. Willie Mae
McCormick, Messrs. Charles Hunt, Glenn Walker, Ray Ozebek, and Robert Pippin.
Also present were City Manager W. M.
Sustaire, City Secretary Della Houy, City Attorney Jim Nokes, and City
Engineer B i l l Flowers.
V ISITORS
Visitors present are as follows: Messrs.
Roy Merrill, Don Calhoun, John Vandiver, B. J. Murray, Ivan Gregory, Kirk
Lively, and Jeff Farrell; Mesdms. Carolyn Mayfield, Nettye Gregory, and
Carolyn Griffin; and Misses Kathleen Brown, Norma Lively, Nancy Wortham, and
Martha O'Brien.
INVOCAT ION
The invocation was given by Councilman
Glenn Walker.
APPROVAL CF MINUTES
The minutes of the regular meeting dated
September 28, 1976, and the called meeting dated October 5, 1976 were ap-
proved as written.
CONSIDERATION OF RATE INCREASE
AS REQUESTED BY TARRANT COUNTY
WASTE DISPOSAL
Mr, Walker moved to set the garbage
rate at $3.25, with the citizens to be encouraged to use plastic bags, and
the C i t y t o make these a v a i l a b l e t o the c i t i z e n s a t a reduced cost and a l l
other requests of the rate increase to be as requested.
Mr. Ozebek seconded the motion.
Mr. McCaffity stated he made a projected
cost for the proposal, as submitted to the City Council, and the figures are
as accurate as he could project and he cannot do as proposed for $3.25 per month,
Mr. Ozebek stated that in the proposal,
Mr. McCaffity was proposing $3.00 per month if the citizens used plastic bag
pick up service.

Mr. McCaffity stated yes, but on bag
pick up service, it is a one motion operation, and they do not pick up the
bags up out of the cans; that plastic bags cut time and net them about a
one -third gain, and in the rate approval, the council is anticipating more
citizens using plastic bags but they are not requiring them to do so.
Mr. Ozebek stated he believes a lot
of people w i l l use the plastic bags if they can get them at a reduced rate.
Mr. McCaffity stated that they can
try it for a while and see what happens.
Mayor Samuels stated that someday
we may be required to use plastic bags by the health department, but the
Council does not want to force the citizens to use them at this time, and
this will give the citizens a chance to use either the cans or plastic bags.
He further stated that it will take approximately three (3) months to get
the plastic bags and get some publicity on the use of plastic bags and
another three (3) to six (6) months to see if the project will be a success.
The vote on Mr. Walker's motion is as
follows:
Ayes: Messrs. Walker, Ozebek, Hunt, Pippin, and Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried,
APPOINTMENT OF ALTERNATE
MEMBER TO BOARD OF ADJUSTMENT
Mrs. McCormick moved to appoint Messrs.
Don Calhoun and Alton Ray as alternate members of the Board of Adjustment.
Mr. Pippin seconded the motion and the
vote is as follows:
Ayes: Mrs. McCormick, Messrs. Pippin, Hunt, Walker, and Ozebek
Nays: None

LIGHT AT MIDWAY DRIVE AND FM157
Mayor Samuels declared the motion carried.

Murray, Principal of Trinity High School.

Mr. Murray stated he wanted to thank the
City Council and the City for the program on campus with Officer Rick Griffin
as counselor.
Mr. Murray stated he is present to re-
quest a traffic signal at FM157 and Midway Drive, as there is a dangerous
problem at this intersection, especially with the opening of Midway Drive
into Bedford. Mr. Murray stated there have been three (3) accidents at this
location recently and they need some relief from 8 :00 a.m. until 8:30 or
8:40 a.m. and at 2:30 p.m. for about 15 minutes when school is out. Mr.
Murray stated there are 1300 automobiles at Trinity and they do need help
with either a police officer directing traffic or a traffic signal to
activate during problem times.
Mr. Sustaire stated that in order to
install a traffic signal on a state highway, a traffic survey must warrant
the signal, and the last survey taken did not warrant a traffic signal at
that location. He stated that he feels another traffic count at this time
may warrant a traffic signal, and the only other alternative will be to
have a police officer at this location, but it would require two (2) officers,
if traffic were allowed to exit from Trojan Trail. Mr. Sustaire stated that
the overtime required to have a police officer there is not in the present
budget, but is worth the additional indebtedness and he would recommend using
a police officer at FM157 and Midway Drive.
Mr. Sustaire stated the City provides
school crossing guards at all of the elementary schools and he would 1 ike
to see school participation in this program.
Mr. Murray stated it would be no problem
for the school to lock the entrance onto Trojan Trail and have all the school
traffic exit on Midway Drive.
Mayor Samuels stated the Council needs
to instruct the City Manager to have another traffic count and see if it
warrants a traffic light.
Mrs. McCormick stated she would l i k e
for the City Manager to negotiate with the school board for assistance.
Mr. Hunt moved to proceed with a new
traffic survey and attempt to establish a warrant to justify a traffic
light at FM157 and Midway Drive.
Mr. Ozebek seconded the motion and
the vote is as follows:
Ayes: Messrs. Hunt, Ozebek, Walker, Pippin, and Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.

REQUEST FROM CITY
OF FORT WORTH
City Manager Sustaire stated he has
received a request from the City of Fort Worth, for authorization to assess
property Owners for paving on Pipeline Road from Highway 183 to Raider
Drive.
Mr. Ozebek moved to approve the re-
quest of the City of Fort Worth to assess the property owners for paving on
Pipeline Road from Highway 183 to Raider Drive.
Mr. Walker seconded the motion and the
vote is as follows:
Ayes: Messrs. Ozebek, Walker, Hunt, Pippin, and Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried,

CITY ATTORNEY'S REPORT
City Attorney Jim Nokes stated that the
attorney's report, on pending litigation, was presented at the pre - council
meeting.
CITY ENGINEER'S REPORT

Miscellaneous Water and
Sewer Improvements
Mr. Flowers stated that the contractor
has completed the water l i n e on North Main Street and is working on the 8
inch line on Fuller -Wiser Road, south of Glade Road. Mr. Flowers stated
that the contract is 68 %complete and the contractor has used 53% of con-
tract time.

Chlorination Facilities
Mr. Flowers stated that there has been
no progress on this project since the last Council meeting and the contractor
has assured him that it would not take long to complete the project, once
the equipment has been received. Mr. Flowers stated the project i s 23% com-
plete, with 63% of contract time being used.
Drainage Study
Mr. Flowers stated that at the last
Council meeting, the Council instructed him to prepare a proposal of the
drainage study in Trailwood Addition and he wi I I have it completed by the
next Council meeting.
VIII
RECOGNITION OF 1WJ CITIZENS
Mayor Samuels stated that several
months ago the Council passed an ordinance offering rewards for information
leading to arrests on acts of vandalism and he has two (2) checks to pre-
sent to Mrs. Nettye Gregory and Mrs. Hazel Rushing.
