HomeMy WebLinkAbout1976-10-26Regular Meeting Euless City Council October 26, 1976 CALL TO ORDER N° 79 The regular meeting of the Euless City Council was called to order at 8 :00 P.M. in the Council Chambers of Euless City Hall by Mayor Harold Samuels. Members present were Mrs. Willie Mae McCormick, Messrs. Charles Hunt, Glenn Walker, and Ray Ozebek. (Absent: Mr. Robert Pippin.) Also present were City Manager W. M. Sustaire, City Secretary Della Houy, City Attorney James Cribbs, and City Engineer Greg Dickens. VISITORS Visitors present are as follows: Messrs. Don Calhoun, Frank Lindsey, Jim Taliaferro, John Lynch, Jim Nokes, and Joe Line; and Mesdms. Jolly Rawlings, Connie Schaeffer, Mary Ahlers, Donna Stovall, and Miss Kathleen Brown. INVOCATION The invocation was given by Mr. Greg Dickens. APPROVAL OF MINUTES The minutes of the regular meeting dated October 12, 1976 were approved as written. CONSIDERATION OF LAKEWOOD TENNIS COURTS, Mayor Samuels stated that at the school board meeting on September 28th, they again gave their permission to con- struct the tennis courts on the northwest corner of Lakewood Elementary School and the Park and Recreation Committee recommend approval. Mr. Hunt moved that the council accept the Park Boards recommendation and approve the plans and advertise for bids for the construction of Lakewood tennis courts, subject to some reductions in the overall cost; by eliminating some dirt work that would be necessary in the original suggested location, delete the concrete wall and reduce the amount of concrete sidewalk, for a total reduction of $2,203.00, subject to approval of the Zoning Board of Adjustment. Mrs. McCormick seconded the motion. Mr. Ozebek inquired concerning a partial 5 foot fence. N° 80 (Page Two, Regular Meeting, Euless City Council, October 26, 1976) Mr. Hunt stated he would amend a motion to have a 10 foot fence on the west side and a 5 foot fence on the east side. Mrs. Jolly Rawlings, member of the Park and Recreation Committee, stated that in her opinion, you are taking away from the game anytime you have to chase the ball, so her recommendation is to leave the 10 foot fence around the entire tennis courts. Mr. Hunt withdrew his amendment. The vote on Mr. Hunt's motion is as follows: Ayes Mr. Hunt, Mrs. McCormick, Messrs. Ozebek and Walker Nays: None Mayor Samuels declared the motion carried. Mr. Hunt stated it is not as though the council is completely turning their backs on the level land, as the City is trying to obtain additional level land for soccer and football fields. Mayor Sarnuels stated that the City has three good possibilities that will add a total of about 45 acres, in the same general area of town. Mrs. Connie Schaeffer inquired why the tennis courts are not being constructed on City property. Mayor Samuels stated that the main reason is that the land in the park is sloping and the dirt work required to level the land would have cost an additional $12,000 to $15,000. Mrs. Schaeffer stated that sidewalks are needed on the south side of Ash Lane because there are no sidewalks from the middle of Ash to the Lakewood Elementary School and she feels some of this money could be spent on the completion of sidewalks. Mr. Sustaire stated that some time back bonds were sold for street and drainage and Park and Recreation and these funds for the construction of the tennis courts have to be spent from Park and Recreation Bond funds or it will be in violation of the law. Mayor Samuels stated the City has several areas t h a t need sidewalks and they w i l l keep these sidewalks in mind when the City has another sidewalk program. FINAL PLANS FOR ANIMAL CONTROL AND SERVICE CENTER, D.S.A. INC. Mayor Samuels recognized Mr, Joe Line 81 (Page Three, Regular Meeting, Euless City Council, October 26, 1976) of D.S.A. Inc. who presented the plans for the animal control and service center. Mr. Line stated that the plans for the animal control and service center are 98 %complete and will require 2 or 3 more days and he w i l l leave some plans and let the City Staff look them over. Mr. Line stated they would like to advertise for bids very soon, and by next Monday or Tuesday have the final plans and 3 weeks would be the minimum for a date to advertise for bids. Mr. Line suggested a meeting between the City Staff and D.S.A. construction department. Mayor Samuels requested Mr. Line ad- vertise for bids and have them ready for the council's approval on December 14, 1976. Mayor Samuels inquired if there is a final or base bid on the finish of the walls, floors and ceilings of the animal control portion. Mr. Line stated the base bid would be apoxy paint and concrete blocks with steel cages and a portion to be in chain link fence. Mr. Line stated the ceiling will be gypsum board with apoxy paint. Mr. L i n e stated there w i l l be an a l t e r - n a t e b i d f o r ceramic t i l e on concrete block up to 6 feet, the height of the retention cages. Mr. Line stated in the beginning they were considering air - conditioning for the animal control building, but when their engineer calculated the cost, it turned out to be estimated at be- tween $15,000 and $18,000 and he consulted with Mr. Sustaire and is scheduling this to be an evaporating cooling system in the animal retention section. Mr. Line stated this change will tend to decrease the total cost. Mr. Walker inquired if there will be a sloped edge where the wall and floor meet. Mr. Line stated he could not answer that but if it is not now, it will be tomorrow. Public Safety Mr. Line stated they are proceeding on the public safety building and are not quite one -half through, but that they are on schedule. He stated that the City Manager has inquired what it would do to the building plans if a small arms firing range were included in the plans. He stated it would not hurt the progress, but they need to know whether this should be included in the final plans. He stated they could take 5 feet from the storage area and add an additional 15 feet to the building on the west side and the range would be separated from the main building by the storage area. He stated it would be an additional $40,000 to $50,000 to build this addition and the $10,000 difference is i n the cost of the equipment. N° 8 2 (Page Four, Regular Meeting, Euless City Council, October 26, 1976) Mr. Ozebek inquired if there was any consideration to putting the gun range in the drop -off area. Mr. Line stated that the majority part of the drop -off is on the south side of the building and is not enough to accomplish the size building required. Mayor Samuels stated the council would have a decision on the addition of the small arms range at the next council meeting. PROCLAMATION FOR 'MEET 'N TREAT NIGHT" Mayor Samuels proclaimed Saturday night October 30, 1976 as "Meet 'N Treat Night" in Euless. CITY ENGINEER'S REPORT IV Miscellaneous Water and Sewer Improvements Mr. Greg Dickens stated the contract is 88% complete and the contractor has used 59% of contract time. He stated the contractor has laid approximately 1 mile of 8 inch water line along Fuller -Wiser Road and they have installed a 48 inch casing under FM157, but have not finished the 48 inch open trench on each side of the highway. He further stated the contractor has approximately one -half mile of 8 inch water line to lay on Fuller -Wiser Road and one -half mile of 8 inch water line to lay on Harwood Road. Mr. Dickens stated the contractor will have to test the line, chlorinate the line and has some miscellaneous clean up and some paving replacement to complete the project. Chlorination Facilities Mr. Dickens stated the contractor has received some of the material and is working on the electrical and the plumbing of the facilities. He stated the contract is 39 %complete and has used 74% of contract time, but he should be finished by November 26, 1976, V CITY ATTORNEY'S REPORT Mr. James Cribbs stated he did not have anything to report. Regular Meeting, Euless City Council„ October 26, 1976) VI COUNCIL OF GOVERNMENTS MEETING ON WATER POLLUTION Mrs. McCormick presented circulars to the council members on water pollution workshops to be held and stated that citizens need to attend these meetings if possible. She read from the workshop announcement as follows: "What do you want to do about water p o l l u t i o n ? I t ' s something w e a l l have to think about because our lakes and rivers are vital to us. North Central Texas has been identified by the Texas Water Quality Board as having some of the most severe water quality problems in the state. Because of this, the U.S. Environmental Protection Agency has awarded the North Central Texas Council of Governments an i n i t i a l three -year grant to study water quality and to develop annual water quality management plans. The $2.3 million regional water quality study is designed to meet tough en= vironmental laws of fishable and swimmable waters by 1983. The laws have significant implications for the Trinity River and other area bodies of water. COG is not trying to identify specific pollution problems in our area, but more importantly working with its local governments to define ways to prevent or control them. You are i n v i t e d t o an informational workshop which w i l l take a region - wide look a t water q u a l i t y . You w i l l not only have an opportunity to learn what is happening in the 1976-77 phase of the regional water quality study but you will have a chance to express your thoughts and ideas. Through the workshops, the Council of Governments is seeking to involve as many people as possible in the water quality plan. Information concerning wastewater facility planning will be reviewed during the workshops, A major emphasis of the workshops will be to have you identify the types of impacts which you want COG to address in the planning process. This might include such impacts as cost, natural and environmental resources, regional development, management and financing." Mayor Samuels stated that the way he understands it, the study is the least part of the cost. Mrs. McCormick stated yes, and that water bills by 1980 will be very large. Mayor Samuels stated he has seen figures where c i t i e s the size of Euless, w i l l have water b i l I s , t h a t w i l l cost $80 or $90 by 1985. Sustaire stated t h a t l o c a l govern- ments w i l l have very l i t t l e to say about these rates, as the standards w i l l be set by the federal government. VII LIBRARY BUILDING Mrs. McCormick stated that several months ago the Library Board brought up the idea to sell the materials in the old heating and cooling system and the one in the Library Building has been moved out and several people have done a tremendous amount of work and she would like for the secretary to send a letter of appreciation to the f o l l o w i n g : Messrs. H . C . H a r r i s , B i l l Wilcox, David Mixon, and Ray Mixon. Mayor Samuels stated that moving this equipment out, the City will gain about 400 or 500 square feet of room for a genealogy room in the Library, V I I I STATUS OF TRASH BAGS FOR CITIZENS Mr. Ozebek inquired the status of the City having trash bags available for the citizens. Mr. Sustaire stated that he had a meeting with the City Manager of Bedford and had made arrangements to obtain the plastic trash bags and have them available at the fire stations in rolls of 30 and they would sale for $2.10 a roll. He stated these rolls should be at the fire stations in the very near future. IX ADJOURNMENT The meeting adjourned at 9:05 P.M. APPROVAL: /s/ Harold D.
