MINUTES
The regular meeting of the Planning and Zoning Commission was called to order by
Chairman Richard McNeese at 6:34 p.m. for consideration of scheduled items in the
Council Chambers in City Hall of the Municipal Complex. Chairman Richard McNeese
stated there was a quorum of members of the Planning and Zoning Commission
present.

THE INVOCATION AND THE PLEDGE OF ALLEGIANCE: The Invocation was given
by Commissioner Zahn and the Pledge of Allegiance was given by Commissioner
Brown.
ITEM 1 CONSIDER APPROVAL OF PLANNING AND ZONING MINUTES
Regular Meeting of July 16, 2013.
Vice Chairman Tompkins made a motion to approve the minutes for called meeting of
July 16, 2013. Commissioner Portugal seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Commissioners Zahn, Huffman, Portugal, Tompkins, and
Brown.

ITEM 2 CASE #13-02-PP— CONSIDER APPROVAL OF A PRELIMINARY PLAT
Consider a request for a Preliminary Plat changing 0.411 acres of the A.M.
Downen Survey Abstract No. 415 to Fountain Center Addition Lot 3, 1200
W. Euless Boulevard.
Stephen Cook, Senior Planner, gave a brief description of the case. The applicant
intends to plat the 0.411 acres in order to expand his current building.
This property went before the Zoning Board of Adjustments on May 10, 2012. It
received variances to the front yard setback requirements and the minimum lot size
requirements of the TX-10 zoning district. The minimum lot size is one half an acre in
TX-10 and the front yard setbacks require twenty (20) feet if the front yard is all
landscaped, and thirty (30) feet if parking is in the front. The front of the building's
canopy violates the 30' building line. These conditions have been granted variance and
are allowable to plat the property. The applicant will provide a site plan to the City in
order to provide the addition to the existing structure.
Cpy The Development Services Group has reviewed the proposed Preliminary Plat and has
certified that it meets the technical standards of the City of Euless. Staff recommends
approval.
Vice Chairman Mennis made a motion to approve Case #13-02-PP. Commissioner
Brown seconded the motion. The vote was as follows:

ITEM 3 CASE #13-04-FP — CONSIDER APPROVAL OF A CONVEYANCE PLAT
Motion to approve a Conveyance Plat changing 27.334 acres of land out
of the John H. Havens Survey, Abstract No. 685 and Jesse Doss Survey,
Abstract No. 441 to Lot 1, Block F, Glade Parks Addition.
Stephen Cook, Senior Planner, gave a brief description of the case. A Conveyance Plat
is a recordable document which is allowed by state law and city ordinance to create the

subdivision of land without granting the owner of the subdivision any rights to develop
the property. Conveyance plats are used in order to legally sell subdivisions of land
without providing the usual development plans associated with the property. The one lot
created by this conveyance plat is located within the Neighborhood
Residential/Commercial area within the Glade Parks overall development. The acreage
will be subdivided through preliminary and final platting to create a detached single-
family residential development. The previously approved Conveyance Plat (Case#12-
03-FP) expired before it was filed.
The Development Services Group (DSG) has determined that the application is in
substantial compliance with the Conveyance Plat requirements of the City of Euless and
recommends approval.
Commissioner Zahn made a motion to approve Case #13-04-FP. Commissioner
Huffman seconded the motion. The vote was as follows:

Portugal, Tompkins, and Brown.

ITEM 4 CASE #13-05-SP— CONSIDER APPROVAL OF A SITE PLAN
Approve a request for a Site Plan for Commercial Development proposed
to be located on Oak Forest Addition, Lot 8R, Block 2, 220 W. Harwood
Road.
Stephen Cook, Senior Planner, gave a brief description of the case. The applicant
intends to construct a 4,690 square foot medical / professional office building with two
suites. The building is to be constructed on a 0.871 acre tract located between an
existing fast food restaurant and a convenience store with gasoline sales. The property
has a liquid petroleum pipeline easement which encumbers the southeast and eastern
sides of the property.
Access to the property will be made through existing curb cuts on the adjacent lots
coupled with a mutual and emergency access, drainage and utility easement across the
frontage of the building.
The building will be constructed with a one hundred percent masonry façade and be
designed in such a way to incorporate several masonry materials with cedar accents.
The style of the building reflects traditional south Texas and Spanish style architecture.

Proposed landscaping on the project exceeds the minimum requirements of the Euless
Unified Development Code.
The Development Review Committee has reviewed the submitted application and has
certified that it meets the minimum standards of the City of Euless. Staff recommends
approval of the site plan.
Commissioner Brown made a motion to approve Case #13-05-SP. Vice Chairman
Mennis seconded the motion. The vote was as follows:

ITEM 5 HOLD PUBLIC HEARING FOR A SPECIFIC USE PERMIT CASE NO.
13-08-SUP, AND CONSIDER RECOMMENDATION FOR AN
ORDINANCE
Receive public input regarding the request for a Specific Use Permit on
Mike Evans Addition, Lot 1, Block A, 204 N. Ector Drive of a Place of
Worship in the Community Business District (C-2) and Planned
Development District (PD) and consider recommendation for an
Ordinance.
Chairman McNeese opened the public hearing.
Stephen Cook, Senior Planner, gave a brief description of the case. The applicant is
requesting a Specific Use Permit for the use of the site as a place of worship. The
existing building at 204 N. Ector was originally constructed to house the Mike Evans
Ministries. After the building was vacated by that place of worship, it was reconfigured to
house an office building. The previous sanctuary was reconstructed into office suites.
Calvary Pentecostal Church (formerly First Pentecostal Church of Euless) is seeking to
obtain a specific use permit to turn the office building back into a place of worship. The
existing structure will remain, with a new sanctuary to be constructed on the south side
of the building. The new construction will emulate the façade of the existing building.
Access to the building is made at two points onto N. Ector Drive. Staff has worked with
the applicant to improve the fire lanes surrounding the building through restriping and
moving a key fire hydrant.
Additional landscaping will be installed along N. Ector and along the drive approach to
the front entrance to the building.

The Unified Development Code requires approval of the SUP through the Planning Commission and City Council. g g and
Staff recommends approval with the following conditions:
a. The Specific Use Permit is tied to the Church Ownership: Calvary Pentecostal
Church; and,
b. The Specific Use Permit is tied to the Church Name: Calvary Pentecostal
Church; and,
c. The Specific use Permit may be revoked if one or more of the conditions
imposed by this permit has not been met or has been violated.
Gaylen Laing, 1300 Randall Mill Road, Arlington, TX 76012, representing the applicant,
gave a brief overview of the history of the church in Euless and the plans for the new
location.
The Commissioners asked a few clarifying questions of Mr. Laing in regard to lighting
and seating he mentioned in his presentation.
Chairman McNeese asked for any proponents/opponents to come forward for any
comments. Seeing none, the public hearing was closed.
Commissioner Zahn made a motion to approve Case #13-08-SUP with the conditions
as written. Commissioner Portugal seconded the motion. The vote was as follows:
Ayes: Chairman, McNeese, Vice Chairman Mennis, Commissioners Zahn, Huffman,
Portugal, Tompkins, and Brown.
Nays: None
Abstention: None
