Parks and Leisure Services Board
August 5,2013
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:02 p.m. on
Monday,August 5, 2013, in the Council Chambers of the Euless City Hall building by Chairman Eric
Owens. Other Board Members present:John Raab, Randy Jones, Carroll Scott and alternate Steve
Doty. Members absent: Tiffany Smith and alternate Carl Miller.
Staff members present: Director of Parks and Community Services Ray McDonald, Parks Manager
Randy Smith, Parks Superintendent Terry Boaz, Recreation Manager Suzanne Hendrickson,
Projects Coordinator Ofa Mary Faiva-Siale and Aquatic Coordinator Kali Goodfellow.
Visitors present: Council Member Leon Hogg, Loretta Doty, Faye Stinneford, Helen Voss, Jake
Bowen, Kenneth and Judy Wenzel, Jason Reyes, Dehose Jones, Jean Choyce, Treshure Jones,
Charles Choyle, Rex R. Kitchen, Sherron Seaton, Mike Wagener, Michael Johnson, Loise S. Murray
and Derrick Ferry.

INVOCATION
Randy Jones gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the June 3,
2013 regular meeting. Randy Jones made the motion to approve the minutes as presented and
was seconded by Carroll Scott. The vote was unanimous.
I. Board Member Reports
a. Steve Doty—J. A. Carr Park, Kiddie Carr Park,Villages of Bear Creek Park—reported no
items of concern
b. Randy Jones—South Euless Park, Heritage Park, Reflection Park—reported no items of
concern.
c. John Raab—Midway Park, Blessing Branch Park, Parks at Texas Star-reported no items
of concern

g. Chairman Owens reported on the following Special Events:
• Saturday,June 15`h--Movie Night—Angels in the Outfield-150 people attended
• Saturday,July 20th—Movie Night—Surfs Up—rained-25 people attended
• Saturday,August 17—Volunteer Appreciation Ice Cream Social
II. Volunteer of the Month,
a. Chairman Owens said the July 2013 Volunteer of the Month award goes to Cathedral of
Faith and church leader Mrs. Jean Choyce. Cathedral of Faith joined the Euless
volunteer team to work the 2011 Christmas Parade of Lights. They have since worked
Arbor Daze events as well as Parade of Light events totaling over eighty volunteer
hours. Chairman Owens presented the award to Mrs. Jean Choyce who in turn called
up members of her to church to accept the award. Mrs. Choyce thanked the Board
r Members for the award and noted that Jerry Poteet has been very helpful to her.
b. Chairman Owens also recognized Mr. Rex Kitchen as the August 2013 volunteer of the
month. Mr. Kitchen is very helpful to the staff at the Euless Senior Center as well as
Diane Eggers, Senior Center Supervisor. He waters the plants both inside and outside
the center and took it upon himself to install a bird feeder at the center. Furthermore,
Mr. Kitchen purchases the feed for the bird feeder, cleans and maintain the feeder
himself. Chairman Owens expressed the City's appreciation for everything Mr. Kitchen
does for the City.
Ill. Beautification Award of the Month
a. Chairman Owens said the July 2013 Residential Beautification Award of the Month
goes to Mrs. Helen Voss at 1201 Hillcrest Drive.This yard is beautifully landscaped with
numerous hedges, periwinkles, Mondo grass, etc. and is well maintained and
manicured. Mrs. Voss noted that her late husband, Johnny Voss did most of the work
on the property.She expressed her appreciation to the Board for the award.
b. Chairman Owens said the July 2013 Business/Civic/Governmental Beautification Award
of the Month goes to Charter Oak Apartments at 105 E. Harwood Road. They have
planted an assortment of bushes, roses, yuccas, crepe myrtles and many flowering
plants. The property is well maintained with many large adult red oaks, pecan and live
oak trees. Chairman Owens thanked Charter Oak Apartments for contributing to the

beautification of the city. Chairman Owens stated that the award will be delivered to
the business since they were not able to attend the meeting.
c. The August 2013 Residential Beautification Award of the Month goes to Kenneth and
Judy Wenzel of 1505 Cliffwood Road. Chairman Owens said the yard showcases a
variety of ornamental shrubs, ground cover and plants as well as a beautifully terraced
rock feature. Large, mature shade trees add tranquility to the property. Mr. and Mrs.
Wenzel thanked the Board for the award.
d. Chairman Owens said the August 2013 Business/Civic/Governmental Beautification
Award of the Month goes to Braum's. He noted that Braum's has undergone
renovations not only to the building but also to the landscape. Landscape rocks and
pavers along with colorful plants truly add to the beauty of Main Street. Mike Wagener
from Braum's accepted the award. Mr. Wagener invited everyone to come by and see
the new store on the inside as well.
IV. Business of the Tree Board
Tree Board Chairman Carroll Scott reported the following for June and July:
a. Total man hours for June 1st—June 30th—584.00
• 187.00 Horticulture
• 203.00 Forestry
• 63.00 Greenhouse
• 0.00 Special Projects
• 23.00 Training
• There were no trees planted and no tree related purchases.
• Removed dead trees and limbs and trimmed trees at PATS, old Fire Station #3,
Villages of Bear Creek and Bob Eden Park. Raised trees at Bob Eden Park and
stepped up trees to larger pots at the greenhouse on Pauline Street.
b. Total man hours for July 1st—Julv 31st-606.00
• 310.00 Horticulture
• 210.00 Forestry
• 46.00 Greenhouse
• 117.00 Special Projects
• 40.00 Training
• There were no trees planted and no tree related purchases.
• Trimmed, mowed and/or removed trees at Midway Park,Villages of Bear Creek and
the City Hall complex.

a. Recreation Report—Suzanne Hendrickson
Le- • Introduced Recreation Specialist Kali Goodfellow.
• Summer staff is starting to leave for school and other commitments. The summer
camp program will conclude on August 16. Camp staff is currently holding a bake
sale to help the families of the three boys that recently passed away.
• South Euless and Wilshire pools will close after August 11. EFLAP will close after
September 2.
• Several awards were won by kids who participated in the Summer Track program.
b. Parks Report—Randy Smith
• Old Iron Bridge will be repainted and new wood planks will be installed as well.
• Replaced the"Euless" berm with Chinese Fringe Flower and Juniper as a backdrop.
c. Community Services Report—Ray McDonald
• Thanked Suzanne Hendrickson for everything she did in opening EFLAP.
• Briefly discussed summer participation numbers for all areas of the department.
• Updated the Board on departmental projects.
Chairman Owens thanked everyone for their reports.
VI. Discussion of Master Plan
Director of Parks and Community Services Ray McDonald discussed the list of items on the master
plan. It was decided that Board members would rank items on the master plan and bring them for
discussion at next month's meeting. Ray McDonald will bring a list of upcoming projects with a
projected timeline for each of the identified projects to the next meeting.
VII. Other New Business
Ray McDonald noted Linda Lux's retirement and that she will be missed by everyone.
VIII. Input from City Council Members and Visitors
Council Member Leon Hogg indicated that Council held their budget retreat and everything went
well.
