Called Meeting of the Zoning Board of Adjustment July 22, 1971 CALL TO ORDER Chairman Tim Hobbs called the meeting to order at 8:00 P.M. in the Council Chambers of Euless City Hall , with the follow- ing members present: Messrs . Wayne Widner, Robert Noonan, Tom Hochleutner, Alternate, and Tim Hobbs . (Absent: Messrs . Robert Baker, Norman Flanagan and James Banks, Alternate) Also present were City Secretary Vada Ferris and City Inspector Jack Bullard. VISITORS Mrs. Dorothy Edge was the only visitor present. PUBLIC HEARING: BOARD OF ADJUSTMENT CASE NO . 21 , REQUEST OF MRS . DOROTHY EDGE FOR ISSUANCE OF A CERTIFICATE OF OCCUPANCY FOR A MOBILE HOME Chairman Hobbs opened the Public Hearing on Zoning Board of Adjustment Case No. 21 to consider the request of Mrs. Dorothy Edge for appeal of the Building Inspector's decision to deny issuance of a Certificate of Occupancy for a mobile home to be used for servants ' quar- ters on Tracts 1D1 and 1E1 , J . Groves Survey, Abstract 599. Mr. Jack Bullard, City Inspector, stated that Mrs. Edge's request for a Certificate of Occupancy had been denied because it is in violation of City of Euless Zoning Ordinance No. 347, which recognizes the mobile home as a special form of housing, subject to specific standards pro- vided in Section 7, Articles 7-900 through 7-924 of that Ordinance. City Secretary Vada Ferris introduced a letter from Doctor V. L. Jennings & Associates , Inc. dated June 15, 1971 , in which Doctor Jennings stated that he opposes the granting of this Certificate of Occupancy. Mrs. Edge stated that the property involved consists of approximately twenty-five (25) acres -- that her husband is ill and in the hospital , and she desires this mobile home for use as servants ' quarters . She advised that there are two (2) wells and three (3) septic tanks on the property, and there would be no problem as far as tying in the water and sewer. Mrs. Edge stated that she has talked with Doctor Jennings , and he does not oppose one mobile home on a tract, but he is opposed to Mobile Home Parks. She commented that the mobile home would be located quite a distance from 111111, 4110 (Page Two, Minutes of Called Meeting, Zoning Board of Adjustment, July 22, 1971) the highway and would probably not be seen by most people. Mr. Widner inquired concerning the time involved, asking Mrs. Edge how long the Certificate of Occupancy would be needed. Mrs. Edge replied that she has no idea -- that, possibly it would be for one year, however, she is unable to say definitely. Chairman Hobbs closed the Public Hearing on Board of Adjustment Case No. 21 , advising that the Board will consider the case further before making a decision. (Members of the Board adjourned to the Conference Room at this time.) Mr. Widner moved that the Certificate of Occupancy be granted for one year. The motion died for lack of a second. Chairman Hobbs made a motion that the re- quest be denied. Mr. Noonan seconded the motion, and the vote is as follows: Ayes : Messrs. Hobbs , Noonan and Hochleutner Nays : Mr. Widner After a brief discussion, Mr. Widner requested that his vote be recorded as "Aye". Chairman Hobbs declared the motion carried by unanimous vote. (Members of the Board returned to the Council Chambers.) Chairman Hobbs announced that the Zoning Board of Adjustment has denied Mrs. Edge's request for issuance of a Certifi- cate of Occupancy for a mobile home to be used for servants ' quarters on Tracts 1D1 and 1E1 , J. Groves Survey, Abstract 599. Mrs. Edge thanked Members of the Board for their consideration and requested a letter stating the Board's decision. II . ADJOURNMENT The meeting was adjourned at 8:25 P.M. APPROVED: Chairman VF:fsm
