HomeMy WebLinkAbout1973-03-07 410 440 440 Called Meeting of the Zoning Board of Adjustment March 7, 1973 CALL TO ORDER Vice Chairman Wayne Widner called the meeting of the Zoning Board of Adjustment to order at 8:20 P. M. in the Council Chambers of Euless City Hall , with the following members present: Messrs. Carroll Davis, Thomas Rowland, and Jerrell Sartor. (Absent were Messrs. Tim Hobbs, and James Banks, Alternate) . Also present were City Secretary Vada Ferris, City Attorney James Cribbs, and City Inspector Jack Bullard. VISITORS Visitors present were Messrs. Walter A. Elliott, jr. , John Manser, Paul Siegmund, Bob Dudley, and Robert McFarland. PUBLIC HEARING: BOARD OF ADJUSTMENT CASE NO. 23 - REQUEST OF MR. PAUL SIEGMUND, C. E. CONSTRUCTION COMPANY OF TEXAS, INC. FOR ISSUANCE OF A BUILDING PERMIT FOR A PASSPORT INN MOTEL The Board had been advised that a request for a building permit for a Passport Inn Motel had been denied because of the number of parking spaces proposed did not meet the requirements set forth in the City of Euless Zoning Ordinance. Vice Chairman Widner opened the public hearing and recognized Mr. Walter Elliott who introduced Mr. Manser, Mr. Siegmund, and Mr. Dudley. Mr. Elliott advised the Board Mr. Manser would present this case to the Board. Mr. Manser stated that his appeal to the Zoning Board of Adjustment is for a building permit to construct a Passport Inn Motel on property located south of Spur 350 access road and 720 ft. east of Euless west City limit line. He stated that the building permit was refused due to lack of parking spaces as required in the City's Zoning Ordinance. Mr. Manser stated that he has constructed Passport Inns in Del Rio, Austin, Dallas, and several other cities and is presently negotiating for construction in other places. He stated that he considers his firm a professional organization in the building of motel inns. Mr. Manser presented a colored photograph of a motel inn in Dallas and stated that the inn proposed for the City of Euless is a duplicate of the one pictured. He commented that the additional parking spaces required in the Euless Zoning Ordinance for a motel of this size are unnecessary due to the motel not having banquet facilities. He stated that this will be a $2,000,000 facility and will have 208 rooms. L 4410 *MP (Page Two, Minutes of a Called Meeting, Board of Adjustment, March 7, 1973) Replying to a question, the City Inspector stated that the plan for this motel is 104 parking spaces short. Mr. Manser stated that he is not requesting the deletion of the required parking spaces because of the cost involved -- that his request is based on the fact that the additional spaces are not needed and that he is of the opinion that his experience in building motels warrants his request. He commented that if a facility has banquet facilities that additional parking spaces are needed. Mr. Rowland inquired about the number of employees at the Passport Motel . Mr. Manser stated that there will be several maids, three persons per shift for food facilities, three persons per shift for bar facilities, four laundry girls and one local maintenance man. He stated that the heavy maintenance will be handled by a crew from the Dallas operation approximately every three weeks. He stated that the opening of the new Regional Airport will bring many people to the area who will stay at the motel and will probably arrive by taxi or limousine and therefore will not require parking facilities. The City Attorney inquired when the construction of the motel is planned, and Mr. Manser stated that Mr. Elliott is finalizing the plans at this time and they are hopeful of starting the project not later than April 15, 1973. In replying to a question, Mr. Manser stated that he does not own property for the additional parking spaces but he is of the opinion that he could purchase the property if the Board should decide that additional parking space is necessary. The City Attorney stated that the men of the Board want to cooperate and encourage developers and would be pleased to see the Passport Inn locate in Euless. However, they must consider the request submitted by Mr. Manser and also the City Zoning Ordinance which was discussed and reviewed by the City Planning and Zoning Commission and the City Council for approximately three years before its adoption. Mr. Davis stated that the City Zoning Ordinance was written with the assistance of professional city planners and that he is of the opinion that the parking spaces were given careful consideration before the Ordinance was adopted. Mr. Rowland moved to deny the request for issuance of a building permit to construct the Passport Inn Motel . Mr. Davis seconded the motion and the vote is as follows: Ayes: Messrs.
