HomeMy WebLinkAbout1973-09-20 Board of Adjustment September 20, 1973 CALL TO ORDER The meeting of the Board of Adjustment was called to order at 8:05 P. M. in the Council Chambers of Euless City Hall by Chairman Wayne Widner. Other members present were Messrs. Carroll Davis, Jerrell Sartor, Jim Banks, Tom Rowland and Bryan Chick. Also present were Mrs. Willie Mae McCormick, City Inspector Jack Bullard, and Recording Secretary Della Houy. PUBLIC HEARING - APPEAL OF NATIONAL CONVENIENCE STORE, INC. TO INSTALL GAS PUMPS ON LOT WITH STOP & GO MARKETS - 202 NORTH ECTOR (PROPERTY LOCATED ADJACENT TO TEXAS POWER AND LIGHT COMPANY. Mr. Widner opened the Public Hearing, and as there was no representative of National Convenience Stores, Inc. present, Mr. Bullard suggested that the Board discuss the request. Mr. Davis inquired why people build in violation of the City zoning requirements and ordinances and then request a hearing before the Board of Adjustment and ask them to go along with the request. Mr. Bullard advised the Board that the gas pumps were not in the original platting, that the request for the gas pumps was submitted later. Mr. Bullard further advised the Board that the parking space at the present time is adequate for the Stop & Go Market, but with the addition of the gas pumps, the parking spaces would be inadequate. Mr. Widner read a letter from Mr. G. D. McAdoo, Traffic Safety Coordinator, as follows : "The Inspection Department of the City of Euless has referred the request of Stop-N-Go Market, for a permit to install "self-service" gasoline pumps at the Stop-N-Go location, 202 North Ector, to this office for study and for our recommendation concerning this request. The Police Patrol Division and Traffic Safety Coordinator made a joint study of the proposed installation and we recommend that you reject this request for the following reasons : We feel that there is not sufficient land area, in this plot, to permit proper traffic flow onto and off the property should Stop-N-Go generate even a moderate volume of business, at the gasoline pumps, and at the store. Ector Drive is a major thoroughfare and there is congestion in this area now, at given times of the day. It is our opinion that should there be two cars • • 4110, 40) (Page Two, Zoning Board of Adjustment Meeting, September 20, 1973) parked at the gasoline pumps at the same time, at this location, anyone wishing to purchase gasoline, from Stop-N-Go, would stop on Ector Drive thus aggravating an already existing traffic problem. It is not our desire or intent to stifle business, in any manner, in our city, but we feel that we are beginning a period of the most rapid growth this area has ever experienced and that the traffic on Ector Drive will increase accordingly, therefore, we recommend this request be denied." Mr. Davis moved to recommend denial of the request of National Convenience Stores, Inc. to install gasoline pumps on the location at 202 North Ector Drive. Mr. Rowland seconded the motion and the vote is as follows : Ayes : Messrs. Davis, Rowland, Sartor, Banks, Chick, and Widner Nays : None Chairman Widner declared the motion carried. Mr. Davis stated that since there was not a representative present to present their side of the case, they should be allowed another time to present their side of the hearing. II .
