HomeMy WebLinkAbout1973-09-27 Zoning Board of Adjustment September 27, 1973 CALL TO ORDER The meeting of the Zoning Board of Adjustment was called to order at 8:30 P. M. in the Council Chambers of Euless City Hall by Chairman Wayne Widner. Other members present were Messrs. Jerrell Sartor, Bryan Chick, Alternate, and Harold Copher, Alternate. Also present were City Secretary Vada Ferris, and City Inspector Jack Bullard. VISITORS Visitors present were Mr. and Mrs. Ray Carlton and Mr. Ron McFarland. PUBLIC HEARING - APPEAL OF NATIONAL CONVENIENCE STORE, INC. TO INSTALL GAS PUMPS ON LOT WITH STOP & GO MARKET - 202 NORTH ECTOR (PROPERTY LOCATED ADJACENT TO TEXAS POWER AND LIGHT COMPANY.) Mr. Widner opened the Public Hearing and Mr. Bullard, the Building Inspector, advised the Board that the parking spaces at the Stop & Go Market will not be adequate if gas pumps are added to the facility. Mr. Widner read a letter from Mr. G. D. McAdoo, Traffic Safety Coordinator., dated September 17, 1973 as follows: Gentlemen: The Inspection Department of the City of Euless has referred the request of Stop-N-Go Market, for a permit to install "self-service" gasoline pumps at the Stop-N-Go location, 202 North Ector, to this office for study and for our recommendation concerning this request. The Police Patrol Division and Traffic Safety Coordinator made a joint study of the proposed installation and we recommend that you reject this request for the following reasons: We feel that there is not sufficient land area, in this plot, to permit proper traffic flow onto and off the property should Stop- N-Go generate even a moderate volume of business, at the gasoline pumps, and at the store. Ector Drive is a major thoroughfare and there is congestion in this area now, at given times of the day. It is our opinion that should there be two cars parked at the gasoline pumps at the same time, at this location, anyone wishing to purchase gasoline, from Stop-N-Go, would stop on Ector Drive thus aggravating an already existing traffic problem. (Page Two, Zoning Board of Adjustment Meeting, September 27, 1973) It is not our desire or intent to stifle business, in any manner, in our city, but we feel that we are beginning a period of the most rapid growth this area has ever experienced and that the traffic on Ector Drive will increase accordingly, therefore, we recommend this request be denied. Mr. Widner recognized Mr. Ron McFarland, Manager of the Stop & Go Market, who stated that under normal circumstances, two cars can be served at one time and that the time spent at the pumps would be approximately six to ten minutes. This was in reply to a question by Mr. Bryan Chick. Mr. McFarland stated that some adjustment can be made as to the plan of entry to the facility; that possibly by moving the entry seven feet to the north, this would eliminate cars extending into the street waiting to get into the facility. Mr. Bullard stated that if the pumps are moved to the center line it is possible to get the cars out of the street. Mr. Chick stated that he is concerned that relocating the pumps would not make a great deal of difference. Mr. Widner inquired and Mr. McFarland stated that gasoline pumps were not asked for at the time the building permit was approved; that his firm did not feel it would be feasible to have gasoline pumps due to the gas shortage. Mr. Bullard reminded the Board that according to the City ordinances there are not adequate parking spaces for the Stop & Go to have gasoline pumps. Mr. McFarland stated that Stop & Go has nine gas units and that they have never had a parking problem; that one facility is located on Loop 820 and that they have never had a problem of cars sticking out into the thoroughfare at this location. He stated normally they have 76 gas customers daily (24 hours) with an average of six to nine minutes to get gas, go into the store, pay for gas, and return to car. Mr. Carlton stated that the gas pumps could be moved. Mr. McFarland stated that he was advised at 5:00 P. M. this afternoon of this meeting and that he has not had really adequate time to prepare. It was pointed out that the letter advising of this meeting was mailed to their facility in Houston, the address on the City receipt at the time the application was filed. Mr. Copher moved to table this matter to allow Mr. McFarland and Mr. Carlton to more adequately prepare their case. Mr. Chick seconded the motion and the vote is as follows: Ayes: Messrs.
