Zoning Board of Adjustment
November 7, 1973
CALL TO ORDER
The meeting of the Zoning Board of
Adjustment was called to order at 8:05 P. M. in the Council Chambers of
Euless City Hall . Members present were Messrs. Carroll Davis, Jerrell
Sartor, Jim Banks and Darrel Benson.
Also present were City Manager C. J.
Griggs and City Inspector Jack Bullard.
VISITORS Visitors in attendance were Mr. and
Mrs. Ray Carlton and Mr. Ron McFarland.
PUBLIC HEARING - APPEAL OF NATIONAL
CONVENIENCE STORE, INC. TO INSTALL
GAS PUMPS ON LOT WITH STOP & GO
MARKET - 202 NORTH ECTOR (PROPERTY
LOCATED ADJACENT TO TEXAS POWER AND
LIGHT COMPANY.)
Mr. Ron McFarland, of Stop & Go
Markets, was recognized and Mr. McFarland presented the request of
Stop & Go Markets for variance of Ordinance No. 347, City of Euless
Zoning Ordinance on the parking requirements for gas pumps to be
located at 202 North Ector Drive.
Mr. McFarland stated they were unable
to furnish the eight (8) required parking spaces. Mr. McFarland
further stated that these four (4) parking spaces would be adequate to
operate the gas service without any problem of traffic congestion. Mr.
McFarland presented drawings of other locations operated by Stop &
Go Markets which did not have any more parking spaces for operations than
the site at 202 North Ector Drive. Mr. McFarland stated that there
has been no traffic congestion at the sites in the drawings and that he
does not expect any problems at the location at 202 North Ector Drive.
Mr. Sartor read a letter from Mr.
G. D. McAdoo, Jr. , Traffic Safety Coordinator, dated September 17, 1973,
as follows:
Gentlemen:
The Inspection Department of the City of Euless has referred the
request of Stop-N-Go Market, for a permit to install "self-service"
gasoline pumps at the Stop-N-Go location, 202 North Ector, to this
office for study and for our recommendation concerning this request.

The Police Patrol Division and Traffic Safety Coordinator made a
joint study of the proposed installation and we recommend that you
reject this request for the following reasons:
We feel that there is not sufficient land area, in this plot, to
permit proper traffic flow onto and off the property should Stop-
N-Go generate even a moderate volume of business, at the gasoline
pumps, and at the store.
Ector Drive is a major thoroughfare and there is congestion in this
area now, at given times of the day. It is our opinion that should
there be two cars parked at the gasoline pumps at the same time, at
this location, anyone wishing to purchase gasoline, from Stop-N-Go,
would stop on Ector Drive thus aggravating an already existing
traffic problem.
It is not our desire or intent to stifle business, in any manner,
in our city, but we feel that we are beginning a period of the most
rapid growth this area has ever experienced and that the traffic on
Ector Drive will increase accordingly, therefore, we recommend this
request be denied.
Mr. McFarland stated that he agreed
with Mr. McAdoo on the site plan furnished at the time the letter was
written, but with the layout as presented at this meeting, he did not
agree with Mr. McAdoo now.
The members of the Board decided to
go to the Stop & Go site and observe traffic flow. The ingress and egress
drives according to openings in the esplanade were located with the north
drive in line with an opening in esplanade and the south drive had no
opening in esplanade. The Stop & Go had only two (2) vehicles on the
parking lot at this time, and one vehicle left and came out the south
drive, turned north on Ector Drive, made a U turn at the opening in
the esplanade and went south on Ector Drive. This was noted as being
part of the traffic problem at this location.
The Board members and Stop & Go
representatives returned to the meeting room and a discussion followed
on the problems. Mr. McFarland suggested that they would paint "Entrance"
and "Exit" on the drives to give some direction to traffic flow, but
that he realizes this could not be controlled, for everyone to follow
this pattern.
Mr. Benson moved to deny the request
of National Convenience Stores to install gasoline pumps at 202 North
Ector Drive.
Mr. Sartor seconded the motion and
the vote is as follows:
Ayes: Messrs. Benson, Sartor, Davis, and Banks
Nays: None

Mr. Sartor declared the motion carried.
