CALL TO ORDER
N° 191
The regular meeting of the Euless
City Council was called to order at 8:00 p.m., in the Council Chambers
of Euless City Hall by Mayor Harold Samuels. Other members present
were Mrs. Willie Mae McCormick, Messrs. Raymond Ozebek, Charles Hunt,
and Robert Pippin. (Absent was Mr. Glenn Walker.)
Also present were City Manager W. M.
Sustaire, City Secretary Della Houy, City Attorney Bob McFarland, City
Engineer B i l l Flowers, and Assistant City Manager John Lynch, IV.
VISITORS
Visitors in attendance are as
follows: Messrs. Louis H. Saunders, D. G. Wilson, Walter A. Elliott, Jr.,
Hugh Waite, and Donnie Reaves; Mesdms. Myrtle Hall, L. G. Saunders, Bertha
Nixon and D. G. Wilson.
INVOCATION
The invocation was given by Mrs.
Willie Mae McCormick.
APPROVAL OF MINUTES
The minutes of the regular meeting
dated June 14, 1977, were approved with the following correction to
paragraph seven, page six:
Mr. Hunt stated that he and Mr. Ozebek attended the Fort
Worth Manpower Consortium last Monday night, June 6th,
as representatives from Euless and they w i l l be expected
to attend these meetings the first Monday night of each
month until the City becomes a member effective October
1, 1977.

Mayor Samuels recognized Mrs. Bertha
Nixon, Assistant State Director for the American Association of Retired
Persons for North Central Texas.

Mrs. Nixon stated that she is
representing Mr. A. J. Shippey, who is president of the Senior Citizens
Alliance of Tarrant County. Mrs. Nixon stated that she is here to present
their proposal for a $7,000 tax exemption on the homestead for those over
65 years of age and that said proposal be approved and included in the
budget for the 1977-78 fiscal year.
Mr. Hunt stated the Council does
appreciate Mrs. Nixon being here and it i s very timely because the Council
has been studying our 1977 -78 budget, however, they did not take this
exemption into account when they looked at the figures, and probably w i 1 I
want to allow the City Manager and staff time to evaluate the effect this
would have on our budget.
Mayor Samuels stated that Hurst, Euless,
Bedford, and the School District use the same taxing entity, and inquired
the status of the exemption with the other cities and the school district.
Mr. Louis Sanders stated that the
proposal is being presented in Hurst, Bedford, and the School District at
their meetings tonight.
Mr. Hugh Waite, Metro -Plex Cab Company,
stated that his company is working on a fare arrangement for transporting
senior citizens, at a reduced rate.
Mayor Samuels stated that it is the
consensus of the Council to table the decision of the requested exemption
to allow the City Manager time to obtain additional information.
AUDIENCE REQUESTED BY MRS. DORIS SORRELL
FOR A STREET LIGHT ON MILAM DRIVE
Mayor Samuels stated that the Council
has received a letter of request, and a petition, for a street light on
Milam Drive, between Ector Drive and Midway Drive. He stated that the trees
along the street have grown quite large and they filter out what light there
may be. He stated Milam Drive is a.very narrow street and cars park along
the street. He stated that on April 21, the City made application to Texas
Power and Light Company for a street light on the corner of Limestone and
Milam, which is one of the areas Mrs. Sorrell mentioned. Mayor Samuels
stated that he has driven down the street and in his opinion they need a
street light between 506 Milam and 508 Milam.
Mr. Donnie Reaves, 506 Milam, stated
that he had his house broken into recently and he agrees that they need a
street light there.

Mayor Samuels inquired of Mr. Reaves
if the City installs a street light at that location, will he be willing
to help the City keep the kids from breaking or shooting the lights out.
Mr, Reaves stated he would be glad to
assist them, and he would I i ke to see one there because there are so many
children playing around there and it is dangerous.
Mr. Sustaire stated that v■,e may have a
problem as Texas Power and L i g h t Company w i l l have to have an easement to
install the light, so he will meet with the City's legal staff to draw up
the necessary easement, and he w i l l contact Mr. Reaves for the execution
of same.
Mayor Samuels asked Mr. Reaves to
convey this decision to Mrs. Sorrell.
RESOLUTION NO. 407 APPOINTING A
MUNICIPAL COURT CLERK
Mrs. McCormick moved to approve
Resolution No, 407 appointing City Manager W. M. Sustaire as Municipal
plISIIIMMI Court Clerk.
Mr. Hunt seconded the motion and the
vote is as follows:
Ayes: Mrs. McCormick, Messrs. Hunt, Ozebek, and Pippin
Nays: None
carried.
Mayor Samuels declared the motion

AUTHORIZATION TO ADVERTISE FOR BIDS FOR
ONE 1977 ONE TON STAKE BED DUMP TRUCK
AND ONE TRENCHING MACHINE
Mr. Pippin moved to authorize the City
Manager to advertise for bids for the purchase of one 1977 one ton stake
bed dump truck and one trenching machine.
Mrs, McCormick seconded the motion and
the vote i s as follows:
Ayes: Mr. Pippin, Mrs. McCormick, Messrs. Ozebek and Hunt
Nays: None
Mayor Samuels declared the motion
carried.

PUBLIC HEARING - ZONING CASE NO. 257
REQUEST CF MR. DAVID R. DENISON FOR CHANGE
OF ZONING FROM "R -1" SINGLE FAMILY DWELLING
DISTRICT TO "SP" SPECIFIC USE FOR OFFICES
AND "C -2" COMMUNITY BUSINESS DISTRICT ON
TRACT 3A3, S. HUITT SURVEY, A -705
Mayor Samuels stated that this zoning
case has been withdrawn by the petitioner, Mr. David Denison.

LOT 18R. BLOCK 4. BELL RANCH TERRACE
ADDITION - REQUEST CF MR. HUGH WAITE
Mayor Samuels recognized Mr. Walter
Elliott, who stated that he is representing the owner, Mr. Hugh Waite.
Mayor Samuels inquired if this is to be
a Mexican restaurant, and if this is the one that was to be constructed on
FM157 across the street from the First National Bank of Euless.
Mr. Waite stated the name of the
restaurant is El Matador and showed some sketches of the proposed restaurant.
Mr. E I I i ott stated that the location of
the restaurant was changed because there was not enough parking spaces for
the square footage of the b u i l d i n g . He stated that there w i l l be forty -
seven (47) parking spaces at the new location.
In reply to a question from Mayor
Samuels, M r . Waite stated there w i l l be seating capacity for 152 persons.
Mr. Ozebek moved to concur with the
recommendation of the Planning and Zoning Commission and approve the pre-
liminary and final plat of Lot 18R, Block 4, Bell Ranch Terrace Addition.
Mr. Pippin seconded the motion and the
vote i s as follows:
Ayes: Messrs. Ozebek, Pippin, Hunt, and Mrs. McCormick
Nays: None
Mayor Samuels declared the motion
carried.
Mr. Waite stated the groundbreaking
for the restaurant will be July 5, 1977.

PUBLIC HEARING - RECOMMENDED CHANGES TO
ZONING ORDINANCE NO. 347
Mayor Samuels opened the public hearing
on the recommended changes to Zoning Ordinance No. 347 and stated the
Council had previously received copies of the recommended changes from the
Planning and Zoning Commission. The recommended changes are as follows:
7 -312 "R -5" Multiple Family High Density Dwelling
District: Limit of Twenty -Four (24) Units
Per Acre
All requirements for "R -5" Multiple Family Dwelling District are
the same as "R -3" Multiple Family Dwelling District with the
exception of density requirements per acre.
7 -402 Area Requirements
7 -403
(1) Front Yard There shall be a front yard for every structure
in the "C -1" Neighborhood Business District having a depth of not
less than twenty (20) feet from the property l i n e to the face of
the building. No covered porch, covered terrace or attached
accessory building shall project into any front yard space.
(2) No change
(3) Side Yard No side yards are required in the "C -1" Neighbor-
hood Business District except in instances where the "C -1" abuts
upon the side of a lot zoned for dwelling purposes, in which case,
there shall be a five (5) foot set back requirement on the "C -1"
property.

Height L i m i t
No building in the "C -1" Neighborhood Business District shall
exceed the height of thirty -five (35) feet or two and one -half
(2'—z) stories. In the "C -1" District, public or semi - public
buildings, hotels, hospitals, sanitariums, or school may be
erected to a height not exceeding seventy -five (75) feet when
the front, side or rear yards are each increased an additional
foot for each foot such buildings exceed thirty -five (35) feet
in height.

7 -502 Area Reauirements
(3) Side Yard No sideyards are required in the "C -2" Business
District except when "C -2" abuts upon the side of a lot zoned
for dwelling, in which case, a five (5) foot set back is required.

7 -702 Area Requirements
(1) Front Yard
In Light Industrial Districts, there shall be a set back of
twenty (20) feet from the property line.
7 -802 Area Requirements
(1) Front Yard In Heavy Industrial Districts, there shall be a
set back of twenty (20) feet from the front property line.
7 -908 Front Yard
In the Mobile Home District, no mobile home or house trailer
shall be placed, located or erected nearer than thirty (30)
feet of any dedicated street or highway right -of -way nor shall
any such mobile home or house trailer unit be located nearer
than twenty (20) feet to any private drive used for access,
circulation or service to the plot, lot, tract, or stand upon
which a mobile home or house trailer is located. The same shall
apply for mobile homes or house trailers in other districts where
allowed by this ordinance.
7 -909 Side Yard
The minimum side yard for a mobile home or trailer shall be
ten (10) feet; however, if the side yard abuts a dedicated
street or highway right -of -way, the set back shall be thirty
(30) feet from the right -of -way of the dedicated street.

(1) An off - street parking space shall be a striped area of not
less than one hundred sixty -two (162) square feet, measuring
approximately nine (9) feet by eighteen (18) feet, not located on
a public street or alley. Such parking space, aisles and maneuvering
areas shall have an all- weather surfacing, enclosed or unenclosed,
and shall be connected by an all- weather surfaced driveway to a
street and alley. Head -in parking adjacent to a public street or
alley wherein the maneuvering of the vehicles in parking or leaving
a parking space is done on a public street or alley shall not be
classified as off - street parking in computing any parking requirements
herein specified; however, this does not apply to one - family and two -
f a-ni l y residences .
8 -501 Special Off - Street Parking Provisions - Residential Districts
Each newly constructed single - family, two - family dwelling shall
have two covered and surfaced parking spaces behind the building
line connected to the street by an all weather surface, either car
ports or double garages or a combination thereof; however, after
completion of construction, enclosure of car ports or double garages
wi l l not be restricted.
8 -502 Special Off - Street Parking - Non - Residential Districts
In all non - residential districts, surface parking may extend
to the front property line and shall be arranged according to
the attached chart.

Mrs. McCormick moved to approve the
recommended amendments to Zoning Ordinance No. 347, as listed above, on
first reading of ordinance and delay action on the following amendments
pending further study.
7 -102 Area Requirements
(5) Lot Width The minimum lot width shall be seventy -five (75)
feet at the building line.
(7) Floor Area Every single family dwelling unit hereafter
constructed, erected, reconstructed, or altered in any
"R -1" Dwelling District shall have a floor area, excluding
basements, open and screen porches, and garages of not less
than one thousand two hundred and fifty (1250) square feet.
7 -106 Construction Requirements
All dwellings and detached garages hereafter erected in the "R -1"
Dwelling District shall be 50% masonry veneer on exterior walls
exclusive of windows and doors.
