41, CALL TO ORDER
The regular meeting of the Planning
and Zoning Commission was called to order at 7:30 p.m. by the chairman,
Edward Smith. The following members were in attendance: Bert Heyl, Hen-
ry Uselton and LaVern Lee.
Also present were Bill Ratliff, City
Engineer, Lee Cowell, City Manager and Fannie Gorman, recording secretary.
APPROVAL OF MINUTES
The minutes of the previous meeting
were read by the secretary, LaVern Lee. The minutes were approved as read.
PUBLIC HEARING - Zoning Case No. 129 - First Baptist Church
1. A request for rezoning from Local Business to Commercial as described -
in Exhibit "A" was discussed as was a request for rezoning from Residential
to Commercial as described in Exhibit "A" on property owned by the First
Baptist Church. There were no proponents or opponents to the request. Af-
ter discussion, the chairman asked to table the request as there was found
to be a discrepancy in Exhibit "A, request for rezoning from Residential to
Commercial. The discrepancy was noted and the field notes were turned over
to Bill Ratliff for correction.
BERTHA PLISKO - Copy of Deed
The letter to Bertha Plisko, requesting
a copy of her deed to the property listed as lots 18 & 19, Bell Ranch Terrace
(Zoning Case #131) was read by the chairman and no further action was taken
pending a reply to the letter by Bertha Plisko.
OTHER BUSINESS
1. Bill Ratliff, City Engineer, presented a letter to the Commission, here-
by made a part of the minutes, with recommendations to the proposed Zoning
Ordinance. After considerable discussion, the chairman asked for a motion
to accept the recommendations. Bert Heyl made a motion to accept the rec-
ommendations; the motion was seconded by LaVern Lee. The motion passed unan-
imously.
2. Lee Cowell appeared before the Commission to discuss the 1st year Bond
Program and matters pertaining to the Capital Improvement program.
3. The site plan submitted by John Morgan to the Commission was discussed
at length with the final recommendation that no building permits be issued
for the present buildings as it was considered to be poor land usage. Henry
Uselton made a motion to that effect; the motion was seconded by Bert Heyl.
The motion passed unanimously.

The chairman suggested that John Mcrgan and the owner of the adjacent -
property be approached to enter into a dis^•wssion of problems relative
to the property with the Commission if they so desired.
During the discussion, the City Manager, Lee Cowell, made a statement
that he favored a recommendation to the City Council to have all re-
quests for Commercial buildingsgo before the City Planning & Zoning
Commission to determine if the buildings were commensurate with the land
usage. The chairman asked to have the minutes reflect this recommendation.
ADJOURNMENT
The meeting was adjourned at 10:40 p.m.
