Planning and Zoning
Commission
May 5, 1964
A regular meeting of the Planning and Zoning Commission.
Memrers present were: Ed Smith, chairman, Henry Uselton,
co-chairman, LaVern Lee, secretary and Alter Horton. Not pre-
sent, Bert Heyl. Also present were: Bill Ratliff and Paul Gre-
gory, city engineers.
Visitors present were: James B. Brown, Mrs. Paul M. Freeman,
Mart'n W. Doss, Frank S. Rawls, Bob Harvey, Paul Huffhines and
Walter F. Hicks.
Ed Smith called the meeting to order. The minutes of the
previous meeting were read and approved.
I.
The final plat of the addition to Morrisdale Estates was pre-
sented by Paul Huffhines.for approval. Bill Ratliff, city engineer
presented the commission a letter, which is herby made a part of the
minutes, listing items not submitted with the final plat in accordance
with Ordinance #147. A discussion followed and Henry Uselton made a
motion to strike out Cr) under final plat, Ordinance No. 147 - Blanks
for County Commissioners Approval g Date. LaVern Lee seconded the
motion. The motion carried unanimously. Henry Uselton made a motion
to approve the final plat subject to Mr. Huffhines presenting necess••
information in compliance with Ordinance No 147 and specifically not-
ed in attached letter to the City Engineers. Mr. Alter Borten second-
ed the motion. The motion carried unanimously.
II .
Public Hearing - Zoning Case #126 - Presbyterian Church. Walter
Hicks representing the Presbyterian Church presented the Commission
with the request for rezoning from "A"-Single Family Dwelling to "A"-3
Multiple Family Dwelling. As a proponent, he specified the Presby-
terian Church desired a buffer zone on the 2.80 acres and wished to
be able to regain some of their investment by rezoning the property.
Mrs. Paul Freeman, James Brown, Frank Rawls and Martin W. Doss, as
property owners opposed the rezoning request listing the increased
traffic burden on Simmons Drive, deterioration of the neighborhoo+1,
entrance requirements and drainage as their principal concrrrn. A
L.* discussion followed. The chairman noted that rezoned land usually
has a specific use before a recommendation is mate for approval. It
was also noted that the land would be considered spot zoning.

Mr. LaVern Lee made a motion that the request not be recommended
until such time as tenative plans for the land be presented with
the request. Henry Uselton seconded the motion. The motion carried
unanimously.
The meeting was adjourned at 8:40 p.m.
