A regular meeting of the City Planning & Zoning Commission.
Members present were Henry J. Uselton, co-chairman, Bert Heyl
and Ed Smith. Also present were Frank Douglass, city councilman.
and Fannie Gorman.
Visitors present were: Andrew Himes, Roy Cannon, John Pliska,
H. C. William, Mr.and Mrs. R. L. Lawson, Mrs. Hodge Barnhill, Mrs.
Clyde B. Ward, Glen T. Lamkin, L. L. Hand, 0. D. McMullin, Mr. and
Mrs. F. O. Genseke, Mr. and Mrs. C. G. Boyd, Mr. and Mrs. S. M. Skin-
ner, Mr. and Mrs. H. L. Wadsworth, M. C. Dyer, Aubrey Parker, Odis
Martin, Jack might, Joe J. Minor, Gene Purdy, A. L. Snell, Euna Lee
Moores, L. 0, Pounds, Fred Broles, , Clark McKelvey and Robert Sims.
Henry J. Uselton called the meeting to order. The minutes of
the previous meeting were read and approved.
I.
Zoning Case #125 - request for commission strip zoning along High-
way 157, North Main Street, North Side of Pipeline Road and along High-
way 183.
An amendment recommended by Jack Bullard, city inspector, to the
fourth section along Highway 157, owned by F. O. Genseke, was noted and
accepted by the chairman. The action deleted the property along the East
side of Highway 1S7i, as per attached amendment to the Zoning Case.
A discussion followed with H. O. Wadsworth, Samuel Skinner, A. L.
Snell, Jack Knight, R. L. Lawson, Otis Martin, Fred Broics, Enna Moores,
O. D. McMullin, Robert Sims, Bob Woods, J. L. Neal as proponents and
opponents for the rezoning request. Several residents in the Cresthaven
addition noted they were not advised by letter of the zoning request. It
was explained to the chairman, that these names and addresses were taken
from the tax rolls. Ed Smith requested that the minutes reflect a re-
quest to the city council for an accounting by the tax equalization board
on reasons why these residents are not listed on the tax rolls.
Mr. Bob Smith asked to include all his property in the A.J. Huitt
Survey in the commercial strip zoning in question. He was advised by
Franc Douglass to apply to the Planning & Zoning for a rezoning request.
A question was presented concerning use regulations in a commercial
district. Ed Smith read Section 15, use regulations of Ordinance No. 33.
Mr. Robert Smith requested that a map showing the proposed strip zoning
be published in a newspaper. The chairman asked to have the minutes re-
flect this request to the City Council. The chairman asked for a recom-
mendation from the board. Ed Smith made a motion that Exhibit "A", sug-
ilia strip zoning along Highway 183, Sections 1 through 5, and suggest-
ed strip zoning along Highway 157 Section 1 through 3 and section 4 as
amended and suggested strip zoning along North Main Street, sections 1
through 4, and suggested zoning along Pipe Line Road be approved and re-
commended to the City Council. Bert Hey' seconded the motion. The motion

carried unanimously.

Zoning Case #123 - Bell Hi-Strip Zoning. A strip on the east side
of Raider Drive from Pipeline Road on the north to Highway 183 on the
south. A discussion of the zoning request followed. There were no pro-
ponctts or opponents to the rezoning request. The chairmen asked for a
recommendation from the commission. Bert Heyl made a motion to approve
the zoning request, Ed, Smith seconded the motion. The motion carried un-
animously.
III.
Zoning Case #118 - Mid-Cities Investment Co. request for rezoning
Tract A, Blk 3 and Tract B, Blk 5 from residential to "A-2" Duplexes.
The Commission ruled that Zoning Case #123 supersedes Case #118,

Zoning Case #120 - Jack Apwisch request for rezoning a tract out
of the A. J. Huitt survey to commercial. A discussion followed with no
opponents or proponents from the floor. The chairman asked for a recom-
mendation from the commission. Bert Heyl made a motion to approve the
request, pending proper drainage is provided and pa ., d on by the City
Engineers. Ed Smith seconded the motion. The motion carried unanimously.
Bert Heyl made a motion to adjourn the meeting. Ed Smith seconded
the motion. The meeting was adjourned at 9:30 p.m.
