A regular meeting of the City Planning and Zoning Commission,
Members present were: Frank Douglass, chairman, Ed Smith and Bert Hey'.

Visitors present were: David C. Moak,B.J. Reeves, Mr, and Mrs., Aure1 4-
Knarr, Mr. and Mrs. Leon Sheppard, Mr. and Mrs. John Sawtelle, D.D. Pliler,
C.W. Pliler, R.Z. Pliler, E.D. Lee, K.L. Roper, M. J. Eades, Jack L. Cates
and D. F. Pittman.
A motion was made by Bert Heyl to approve the minutes of the last meet-
ing. The motion was seconded by Ed Smith and carried unanimously.
I.
Public Hearing - Zoning Case #123, a request for a change in zoning des-
ignation from residential to commercial on a strip of land in Bell-Hi Addition,
on the east side of Raider Drive from Pipeline Road to ,Highway #183. The chair-
man opened the floor for proponets of the request. A.J. Knarr, a property owner
was in favor of the request, sa were Mr, and Mrs..L. Sheppard, R. Z. Fiiler, D.
D. Pliler, C. W. Pliler and B.J. Reeves, owner of the property.
Opponents, Ken Roper, property owner in back of the property, M, J. Eades,
Jack Cates and E. D, Lee, other property owners, expressed opposition on the
grounds it lowered property values and further stated if Mr. Reeves intended
building duplexes on the property, they were opposed to that proposition. Mr.
Lee stated, they would go along with strip zoning but opposed zoning the whole
tract in question.
Bert Heyl pointed out the problems arising in the tax status for all res-
idential area, noting not enough taxes are obtained from residences to school
their children. Bobby Fuller, a drop-in, was asked to comment and stated res-
idences will not be able to bear the tax rate, unless we- have additional comm-
ercial and industrial property.
The chairman asked for a recommendation from the board members. Ed Smith
made a motion to table the request to the next regular meeting of the Planning
and Zoning Commission, as two members were not present and it was felt a decis-
ion should be delayed until further discussion with the absent members. Bert
Heyl seconded the motion. The motion carried unanimously.
II.
„, Public Hearing - Zoning Case #122. Consider request of John Sawtelle, pro-
perty owner for rezoning of a part of 4 acre tract in the Kitty House Survey to
be stoned "A-2” Multiple Family. Mr, and Mrs. Sawtelle presented their request.
The chairman opened the floor to proponents and opponents. D. F. Pittman oppos-
ed the request. Mr. Pittman owns property joining on the South. Mr. Pittman

stated that in 1958, as there was no sewer mvAilnble, and he gave Mr. Sawtelle
the privilege of tying into his 6" as er line. He was concerned with the pose-
d ibility of new contruction and the effect it would have on nis present sewer sy-
illy stem. Mr. Sawtelle presented the deed with the perpetual easement clause, The
chairman asked the attorney, Mr: Cribbs for an opinion. He ruled it was a legal
question between the two parties. Bert Heyl made a motion to change the zoning
from residential to ?A-2" Multiple family. Ed Smith seconded the motion and it
;gassed unanimously.
III.
1st Filing, final plat of Trailwood Addition, 69 lots presented to board
by Bobby Fuller and Bill Ratliff, engineer. Mr. Fuller noted the street off
Trailwood running toward the Creek has been deleted from the final plat. A dis-
cussion of the drainage system followed and Ed Smith made a motion the final plat
be subject to engineers receiving and accepting a drainage profile. Bert Heyl sec-
onded the motion. The motion carried unanimously.
IV,
Consider petition of Euless Presbyterian Church for change of zoning des-
ignation on 2.80 acres out of the Mille Subdivision from "A" Single Family dwel-
ling to "A-3" Multiple Family Dwelling, Zoning Case #126. Doc Hyde presented the
request. The Church Master plan has been completed. Five acres are being retain-
by the Church and the request is for rezoning the remaining surplus property.
Bert Heyl made a motion to set a public hearing for Tuesday, May 5, Ed Smith
seconded the motion. The motion carried unanimously.
The Chairman adjourned the meetin' at 9:25 p.m.
