Visitors: Lee Cowell, Don Jarvis, Dr, Hyde, Mr. Tillinghast and Jeff Ball. The meeting was opened at 9:00 A.M. by Lee Cowell, City Manager. The purpose of the meeting was to give the Planning & Zoning Commission a progress report on the plans for a new municipal facility. Don Jarvis, Architect for the City made a progress report to the Commission which included a look at surrounding communities and their development cost, population growth rate and general planning and expenditures on municipal buildings, the report reflected to a degree some areas of short sighted planning by not having comprehensive studies of future growth as opposed to needs. The Planning & Zoning Commission unanimously recommended to the City Council that the firm of Don Jarvis be authorized to obtain facts and figures concerning the needs of Euless projected over the next twenty (20) years. The Commission feels it imperative that we know the approximate cost of needs being; the acreage of land, the number of buildings and type, ( fire fighting, recreation, servicing and housing of vehicles, city hall, police station, jail, library, etc.) We feel that this information could then be the base upon which we work, rather than building one facility without the consideration of the total need of the city. The Commission feels that a one year comprehensive plan accompanied by a five (5) err year plan would be desirable to begin a capitol improvement program for Euless. The meeting adjourned at 10:50 A.M. Minutes approved: irman Attes (_( I rt, Secretary Sir Srr.
