HomeMy WebLinkAbout1964-01-21 January 21, 1964 A Regular meeting of the City of Euless Planning & Zoning Commission. Members present: Frank Douglass, Henry Uselton, Alter Horton, Bert Heyl, and Ed Smith. Also present were City Manager, Mr. Lee Cowell and Jim Davies, City Engineer. Visitors present: Bobby G. Reaves, Ray L. Weber, John L. Hendry III, Macon Jones, A.A. Booher, Paul Loen, George Gordon, B.J. Reaves, and David C. Moak. The meeting was called to order by Frank Douglass, Chairman. The minutes of the previous meeting were read and approved. 1. Zoning Case #116 Trinity Investment Company, representated by Mr. John L. Hendry III was presented. The case was tabled after discussion until later in the evening. 2. Zoning Case #117 - Euless Electric Co. represented by George Gordon was presented. A motion was made by Bert Heyl and seconded by Henry Uselton to call a Public Hearing for February 18, 1964, to consider rezoning proposed by Case #117. Motion carried unanimously. 3. ofiar Mr. Paul 'Coen presented a revised preliminary plat of Blocks 9 and 10, Oakcrest Estates with the plan to straighten out Koen Lane and increase the lot size on both blocks. The final plat was to be presented, with street profiles, etc., at a later meeting. Ed Smith moved that the preliminary plat be approved as presented. The motion was seconded by Henry Uselton and carried unanimously. 4. David Moak presented a plat of Bell Hi Addition. A re-subdivision of Tract "A", Block 3, and Tract "B", Block 5. The plat resubdividing was to accomodate duplex housing. According to Jim Davies, property as stated on plat was not zoned Commercially. The Planning & Zoning Commission will ask the City Secretary to make a check of City Council minutes for a clue as to the passage of an ordinance zoning Block 3 and Block 5 of Bell Hi Addition. The two tracts "A" and "B" could be described as part of the John Groves survey before platting as Bell Hi Addition. Bert Heyl moved that the preliminary plat be approved as presented. The motion was seconded by Ed Smith and carried unanimously. 5. David Moak presented a plat showing lots 4-R thru 8-R, Block 19 Oakwood Terrace North, Euless, Tarrant County, Texas. (Being a revision of Lots 4 thru 9, Block 1'. Block 19, Oakwood Terrace North, 1st Filing. Motion was made by Bert Heyl and seconded by Henry Uselton that the plat be approved as revised provided a receipt showing taxes are paid on said property be presented to City Council. The motion carried unanimously. Page 2. 6. In order to clarify the denial of zoning change request, Case #111, and as a public record the following reasons are given by the City Planning & Zoning Commission of the City of Euless, Texas: 1. There were no representatives present at a public hearing, from Tri- Cities Dev. Corp., the party asking for the zoning change, aitho they had been notified of the date by certified mail. 2. There were eight persons present from surrounding properties that objected to the zoning change, thinking that the 300' already zoned commercial was adequate in the area. 3. The Commission had no way of knowing for what reason the property needed to be changed from its present zoning classification. 4. It was not the intention of the Commission to do away with the 300' zoned commercially by Zoning Ordinance #33. 5. The northern most portion of Tract "B" is not felt to be suitable for commercial property. 6. The entire presentation of rezoning request was in error due to the fact that 300' of Tract "B" was already zoned commercial by Ordinance #33; the request should have been for approzimately 100', the northern most tip of Tract "B". 7. Zoning Case #116, item 1 of the agenda was reopened for discussion of zoning change from residential to commercial. Ed Smith moved that zoning Case #116, be approved with the stipulations; 1, That sufficient property be dedicated to provide the 100' right-Of-way along Harwood Road as called for in the city plan. 2. That construction start or building permits be purchased within 24 months of this date, or the stated property revert back to residential zoning.
