Euless City Council
October 25, 1977
CALL TO ORDER
The regular meeting of the Euless City
Council was called to order at 8 :05 p.m., in the Council Chambers of Euless
City Hall by Mayor Harold Samuels. Other members present were Mrs. Willie
Mae McCormick, Messrs. Raymond Ozebek, Charles Hunt, Glenn Walker, and
Robert Pippin.
Also present were City Manager W. M.
Sustaire, City Secretary Della Houy, City Attorney Bob McFarland, and City
Engineer B i l l Flowers.

Visitors in attendance are as follows:
Messrs. Don Perkins, David Hodges, Jim Hickerson, and Gerald Ball; Mesdms.
Fran Powers and Zella Stierwalt_
INVOCATION
The invocation was given by Mayor Harold
Samuels.
APPROVAL OF MINUTES
The minutes of the regular meeting dated
October 11, 1977, were approved as written.
CONSIDER RECOMMENDED CHANGES AND
CLARIFICATIONS TO THE CIVIL SERVICE
RULES AND REGULATIONS
Mrs. McCormick moved to approve the
recommended changes to the Civil Service Rules and Regulations.
Mr. Walker seconded the motion and the
vote is as follows:
Ayes: Mrs. McCormick, Messrs. Walker, Pippin, Hunt, and Ozebek
Nays: None
Mayor Samuels declared the motion carried.

Mr. Hunt inquired if there is a specific
case that requires this clarification.
Mr. Sustaire stated that these clari-
fications are for a forthcoming promotion examination in the Police Depart-
ment, to determine who is eligible to take the examinations.
CONSIDER ORDINANCE REQUIRING RESIDENCES AND BUSINESS
TO DISPLAY ADDRESS NUMBERS
Mayor Samuels stated this ordinance is
requested for persons who run emergency vehicles at night.
Mr. Sustaire stated the prime complaint
is against businesses that don't have visible address numbers. He further
stated that possibly the City could assist with this service in the resi-
dential area.
Mr. Pippin moved to instruct the City
Attorney to prepare an ordinance for consideration by the Council requiring
the display of address numbers.
Mrs. McCormick seconded the motion.
Mr. McFarland inquired the specifics
the Council will require in the ordinance on location of the address and
the beginning date.
Mr. Pippin moved to amend his motion
that the address be on curb cut or mail box and visible from the street at
nightt ime.
Mr. Hunt inquired of the City Manager if
he indicated that the City could undertake this service for the citizens.
Mr. Sustaire stated the service could be
provided, if it is the pleasure of the Council, but we are taking away free
enterprise. He further stated that the City would have to charge a fee for
this service, but wouldn't want to take this service away from organization
or church groups that provide this service.
The vote on Mr. Pippin's motion and
amendment i s as follows:
Ayes: Mr. Pippin, Mrs. McCormick, Messrs. Walker, Hunt, and Ozebek

CONSIDER ORDINANCE ON TIME AND LIMITATION
ON THE PLACEMENT AND REMOVAL CF GARBAGE
Mr. McFarland reviewed the ordinance on
time and limitation on the placement and removal of garbage containers. Mr.
McFarland stated that the City has received complaints that citizens leave
their garbage containers out at the curb all time.
Mr. Pippin stated that he has some
problem with the enforceability of the ordinance in regard to the covers
and sanitary containers.
Mr. McFarland stated that this would be
a determination of the Municipal Court Judge or a jury if the citizen was
cited for violation of the ordinance.

Mr. Hunt moved to approve the ordinance
on time and limitation on the placement and removal of garbage containers
excluding paragraph two, section 7-3, on first reading of ordinance.
Mr. Ozebek seconded the motion and the
vote is as follows:
Ayes: Messrs. Hunt, Ozebek, Walker, Pippin, and Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.
IV.
CONSIDER APPOINTMENTS TO COUNCIL
FOR SOCIAL CONCERNS
Mrs. McCormick stated that she received a
telephone c a l l from Mrs. Maggie Driggers, Counselor for the H -E -B School
System, for youth appointments to the Council for Social Concerns. The names
are as follows: Robin Leslie Girouard, 508 Huntington; Alternate, Lee Gilby,
202 East Fuller, Euless Junior High; Lisa Waschka, 4105 Hollow Oak; Alternate,
Tracy Miranda, 3905 Shady Creek, Trinity High School. Mrs. McCormick stated
she has not interviewed these young people.
Mayor Samuels asked Mrs. McCormick to
contact the Council for Social Concerns for their recommendations to the
committee.

Mayor Samuels stated these appointments
would be tabled until the November 8, 1977 meeting.
V.
RESOLUTION NO. 417 CALLING A PUBLIC HEARING ON
ZONING CASE NO. 264 - REQUEST OF CULBERTSON
APARTMENTS FOR CHANGE CF ZONING FROM "R -1" SINGLE
FAMILY RESIDENTIAL DISTRICT TO "R -5" MULT IPLE-
FAMILY DWELLING DISTRICT ON LOT 5, AND A PORTION
OF LOT 4. RAY SHELTON SUBDIVISION
Mr. Pippin moved to approve Resolution
No. 417, setting the public hearing date on Zoning Case No. 264 for change
of zoning from "R -1" Single Family Dwelling District to "R -5" Multiple -
Family Dwelling District on Lot 5, and a portion of Lot 4, Ray Shelton Sub-
division for November 22, 1977.
Mr. Walker seconded the motion.
Mr. Hunt stated he would like to be
present for the public hearing, but he will be out of town and would like
the hearing to be on December 13th.
Mrs. McCormick stated the developer
said they would like to be ready to begin construction by the end of
November and were interested in getting started.
Mr. Hunt withdrew his request.
The vote on Mr. Pippin's motion is as
follows:
Ayes: Messrs. Pippin, Walker, Ozebek, and Mrs. McCormick
Nays: None
Abstain: Mr. Hunt
Mayor Samuels declared the notion carried.
VI.
AUDIENCE REQUESTED BY REV. GERALD BALL,
MINISTER CF AIRPORT FREEWAY CHURCH OF CHRIST
Mayor Samuels re ognized Re 1. Gerald Ball.
Rev. Ball stated that his church is across
the street from Euless Junior High and for the past three years, from 8:00 a.m
to 8:30 a.m. and each afternoon right after school, they have a large number of
junior high children over at the church. He stated that for the past two years

they have had a number of boys and girls that use the overhangs and porches
of the church to smoke pot and pass speed. He stated that almost each day
there is a car that drives up and the kids swarm around the car and then the
car will leave and the kids will go back to their cubby holes. He said he
has talked with the police privately several times and they said they can't
patrol there and check it out because they are on school crossings during
that time. He said that one day last week a member of the church heard a
young man talking to a girl and the boy said "I can get rry speed free, but
I'm not going to give you yours free, do you have any money ?" and the girl
said "yes, its in rry purse ", and he said "well, l e t rre have your purse."
He said the member said that after a while he overheard the girl say "Well
don't go so deep." Rev. Ball said that the member went around the church
where they were and this young boy had the girl's purse, and the lady talked
to them and invited them to leave. Rev. Ball said that he has tried
everything else so thought he would come before the Council to see if there
wasn't something that could be done to slow down the drug traffic and save
our kids.
Mayor Samuels stated that in the last
week or so he has received a report from another church and a different
school and because of calls from Rev. Ball and the other church and from
citizens, the City will begin a program, and all the Council is concerned.
Mayor Samuels stated that he spoke with the principal of Euless Junior High
and he said that he would be glad to come over and get the students and get
them off the church property, if he had the church's permission.
Mr. Pippin inquired if Rev. Ball has
gotten the license number of the car that comes there almost daily.
Rev. Ball stated no, that the police
advised him that the only way they could prosecute would be for them to get
pictures of the ones involved.
Mayor Samuels stated a license number
to the police would help in building a case later, as they can get a name
and last known address with the computer in the Police Department.
Rev. Ball stated he would be glad to
do what he can to get the license number of the car and talk with the
principal of the school as he would like to do what he can to prevent the
junior high school kids from getting in this situation.
Mr. Ozebek stated he can't see how the
kids are legally allowed to congregate at the church.
Mr. Sustaire stated the problem has
existed since the church was built and it is difficult and the police can
only go so far.
Mr. McFarland inquired if Rev. Ball
would be willing to file trespassing violations on the kids.

Rev. Ball stated yes, if it would cut
down on the drug traffic. Rev. Ball stated they don't mind the kids parking
their cars on the parking lot or coming in out of the rain and are not con-
cerned about them gathering there, but he is concerned about the drug
traffic.
Mr. McFarland inquired if the car comes
there daily.
Rev. Ball repl ied quite regular.
Mayor Samuels inquired if the people are
high school age or older.
Rev. Ball stated they appear to be high
school age or just out of high school.
Rev. Ball stated that he realizes the
Council has other things to talk about but he didn't know what else to do
and they do know the kids are using the church property as a place to pass
drugs.
Mr. Pippin stated that the Council
doesn't feel this is any less important than anything else they talk about
and they appreciate him coming and bringing this to their attention.
Mr. Sustaire inquired the number
involved in the drug traffic at the church.
Rev. Ball stated there are eight to
ten in a group, and about three groups.
Mr. Hunt stated he drove by the church
on the way to the Council meeting and observed the porches and alcoves and
he can understand the problem.
Rev. Ball stated they have discussed
bringing the doors of the church out to the edge of the building to eliminate
the porches or installing a chain link fence between the two buildings.
Mayor Samuels stated that he was going
to predict that by January 15th, some measure will be taken to halt this
within our community and if, in the meantime, he can obtain the license
number of the car that comes there it will help the police department. Mayor
Samuels thanked Rev. Ball for coming and informing the Council of the
situation, and to feel free to come back anytime.
Mr. McFarland stated the City Manager has
indicated he will personally check into and see that the department does
explore the specific allegation that Rev. Ball made as to the possible auto-
mobile and the fact that the driver may be a traffic in drugs, and the press

may want to give some consideration in reporting that particular incident
that he doesn't hamper the department's investigation into it.
VII.
CITY ATTORNEY'S REPORT
Mr. McFarland stated that the City has
completed acquisition of all right -of -way for the improvements to North Main
Street.
VIII.
STATUS CF BEAR CREEK PARK
Mr. Hunt inquired the status of acquiring
the property for Bear Creek Park.
Mr. Sustaire stated the City has acquired
all the property except from B. J. Reaves, and he is in the process of closing
the property at th is time, and the fin al configuration has been submitted to
Schrickel and Roll ins and they are in the process of finalizing it and sub-
mitting it to the Bureau of Outdoor Recreation for their approval.
Mr. Hunt inquired if the City Manager
would like to speculate when we might start considering letting bids for
development of the park.
Mr. Sustaire stated that would be based
on when the Federal Funds are received, but he would estimate the first three
months of 1978.
IX.
NAME CHANGE CF CHEEK - SPARGER ROAD
Mr. Sustaire stated he has had a request
to get the consensus of the Council on changing Cheek - Sparger Road to South
Airfield Drive, as it is a continuation of South Airfield Drive from the
airport.
It was the consensus of the Council to
change the name to South Airfield Drive.
