CALL TO ORDER
Chairman Len Weber called the Regular
Meeting of the Planning and Zoning Commission for the City of Euless to order
in the Council Chambers of Euless City Hall at 7:30 P.M. with the following
members present; Messrs. Bert Heyl, Bill Tench and Len Weber. (Absent:
Messrs. Don Hastings and Paul Gates).
Also present were Mr. Jack Bullard, City
Inspector and Mrs. Florence Murr, Recording Secretary.
VISITORS
Visitors in attendance were Mr. J.H. McCoy,
Reverend E.E. Pendergrass and Mr. Joe C. Welborn.
APPROVAL OF MINUTES
Chairman Weber suggested that the reading
of the minutes be dispensed with -- the members having a copy before them
and having received copies prior to the meeting.
Mr. Heyl made the motion that the Minutes
of the Regular Meeting dated October 18, 1966, be approved as written. Mr.
Tench seconded the motion, and the vote is as follows;
Ayes: Messrs. Heyl, Tench and Weber
Nays: None
Chairman Weber declared the motion carried.
I.
PUBLIC HEARING. ZONING CASE NO. 157,
REQUESTED BY MR. JOE WELBORN
Chairman Weber opened the Public Hearing
on Zoning Case No. 157, Mr. Joe Welborn's request for the rezoning of three
lots located on South Main, in the City of Euless, from "A" Residential to
"B" Local Business, and inquired if Mr. Welborn desired to present his case
to the Commission.
Mr. Joe Welborn advised that he owns three
lots located on lots 19, 20 and 21 , Block 9 in Cedar Hills Estates, and that
he is desirous of rezoning this property from "A" Residential to "B"
in order to construct a building to accomodate three tenants, with whom he
is now under negotiations. Mr. Welborn stated that Euless Glass Company, Hurst
Floor Company and Shield Trophy Company are interested in leasing the building
which he plants to construct. Mr. Welborn stated further that the lots in
question are located between two Churches -- one at the corner of Pipeline
Road and South Main and the other South of Sunset, and he does not consider
it to be good residential property; that a portion of the area is zoned "B"
Local Business -- that nothing exists on the property facing West on South
Main, but that it has been zoned "B" Local Business for some time.

I, Mr. Tench asked Mr. Welborn to explain
the type of business conducted by Euless Glass Company.
Mr. Welborn stated that Euless Glass
Company is leasing a building from him at this time -- that it is merely a
basic operation which requires very little more than office space.
kr, Mr. Weber inquired if there were others
who wished to speak in behalf of this rezoning request. There being none,
Mr. Webet asked if there were those present who are opposed to the rezoning
of the property.
Mr. J. H. McCoy introduced himself,
stating that he resides at 906 South Main. Mr. McCoy advised the Commission
that he purchased a brick home at this location approximately two years ago,
and that he does not feel he would be happy with businesses located next to
his residence. He stated that the property was zoned Residential when he
purchased the property and was of the opinion that it would not be rezoned.
Reverend E. E. Pendergrass introduced
himself, stating that he is Pastor of the Euless Assembly of God, and that he
is Interested in learning the type of building which will be constructed and
the type of business which will be conducted in the building. Rev.
Pendergrass inquired as to the type of businesses which can be conducted
under a "B" Local Business zoning.
Chairman Weber advised that the Local
Business Zoning was principally retail sales -- with the exception of service
stations. No manufacturing can be conducted in a "B" Local Business Zoning.
Rev. Pendergrass stated that he would be in
objection to some types of business which might be operated in the area, and
his purpose in attending the Public Hearing was to gain knowledge of the type
of business allowed and the type of business which was planned by Mr. Welborn.
Mr. Welborn stated that he and Mr. McCoy
have been friends for a number of years, and that he would like to advise both
Mr. McCoy and Rev. Pendergrass that the structure which he plans to erect will
be built of tile and will be an attractive building, which will not depreciate.
Chairman Weber advised that it is his duty
to inform all interested parties that a review of the case has been made by
Mr. Robert Caldwell, who has been employed as Land Planning Consultant for
the City of Euless. Mr. Caldwell has informed the City Inspector that he
does not consider this rezoning to be proper for this area, which is primarily
residential.
410, Chairman Weber inquired if there were
others who wished to speak regarding this Zoning Case No. 157. There being
no response, he called for a motion in the case.

Mr. Tench made the motion that the Planning
and Zoning Commission recommend denial of this rezoning request, this decision
being based on the advice of the Land Planner, the location of nearby Churches
and the opposition of the home owner in the area. Mr. Heyl seconded the
motion, and the vote is as follows:
Ayes: Messrs. Tench, Hey] and Weber
Nays: None
Chairman Weber declared the motion carried, and the Zoning Case No. 157 closed.
41111, Mr. Welborn was informed that this case
will come before the City Council and that the recommended date for a Public
Hearing before the Euless City Council will probably be December 13, 1966;
that notices will be published and letters will be mailed to property owners,
prior to that date.
Mr. Welborn inquired as to the time Mr.
Caldwell 's recommendation was received by the Planning and Zoning Commission.
The City Inspector advised Mr. Welborn
that Mr. Caldwell is meeting with the Euless City Council this evening, and
that he had submitted his opinion earlier in the evening. Mr. Bullard
explained that Mr. Caldwell is making a study of the area and land-use maps,
based on his recommendations, will be available in the near future.
Mr. Weber informed Mr. Welborn that the
Planning and Zoning Commission based its recommendation, in this case, on
the recommendation of Mr. Caldwell and the opinion of the members of the
commission. He stated further that Mr. Caldwell 's opinion and recommendations
will always be taken into consideration; that we must always be aware of
Euless' rapid growth and that it should be well-planned, in order for it to
become a well-planned large city.
Mr. Welborn stated that he is for progress
and is interested in seeing the town thrive, but he purchased four (4) lots on
South Main sometime ago because he thought it would be good commercial
property. He had been informed that Pipeline Road will become a thoroughfare
-- placing his lots between two thoroughfares, and he, personally, is of the
opinion that none wants to own a home on a main thoroughfare. He stated,
further, that since the property East of his lots is zoned "B" Local Business
and he is of the opinion the surrounding property should be zoned "B" Local
Business.
ADJOURNMENT
Mr. Heyl made the motion that the meeting
adjourn. Mr. Tench seconded the motion, and the vote is as follows:
Ayes: Messrs. Heyl , Tench and Weber
Nays: None
Chairman Weber declared the motion carried, and the meeting adjourned at
7:55 P.M.
