Planning and Zoning Commission
October 18, 1966
CALL TO ORDER:
Chairman Len Weber called the Regular Meet-
ing of the Euless Planning and Zoning Commission to order at 7:45 P. M. in the
Council Chambers of Euless City Hall , 201 Ector, with the following members present:
,,Messrs. Paul Gates, Bert Heyl , Don Hastings and Len Weber.
Also present were City Inspector Jack
Bullard, Land Planning Consultant, Mr. Robert Caldwell , Mr. Andy Winters and Record-
ing Secretary Mrs. Florence Murr.
APPROVAL OF MINUTES:
Chairman Weber suggested that the reading
of the minutes of the previous meeting, dated October 4, 1966, be dispensed with,
in order to expedite the transaction of business. Each of the members having re-
ceived a copy of the minutes prior to the meeting, Mr. Gates made the motion to
dispense with the reading of same and approve the minutes of the meeting of October
4, 1966, as written. Mr. Hey' seconded the motion, and the vote is as follows:
Ayes: Messrs. Gates, Heyl , Hastings and Weber
Nays: None
Chairman Weber declared the motion carried.
For the benefit of those present, who were
not in attendance at the previous meeting, Mr. Weber read Item I , Planning and
Zoning Minutes dated October 4, 1966, in order that they might be informed, as to
action taken in Zoning Case No. 155.

ZONING CASE NO. 155. ANDY WINTERS
REZONING TRACT FROM "A" RESIDENTIAL TO
"A-2""DUPLEX
Chairman Weber declared Zoning Case No. 155
re-opened, and requested that Mr. Winters advise Mr. Robert Caldwell , Land Planner,
of his plans for this tract of land.
Mr. Winters presented a geographical out-
lay of the proposed subdivision, stating that the fifty (50) ft. drainage easement
shown will , in all probability, be concrete lined. Mr. Winters stated that the
units which he plans to construct are duplexes, the smallest being approximately
2400 square feet. The location of the unit to be occupied by the manager of the
complex, and the location of the proposed swimming pool , to be used by residents,
were pointed out. Mr. Winters advised that this type of building is being done
throughout the country. It will not be a cheaply built complex, but will be very
attractive, with from $25,000.00 to $30,000.00 homes across the street from it. All
of the driveways will be in the rear, with no openings onto Marlene.
Mr. Caldwell commented that he had not
seen the lay-out previously, when requested to give his opinion on this rezoning re-
quest, and Commented that this was a Cluster Type Development.

Mr. Winters showed various elevations
which he plans to construct, stating that the largest structure planned is approxi-
mately 3,250 square feet.
Mr. Caldwell inquired if any garages will
open onto Marlene. Mr. Winters replied that none of the garages will open onto
Marlene.
Mr. Caldwell inquired if there is a possi-
bility that Highway 121A will be changed in any way. Mr. Winters commented that he
Vivis a member of the Highway Committee, and he is of the opinion 121A will not be
altered in any way.
Mr. Caldwell stated that he had been ad-
vised that the Highway Department had stopped all planning for the time being, until
the airport plans are more complete. He stated further that, in looking at the plat
which was furnished him prior to the last meeting of the Planning and Zoning Commis-
sion, pertaining to Mr. Winters' rezoning request, that this area, if rezoned, would
create an island, surrounded by single-family units, and he does not feel that it
would be feasible to rezone only one block. Mr. Caldwell stated that, if the high-
way does go through, he is of the opinion other surrounding land might also be re-
zoned -- that he feels there is going to be a demand for multiple-family units.
However, his firm has not completed its future land use plans. Mr. Caldwell stated
that he had visited the Airport Engineers' office earlier in the day, and although
no specific boundaries were given, he received a great deal of information which
will assist him in future land use plans.
Mr. Caldwell commented that, had he re-
ceived more complete plans as presented by Mr. Winters previously, he would have
considered it in a different light -- that the Cluster Type Construction is being
used in various parts of the country, and he would have no serious objections to
this rezoning. Mr. Caldwell stated that Subdivision-Type developments are becoming
more popular and, possibly, the block on the other side of Mr. Winters' property
should also be rezoned.
Mr. Hastings inquired of the possibility of
someone coming in and constructing cheaper units, after this property has been zon-
ed A-2 Duplex.
Mr. Winters replied that the Planning and
Zoning Commission would have the opportunity to either accept or reject such a pro-
posal , but he is of the opinion, that the price of land in the area would prevent
this, as a builder cannot afford to pay a high price for land, then construct cheap
dwellings on it. The land evaluation must be taken into consideration when a
structure is planned.
Mr. Gates commented that structures of this
type, on a smaller scale, have been constructed on Kynette, and they are very at-
tractive.
Mr. Caldwell stated that his firm will pro-
pose a Master Plan, in the near future, which will be discussed with the Planning
and Zoning Commission, to determine whether or not the Commission approves of the
pattern -- some adjustments will be made, but the proposal will be based on sound
urban planning. Mr. Caldwell advised that this plan should be followed by the Com-
mission and the City, in all cases. A land-use plan is a guide to establish a pat-
tern of urban development that will be attractive to citizens who desire to live in
Euless. Mr. Caldwell suggested that the Planning and Zoning Commission should be
slow in granting zoning changes, during the next two or three weeks, or until it
has had an opportunity to review the land-use plans which will be presented by his
firm.
Mr. Caldwell stated that he is of the
opinion Mr. Winters has a valid plan and suggests that should the Commission

consider his situation favorable, that it also consider the possibility of other
units of this type, in this general neighborhood.
Mr. Winters stated that, in the City of
Fort Worth, duplexes and triplexes are zoned the same, but Euless has a separate
zoning classification. He inquired as to Mr. Caldwell 's opinion, should he, or any
other builder, desire to build a triplex in the area in question.
Mr. Caldwell replied that his firm plans
to recommend a change in the Zoning Ordinance (up-dating it) , as soon as his firm
arrives at a land-use pattern, which is agreeable to the Planning and Zoning Com-
mission and the City Council . The new Ordinance will have a new unit development
classification. A permit is ussued, with a time limit for the beginning of con-
struction, and the Commission knows ahead of time exactly what kind of unit is to
be constructed. Mr. Caldwell commented that this is the procedure followed in most
of the major cities.
Mr. Caldwell advised the Commission that
his firm anticipates completion of, at least a preliminary plan, for presentation
to the City of Euless around the first of November.
Mr. Heyl made the motion to recommend ap-
proval of Zoning Case No. 155, rezoning Andy Winters' property (approximately six
(6) acres) from "A" Residential to "A-2" Duplex. Mr. Gates seconded the motion,
and the vote is as follows:
Ayes: Messrs. Heyl , Gates, Hastings and Weber
Nays: None
Chairman Weber declared the motion carried.
Mr. Bullard, City Inspector, asked Mr.
Caldwell if he should require complete plans from a builder, before accepting a
zoning case.
Mr. Caldwell replied that he is not sure
it could be demanded, if the Ordinance does not require it, but the City Inspector
might explain that he doesn't see how the Planning and Zoning Commission can deter-
mine whether or not it is a legitimate plan, without seeing the plans.
Mr. Winters commented that the City of
Hurst requires a preliminary plan, or a general lay-out, in order for the engineers
to study the problems and to see how the buildings fit into the area.

GENERAL DISCUSSION
PRELIMINARY PLANS - MR. ROBERT CALDWELL
Mr. Caldwell discussed the growth, in re-
cent years, of the City of Euless and surrounding areas -- stating that the high
projection in the year 1990 will be a population of 80,000, and the low projection
Ar is 65,000. Mr. Caldwell showed several maps indicating the population density, the
Iwo industries ( light and heavy) , single dwellings, multiple-family units, etc.
A map indicating dagramatic relationship
of the Proposed Regional Airport to Euless and vicinity was presented for the Com-
mission's study and consideration. Mr. Caldwell stated that the out-lay of the air-
port, as shown on the map, was a tentative plan - not definite. It was noted that
there will be only one road leading to the Air Terminal .

Mr. Weber thanked Mr. Caldwell for his
assistance in Zoning Case No. 155 and for his suggestions and advice on future
questions which may come before the Planning and Zoning Commission.
