CALL TO ORDER
The Regular Meeting of the Planning and
Zoning Commission for Euless, Texas, was called to order in the Council Chambers of
e Euless City Hall at 7:33 P. M., by Chairman Len Weber, with the following members
present: Messrs. Paul Gates, Don Hastings and Len Weber. (Absent: Messrs. Bill
Tench and Bert Hey] .)
Also present were City Inspector Jack
Bullard, Consulting Engineer Kenneth English and Recording Secretary Mrs. Florence
Murr.

APPROVAL OF MINUTES
Chairman Weber suggested that,each of ;:he
members having received and reviewed the minutes of the previous meeting, dated
September 6, 1966, the reading of the minutes be dispensed with, in order to expecii .
the transaction of business for the evening.
Mr. Gates made the motion that the minutes
of the meeting dated September 6, 1966 be approved as written. Mr. Hastings second-
ed the motion, and the vote is as follows:
Ayes: Messrs. Gates, Hastings and Weber
Nays: None
Chairman Weber declared the motion carried.
PUBLIC HEARING, REZONING REQUEST
MR, ANDY WINTERS. ZONING CASE NO. 155
Chairman Len Weber opened the Public Hear-
ing in Zoning Case No. 155, request of Mr. Andy Winters for rezoning of a tract
from "A" Residential to "A-2 Duplex", and called for proponents in the case.
Mr. Andy Winters stated that he is desirous
of the rezoning of this property, consisting of approximately six (6) acres -- that
said property is located at the Northeast intersection of Marlene Drive and the pro-
posed Northwest Boulevard. Mr. Winters presented a plat indicating the location of
of the property and plans for structures, which he plans to erect in this location.
Mr. Winters advised the Commission that he is desirous of this rezoning, in order
that he may build a complex of two-family units, the smallest of which will be ap-
proximately 2400 square feet. Mr. Winters stated that the units will be managed, as
an apartment house is, and will have a swimming pool , for the use of the residents.
The plans and specifications presented by Mr. Winters called for two, three and four
bedroom duplexes, to be built of masonry construction.

In reply to an inquiry, Mr. Winters stated
that this will be rental property, but that a unit may be purchased by an individ-
ual and, in this case, the sale of services for the up-keep of the property would
be included.
Following a discussion, Chairman Weber in-
quired if there were others who wished to speak for or against this rezoning re-
quest. There being no response, Chairman Weber inquired if notices had been mailed.
City Inspector Jack Bullard informed the
L. Commission that notices pertaining to the Public Hearing had bean mailed to proper-
ty owners in the area.
Chairman Weber read a portion of a letter
from Mr. Robert Caldwell , Land Planning Consultant to the City of Euless, dated
September 30, 1966, in which Mr. Caldwell commented on Zoning Case No. 155, advising
that he could not recommend that the change be granted in this case.
Mr. Winters inquired if Mr. Caldwell is
aware of the proposed Northwest Boulevard and of the park which will be constructs
adjacent to his property.
The City Inspector advised that Mr. Cald-
well had been sent a map which was used previously in this request, and that he
should be aware of the surroundings.
Mr. Kenneth English stated that the pro-
posed highway was mentioned in the 1960 Master Plan, which was prepared for the
City of Euless.
Upon inquiry as to his immediate plans for
construction of these units, Mr. Winters stated that he has obtained financial Lack-
ing for this project and is ready to start, as soon as the bridge at the end of
Marlene has been constructed -- that he is very anxious to get started, as he is of
the opinion this complex will be an asset to the community.
Consulting Engineer Kenneth English stated
that his firm has advertised for bids for the construct:on of the bridge which Mr.
Winters refers to.
After discussion, Mr. Hastings commented
that he is of the opinion, personally, that structures of the type indicated by Mr.
Winters' plans would be an asset to the community.
Mr. Gates stated that he is of the opinion
this matter should be discussed with Mr. Caldwell , in order to show him the plans
and discuss the matter further.
Chairman Weber stated that he is of the
opinion the Commission should make an effort to have Mr. Caldwell attend the next
meeting of the Planning and Zoning Commission to meet with Mr. Winters and the
Commission.
Mr. Winters stated that he is of the
opinion Mr. Caldwell is not aware of the plans he ; s for this tract, and that he
would like to meet with him, in order to enlighten Mr. Caldwell in the matter --
also that he is very anxious to get started on the construction of these buildings,
while the money is available to him.
Mr. Gates made the motion to close the
Public Hearing and request that Mr. Robert Caldwell , Land Planner, be present at
the next Regular Meeting of the Planning and Zoning Commission, at which time Mr.
Winters will come back and make his presentation to the Board. Mr. Hastings second-

PUBLIC HEARING. ZONING CASE NO. 156
REZONING FROM "A" RESIDENTIAL TO "C"
COMMERCIAL, PORTION OF 10 ACRE TRACT,
0. W. "BLACKIE" MILLER
Chairman Weber declared Public Hearing on
Zoning Case No. 156, rezoning a portion of a ten (10) acre tract owned by Mr. 0. W.
Miller from "A" Residential to "C" Commercial ,open.
Mr. 0. W. "Blackie" Miller stated that a
portion of the ten (10) acre tract which is located on Highway 183 is presently
zoned "C" Commercial , and he is desirous of having the remainder of this tract re-
zoned from "A" Residential to "C" Commercial , in order that he may enlarge the
trailer park, which he now operates. Mr. Miller advised that his plans are to en-
large his trailer park by thirty (30) spaces -- that the spaces will be ninety (90)
feet in length and thirty (30) feet wide -- that the spaces will accomodate sixty
(60) and sixty-four (64) ft. trailers. Mr. Miller states that he plans to const.-ucL
a first class trailer park and proposed to construct a ten (10) ft. redwood fence
between the trailer park and the residences behind it.
Mr. Gates inquired if the lots in the
trailer park which is now operated by Mr. Miller are of the same size as thos: pro-
posed. Mr. Miller replied negatively, stating that the proposed lots will be ,:on-
siderably larger.
Chairman Weber inquired if Mr. Miller Glans
to have another entrance. Mr. Miller stated that he does not plan to, at this time.
Mr. Hastings asked what is located between
Mr. Miller's property and the residential area near it. Mr. Miller replied that
there was only trees and grass in the area.
Mr. Gates inquired if Mr. Miller plans to
extend the fence, of which he spoke earlier, entirely across his property line. Mr.
Miller replied that he plans to erect a swinging gate across the creek, and he
pointed out the area in which trailers will be located.
Chairman Weber inquired as to the length
of time the presently operated trailer park has been operated by Mr. Miller. Mr.
Miller stated that he has operated the trailer park since the year 1955.
Chairman Weber inquired if there were
others present who desired to speak in behalf of th7s rezoning request.
There be Jg none, Mr. Weber inquired if
there were those present who opposed the rezoninc of this property.
Mr. J. G, Stoltze introduced himself,
stating that he resides at 807 Canyon Ridge. Mr. Stoltze presented a petition, ad-
dressed to the Euless Planning arc. Zoning Comm• c on, signed by forty-seven (47)
property owners in the area. The ctition lists several reasons for their opposi-
tion to the rezoning of Mr. Millers property.

Chairman Weber inquired as to Mr. Stoltze's
position in this rezoning request. Mr. Stoltze replied that he is a property owner
and is representing the other property owners in the area; that he is of the

opinion a trailer park would be visible from almost every home in the area, in
spite of the fence which Mr. Miller proposes.
Mr. Harry Bell presented colored slides,
showing various homes in the area and advised the members that the pictures had been
taken without the knowledge of the home owners.
Mr. Bell advised that he also had pictures
which were made inside the trailer park, which is now operated by Mr. Miller, and
Cr inquired if the owner is opposed to his showing the pictures at this time.
Both Mr. and Mrs. Miller stated that they
are opposed to the pictures having been made without their permission.
After some discussion, Chairman Weber ad-
vised that the films will not be shown at this time and inquired if there were
others who wished to comment in opposition to this rezoning case.
Mr. Bell stated that he is of the opinion
the trailer park which is now operated by Mr. Miller is deplorable and suggester'
that Members of the Planning and Zoning Commission should go down and look at t .e
condition of it.
Mr. Stoltze stated that the majority of the
property owners in the area are of the same opinion, and that was their purpos. in
submitting the petition which was read earlier in the meeting.
Mr. Miller invited everyone to come down
and look at the trailer park and inquired as to the number of homes that would be
adjoining the proposed trailer park.
After discussion, it was determined that
the homes of Messrs. Martin, Holder and Ray actually joined the property.
Mr. Miller stated that there would be only
one home adjoining the trailer park, as proposed.
Chairman Weber read a portion of the letter
from Mr. Robert Caldwell , Land Planner, dated September 30, 1966, in which Mr. Cald-
well comments on this rezoning request, suggesting that a compromise be worked out
with the owner, whereby he would suboit a plan or arrangement of the intended ex-
pansion for review by the Commissior , this plan to include the following provisions:
(a) Establishment of a definite north b: : Haary line of development.
(b) Maintain existing wooded vegetaticn )1ong the east and north
boundaries.
(c) Provide a peripheral open space o4 at least 150' between the
property boundary lines and the n. arest line of trailer site
development.
(d) Provide a screen planting of suir- le native trees and under-
growth shrubs atom i-he east bo' - ' :-y line in the open space
provided.
Mrs. E. D. Holder commented that the
previous wooded area has been remove ] by a bulldozer, and there is no screening at
this time.
Upon inquiry, as to who removed the trees,
Mrs. Holder replied that she presumed the property owner had it done.

Mr. Stoltze stated that Mr. Robert Caldwell
commented, in his letter of September 30, 1966, which was read earlier in the meet-
ing that properly planned and screened mobil home parks may be appropriate in multi-
family zoning areas, but the residences in this area are single-family dwellings.
After a lengthy discussion, Mr. Hastings
made the motion that, at this time, the rezoning request be denied -- stating that
his opinion was reached after having read the letter from Mr. Robert Caldwell , Land
Planner. Mr. Gates seconded the motion, and the vote is as follows:
Ayes: Messrs. Hastings, Gates and Weber
Nays: None
Chairman Weber declared the motion carried and Planning and Zoning Commission re-
commends to Euless City Council that Zoning Case No. 156 be denied. (Petition and
copy of letter from Mr. Caldwell on file in Office of City Inspector.)
City inspector Jack Bullard advised that
Zoning Case No. 156 is not final at this time. The case will come before Euless
City Council for final approval . In reply to question as to approximate date of
the next Public Hearing in the case, Mr. Bullard stated that the tentative data is
November 8, 1966.
III .
APPROVAL OF FINAL PLAT
WESTW00D VILLAGE NO. 3
Mr. Kenneth English presented a letter
from Consulting Engineer Bill Ratliff, dated October 4, 1966, in which Mr. Ratliff
states that the Final Plat of Westwood Village No. 3 has been reviewed by the Engi-
neers, with the exception of the Water and Sewer plans. Mr. Ratliff advised that
the following points should be considered in plat approval :
(1) Revision of the inlet design to the flush type rather than the
"Dallas" recessed type.
(2) The Developer should be made aware that even though the City
agreed, during preliminary review of the addition, to con-
struct Town Creek Drive from this filing to North Main, there
are no Capital Improvements funds immediately available for
this purpose, and the actual construction may be as much as
twelve (12) months away.
(3) The Developer should obtain permisr ' from the adjoining
property owners tc grade the natui ground at the North end
of Salem Drive it .3 manner which u 91 allow this street to
drain.
Messrs. Hugh Waite an- Leon Levitt wer- present and presented the plat
of Westwood Village No. 3, which ,.Nas reviewed by 'ambers of the Commission.
After discussion of the .srainage in :_t „ area and the suggestions which
were submitted by Mr. Ratliff, ChE .-man Weber f: r;.,c-;ted the opinion of Mr. English
+r in this plat approval .
Mr. English stated that he recommends approval of Final Plat, subject tc>
Mr. Ratliff's recommendations.

approval of Final Plat, Westwood Village No. 3, subject to the Engineer's recommend-
ations. Mr. Gates seconded the motion, and the vote is as follows:

SETTING DATE FOR PUBLIC HEARING
ZONING CASE NO. 157 - MR. JOE WELBORN '
City Inspector Jack Bullard stated that Mr.
Joe Welborn requests the rezoning of Lots 19, 20 and 21 , Block 9, Cedar Hills Es
tates, from "A" Residential to "C" Commercial . Mr. Bullard advised that the pror...•-
ty in question faces Euless-Grapevine Road.
Following a discussion of other properties
in the area, Mr. Gates made the motion to set November 2, 1966 as the date frr
Public Hearing before the Planning and Zoning Commission. Mr. Hastings secon-°� ' the
motion, and the vote is as follows:
Ayes: Messrs. Gates, Hastings and Weber
Nays: None

V.
COMMERCIAL PERMIT NO. 44
HERMAN SMITH. WILSHIRE SHOPPING CENTER
Mr. C. R. Anderson introduced himself, stat-
ing that he is representing Herman Smith Company. Mr. A.'derson presented plans for
proposed building to be constructed in the Wilshire Shop7ing Center, stating that
this particular building will house a men's clothing sto e.
Mr. Gates made the motion to recommend ap-
proval of Commercial Permit No. 44 to Euless City Council . Mr. Hastings seconded
the motion, and the vote is as follows:
Ayes: Messrs. Gates, Hastings and Weber
Nays: None
Chairman Weber declared the motion °arried.
