HomeMy WebLinkAbout1966-09-06 Regular Meeting of the Planning and Zoning Commission September 6, 1966 CALL TO ORDER The Regular Meeting of the Planning and Zoning Commission was called to order at 7:30 P. M., in the Council Chambers of Euless City Hall , by Mr. Len Weber, Chairman. The following members were present: Mr. Weber, Mr. Paul Gates and Mr. Bill Tench, newly appointed member, who replaced Mr. LaVern Lee, recently resigned. (Messrs. Bert Heyl and Don Hastings were absent) Also present were Mr. Jack Bullard, City Inspector and Recording Secretary, Mrs. Florence Murr. VISITORS Visitors in attendance were Messrs. W. W. Cromer, J. 0. Johnson, James G. Crittenden, Bill Pasteur, Mike Pierce, H. M. New- berry, David C. Moak and Jack Apwisch. APPROVAL OF MINUTES The Minutes of the Regular Meeting, dated August 2, 1966, were read and approved, as presented. I . PUBLIC HEARING. ZONING CASE NO. 154, MR. J. 0. JOHNSON Chairman Weber opened the Public Hearing on Zoning Case No. 154, in which Mr. J. 0. Johnson requests the re-zoning of Tract 6C, located at 954 North Main, from "A" Residential to "C" Commercial . Mr. J. 0. Johnson, owner of said property, was introduced by Mr. Bullard and requested to inform the Commission of his desires pertaining to the property. Mr. Johnson stated that he now resides on the front of the tract in question, which is located at 954 North Main, and he con- ducts his business from a structure located on the rear of this tract. Mr. Johnson stated that he desires to build a larger building, to accomodate his business, which is the fabricating of sheet metal details, and has been informed that it will be necessary to have the property re-zoned from "A" Residential to "C" Commercial, before such a permit can be issued. Mr. Johnson stated, further, that he desires to construct a building, approximately 100 feet by 200 feet in size, to be of sheet metal , of a design which can be added to, in an attractive manner. Mr. W. W. Cromer, who owns property ad- ,jacent to Mr. Johnson's tract, was present and stated that he has no objections to the re-zoning of this property. Mr. Cromer stated that he is of the opinion, that Mr. Johnson should be allowed to utilize his land, in a way which will be most beneficial to him. Mr. Weber inquired if there were others who wished to speak, at this time. (NW Two, Minutes of Regular Meeting. Planning and Zoning Commission, September 6. 1966.) ihr Mr. H. M. Newberry stated that he, too, owns property adjacent to Mr. Johnson's property and that he does not object to this re-zoning being granted. Mr. Jack Bullard, City Inspector, pro- duced maps, showing details of the property and zoning of surrounding properties, which were studied by Members of the Planning and Zoning Commission. After considerable discussion, Mr. Bill Tench made the motion that Zoning Case No. 154 - Mr. J. 0. Johnson - be denied, stating that his opinion was based on the over-all consideration of surrounding residential area and the park plans for the area. Mr. Gates seconded the motion, and the vote is as follows: Ayes: Messrs. Tench, Gates and Weber Nays: None Chairman Weber declared the motion carried and Zoning Case No. 154 denied. Mr. Tench stated that, due to the sur- rounding area being zoned "A" Residential , he does not consider it advisable to re-zone this tract. Mr. Johnson asked which park the Commis- sion referred to. Mr. Weber informed Mr. Johnson that the park referred to is Midway Park. Mr. Johnson inquired how that area affect- ed his property. Mr. Weber stated that, in his opinion, Commercial Zoning covers a wide field, and although his business might be all- right, it could get "out of hand". Mr. Weber stated, further, that the Commission is taking into consideration the home owners and future home owners in the area. A visitor inquired if there is a lesser degree of commercial type zoning that Mr. Johnson might request. The City Inspector advised that the only other zoning is "B" Local Business, which is primarily retail stores, and that Mr. Johnson's type of business would not fit into this category. Mr. Johnson inquired as to his status. Mr. Weber advised that, as long as his neighbors do not object, he has no problem in continuing to operate, as he does at this time. Mr. Johnson inquired if he will be allow- ed to enlarge the building from which he operates at this time. The City Inspector informed Mr. Johnson that he should not consider the Case final , as it still must be acted upon by the Euless City Council . Mr. Bullard explained that the Council can either concur with the recommendation of the Planning and Zoning Commission or, if he (Mr. Johnson) can show the Council a just reason, which the Council believes to be (Page Three, Minutes of Regular Meeting. Planning & Zoning Commission, 9-6-66.) sufficient, this re-zoning request may be granted. Chairman Weber declared the Public Hearing in Zoning Case No. 154 closed. II . SETTING DATE FOR PUBLIC HEARING ZONING CASE NO. 155, REQUESTED BY 460.4R1 ANDY WINTERS The City Inspector presented a request from Mr. Andy Winters, for re-zoning a six acre tract out of the J. Matson Survey, from "A" Residential to "A-2" Duplex. Mr. Bullard presented a plat pertaining to the land in question and pointed out, to the Commission, residences presently lo- cated in the area. After discussion, Mr. Gates made the mo- tion that the date of October 4, 1966 be set for Public Hearing in Zoning Case No. 155. Mr. Tench seconded the motion, and the vote is as follows: Ayes: Messrs. Gates, Tench and Weber Nays: None Chairman Weber declared the motion carried. (Public Hearing, Zoning Case No. 155, Andy Winters, to be held on October 4, 1966.) III. APPROVAL OF PLAT REVISION LOTS 1 , 2 AND 3 OF BLOCK 2, TRAILWOOD The City Inspector informed the Commission that Mr. Byers has purchased some extra footage in this area and is desirous of a revision of the sizes of Lots 1 , 2 and 3 of Block 2, Trailwood Addition. Mr. Gates made the motion to recommend ap- proval of the revision of footage in Lots 1 , 2 and 3 of Block 2, Trailwood Addition as requested. Mr. Tench seconded the motion, and the vote is as follows: Ayes: Messrs. Gates, Tench and Weber Nays: None Chairman Weber declared the motion carried. IV. PLAT REVISION OF LOTS 16 and 17, BLOCK 4; LOTS 17 and 18, BLOCK 4; LOTS 25 and 26 BLOCK 1 , PROVIDING A TEN FOOT DRAINAGE AND UTILITY EASEMENT, TRAILW00d ADDITION The City Inspector informed Commission Mem- bers that the lots in question are located in Trailwood Addition -- that the ease- ,nents were originally platted and planned, but were omitted from the original sepia. Mr. Bullard stated that, if this revision is approved, it will actually be a dedi- cation of the originally planned utility and drainage easements. In reply to an inquiry if any of the lots in the area have been sold, Mr. Bullard advised that Mr. Alton Ray has purchased Lot 16R and understands that the easements exist. (Page Four. Mr. Tench made the motion to recommend Plat Approval Revision of Lots 16 and 17, Block 1 Lots 17 and 18, Block 4; and Lots 25 and 26, Block 1 , providing a ten foot drainage and utility easement. Mr. Gates seconded the motion, and the vote is as follows: Ayes: Messrs. Tench, Gates and Weber Nays: None Chairman Weber declared the motion carried. V. APPOINTMENT OF TEMPORARY SECRETARY PLANNING AND ZONING COMMISSION Chairman Weber stated that, due to the re- cent resignation of Mr. LaVern Lee, it becomes necessary that a Secretary be elect- ed, to replace him -- that he prefers to wait until all members of the commission are present, to voice their opinion in this election. There being a necessity for someone to serve in that capacity at this time, to sign revisions which have been approved, Mr. Weber made the motion that Mr. Paul Gates be appointed to serve as Temporary Secretary, until an election can be held. Mr. Tench seconded the motion, and the vote is as follows: Ayes: Messrs. Weber and Tench Nays: None Abstained: Mr. Gates Chairman Weber declared the motion carried, and Mr. Gates will serve as Temporary Secretary. VI . COMMERCIAL BUILDING PERMITS NOS. 41 and 42 MR. JACK APWISCH Mr. Jack Apwisch advised the Commission that he is desirous of constructing two commercial buildings, to be located at ,4, 1008 Pamela and 1101 Pamela. Mr. Apwisch stated that Commercial Permit No. 11Cli it9 jamela, is to be constructed for one of his present companies, who anticipates the need for expansion. The City Inspector stated that he has re- viewed the plans for both of the structures, and one of them is to be a duplicate of the building which is now occupied by Tri-Tronics. Mr. Gates made the motion to approve Commercial Permits Nos. 41 and 42. Mr. Tench seconded the motion, and the vote is as follows: Ayes: Messrs. Gates, Tench and Weber Nays: None Chairman Weber declared the motion carried. VII . COMMERCIAL PERMIT NO. 43. MOBIL SERVICE ihrSTATION. 103 NORTH MAIN Mr. Bill Pasteur introduced Mr. Mike Pierce, representative of Mobil Oil Company, who stated that his company has pur- chased the property now occupied by the First Baptist Church, and plans to remove �r all of the structures now located on this property. He stated,further,that Mobil Oil Company desires to construct a Service Station at the Southwest corner of North Main and Spur 350. (Page Five. Minutes of Regular Meeting. Planning and Zoning Commission. 9-6-66,) The City Inspector informed the Commis- sion that he has reviewed the plans and presented plat and plans to members for their consideration. Mr. Pierce stated that the proposed structure is to be identical to one located in Hurst at the corner of Precinct Line Rd. and Bedford-Euless Rd. After reviewing the plat and plans, Mr. Tench made the motion that Commercial Permit No. 43 be approved. Mr. Gates towseconded the motion, and the vote is as follows: Ayes: Messrs. Tench, Gates and Weber Nays: None Chairman Weber declared the motion carried. VIII. SETTING DATE FOR PUBLIC HEARING ZONING CAE NO_ 1,56,0„�I. 'BLACK i E" MILLER The City Inspector informed the Commis- sion that Mr. 0. W. "Blackie" Miller is desirous of re-zoning a tract of land out of the A.M. Downing Survey A-415 from "A" Residential to "C" Commercial . Mr. Bullard stated that the land in question is vacant, at present, and that Mr. Miller desires to use it for the purpose of enlarging his Trailer Park, the Circle M Trailer Park on Highway 133. Mr. Bullard pointed out the location, on the map, to members of the Commission, stating that it would be an extension of approximate- ly 033 feet, to the presently operated Trailer Park. After considerable discussion, and study of the plat, Mr. Gates made the motion to set a date for Public Hearing in Zoning Case No. 156 as October 4, 1966. Mr. Tench seconded the motion, and the vote is as follows: Ayes: Messrs. Gates, Tench and Weber Nays: None Chairman Weber declared the motion carried. (Public Hearing to be held on Octo- ber 4, 1966.) Ix. ADJOURNMENT The meeting adjourned at €:40 P. M.
