Call to Order I
Ikaw The regular meeting of the Planning & Zoning Commission
was called to order by the Chairman; Henry Uselton at 700 p.m,
The following members were in attendances Messrs. LaVern
Lee, Bert I#ey1j. Members absent, Messrs, bon Hastings and L Weber,
• Ala° present were C. McKay, Assistant City Inspector and
James Cribba, City Attorney.
Visitors present were Mr, and Mrs, J. L. Gregg and Messrs.
V. K, Roberts and Frank H. Austin,
Presentation of Minutes II.
The minutes of the previous meeting were read and approved. `
New Business III,
A,, Presentation of plat and drainage - Green Hills Park Addition - Third
Installment - Janann, Inc, - Developer,
Mr, V, K. Roberts, representing Janann, Inc. presented the third in-
stallment of Green Hills Park Addition for approval.
Mr, English, engineer, presented a letter to the chairman from Gregory,
Knowlton and Ratliff stating that the lot sizes shown on the plat were
smaller than required by Ordinance., He further stated that Mr. Bul-
lard, City Inspector, was desirous that the drainage problem in Green
Hills Park, second installment, ire, the drainage conduit in the 1200
block of Glenn Drive, should be corrected prior to or consecutive with
any additional development in this preliminary. (Letter hereby made a
part of the Minutes).
Mr, Roberts then presented a revised plat of the third installment,
showing lot revision to conform to the 65 feet required at the front
building line.
Mr, and Mrs, J.. L. Gregg, 1203 Glenn Drive, were recognized by the
Chairman and stated their home at the above address was flooded
during heavy rains and they were desirous of a correction in the
drainage system to eliminate this situation.
It was noted by the Chairman that the Developer had given a 28 foot
set-back on Harwood Road and requested consideration from the Council
for acceptance of this dedication in lieu of assessment against pro+
perty owners fronting on Harwood Rt4d for any future street improve-
ments.

The Chairman recommended to the Developer that he secure a drainage
easement from the property owners where Donley Drive drains North on
unplatted land and where Glenn Drive drains West on unplatted land.
After considerable discussion concerning the responsibility for the
drainage problem in the second installment to Green Hills Park, the
Commission concurred that a legal problem was involved and a motion
was made by Bert Heyl to table the request for recommendation of
approval of the third installment of Green Hills Park until a legal
opinion might be obtained from the City Attorney. The motion was
seconded by LaVern Lee; the motion carried unanimously.
Mr. Roberts had stated earlier in the proceedings that his Corporation
had obtained the properties of Centro Development Corporation, the
developer of the first and second installment of Green Hills Park,
through Bankruptcy Court and did not consider the unsolved drainage
situation the responsibility of Janann, Inc.
B. Presentation of plat revision - drainage easement Lot 28R - Alex-
ander Cullum Subdivision.
Mr. English presented a letter to the chairman -stating the plat had
not been received in his office to date and requested a tabling of --
this item until such time as the Engineers could take this matter
under advisement. (Letter hereby made a part of the minutes).
taVern Lee made a motion to table this item. The motion was seconded
by Bert Heyl; the motion carried unanimously.
Other Business IV.
A, Commercial Permit No. 22 - New Area. Homes of Porcelain - Mr. Frank
H. Austin, representative.
Mr. Austin introduced porcelain laminated steel homes, a pre-engineer-
ed, pre-assembled 100 year maintenance free home, designed for the
low-cost housing market.
Mr. Austin requested a permit to build such a home as a sales office
on 100 foot frontage, West of Western Hills Inn.
LaVern Lee made a motion that upon approval of the Engineers and the
City Inspector, the Commission recommended approval of the request.
Bert Heyl seconded the motion; the motion carried unanimously.
Adjournment V.
The meeting was adjourned at 9:45 p.m. by general consent
of the members.
