REGULAR MEETING
of the
PLANNING & ZONING CC MI S SI ON
June 13, 1963
CALL TO ORDER I.
The regular meeting of the Planninv' & Zoning
Commission was called to order by Henry Uselton. The following members were
in attendance: Messrs. LaVern Lee, Bert Heyl, Leonard !Weber and Don Hastings,
Mr. Hastings arrived following the election of a chairman at approximately
7:30 p.m.
Also in attendance, Mayor William Fuller, Messrs.
Bobby Fuller, Harold Samuels snd Frank Douglass, councilmen; Jack Bullard, City
Inspector, and Fannie Gorman, recording secretary.
Visitors present were Mr. and Mrs. Linley Lucas.
PRESENTATION OF MINUTES II.
The Minutes of the previous meeting were read by
the secretary. The minutes were approved as read. Mr,. Len Weber was welcomed
to the Commission by the Chairman and members of the Commission.
OLD BUSINESS III.
As there was no old business scheduled this item
was passed,
NEW BUSINESS
A. Election of Chairman Mr. Henry Uselton suggested Bert Heyl be
elected Chairman. Mr. Heyl expressed satifaction with Mr. Uselton
presiding as chairman and made a motion to elect Mr. Uselton chairman.
The motion was seconded by LaVern Lee. The motion passed unanimously.
B. Commercial Permit No. 19 -Tack Apwisch - request for warehouse and office
at 1001 Pamela Drive, Lots 2 & 3, Block 1, Euless Industrial Park.

1965)
City Manager Cowell presented plans for a commercial warehouse and
office which had been submitted to the City Offices just prior to
the convening of this council meeting. He stated that Mr. Apwisch
was desirous of securing approval of the plans and approval of a
commercial permit. City Manager Cowell stated that Mr. Jack Bullard,
Building Inspector, had inspected the plans and that they met with
requirements established by the City. Councilman Samuels made the
motion to approve the plans as presented subject to the plans being
approved by the Planning & Zoning Commission. Councilman Warren sec-
onded the motion and the vote is as follows:
Ayes: councilmen Warren, Fuller and Samuels
Nays: None
Mayor Fuller declared the motion carried,

Jack Bullard, City Inspector, stated the request complied with all
City requirements. After inspection of the plans and specifications
by the Commission, ,:r. Heyl made a motion to grant the request for
Commercial permit Ho. 19, The motion was seconded by LaVern Lee. The
motion carried unanimously.
C. subdivision approval - " est Begins" - 266 lots - Euless Developers,
drainage and profile. Charles DeCuir and R. V. Lunsford, rep.
Kenneth rnglish, consultant Zngineer, stated the street cross-section
and drainage profile had not been submitted to his office and the firm
had notified him that they would not have sufficient information to
submit the request for approval as had been planned. This item was
passed until such time as the necessary information is presented to
the 2ngineers.

131-A - Berth Plisko - request for rezoning lots 18 t 19, Block 14, sell
Ranch Terrace, 7.e entered as item A for d'.scussion. (This item tabled 1.1,
T fanning Zoning; Commission on May 18, 1965) The previous proposal for
rezoning the entire block 14, lots 1 thru 19, was discussed and Mayor
Puller sub?ested he would like to see the matter of zoning the whole block
be given careful study and consideration. He further sur*gested the Plan-
ning and Zoning Comr.isson recommend lift'n; the mouratorium on zoning,
keeping in mind the zoning map as proposed by the Bn';ineers and giving
thorou^h study to the proposed map. Bert Heyl made a recommendation to
ap rove the request as submitted for rezoning lots 18 Sr. 19, block 14, Bell
Ranch Terrace. on Hastings seconded the motion. The motion carried unan-
mously. (Resolution Ho, 46)
B. Joint4ieeting - Planning 2: Zoning Commission and City Council - dis-
cussion of proposed zoning ordinance and map.
nr. Kenneth Bnglish advised the Commission that the proposed zoning map
is a combination of the old zoning map and the ideas presented in the
Master Plan as interpreted by the Engineers. gr. nngiish noted that
some property had reverted to residential zoning. He suggested the Com-
mission formulate their opinions with reference to the Zoning proposed,
so that they will be prepared to answer the questions of the property
owners,
Mr, Heyl asked what was the matter with the old zoning map. t.•:r. raglish
stated that E. Belnap in Port ':Yorth is an example of strip zoning and
the property had been ruined by this type zoning. He further stated
the old Ordinance had a limited number of classifications, namely three,
for zoning purposes.
Commission member Peyl made a motion to recommend li.£tin the mouratori_um
on zoning, stipulatin the mouretoriur be lifted until live) t±me as a land
use map is available. The motion was seconded by Don Hastings. The mo-
tion carried unanimously.

Mr, Hell made a motion to recommend against Strip zoning and adopt
Land use planning is oppseed to :toning all land in the manner of the
4660, Master Man. All existing building, presently zoned, would be classi-
fied under the new Ordinance with comparable zoning. All vacant /and
zoned at the time of the passage of the new Ordinance would automatically
revert to Residential classifieation at the expiration of one year, pro-
viding building or permit to build had not been instigated within the
year, Don Hastings sesended the aotioa$ the motion carried unanimously.
Mr, Lee made a motion to recommend setting a time limit on property
rezoned by the New Ordinance, It Wes suggested that unless rezoned
property is developed within a two year period following rezoning, the
property will automatically revert to Residential zoning at the expira-
tion of the two year period, Mt, Nevi seconded the motion= the motion
carried unanimously,

consent of the members,
