CALL TO ORDER
The regular meeting of the Planning &
Zoning Commission was called to order by Henry Uselton in the absence of the
Saw Chairman, Edward Smith (resignation effective May 26, 1965) and the interim of
the selection of a temporary chairman. Members present were Messrs. Don Hast-
ings and Bert Heyl. Not present, LaVern Lee, secretary.
Also present were Frank Douglass, Council-
man; Lee Cowell, City Manager; Mayor W. G. Fuller, Kenneth English and Bill Rat-
liff, Consulting Engineers; Jack Bullard, City Inspector and Fannie Gorman, Re-
cording secretary.
II.
PRESENTATION OF MINUTES
The Minutes of the previous meeting were
read by Don Hastings in the absence of the secretary. Don Hastings made a mo-
tion to correct Item IV-B to read as follows:
Bert Heyl made a motion to table Zoning Case 131-A until a joint meeting of
the Planning & Zoning Commission and the City Council, etc.
The motion was seconded by Bert Heyl; the motion passed unanimously.
III.
NEW BUSINESS
A. Election of temporary chairman - Don Hastings made a motion to elect
Henry Uselton as temporary chairman. The motion was seconded by Bert
Heyl; motion passed unanimously,
IV,
OLD BUSINESS
A. Joint-Meeting of the Planning & Zoning Commission and the City Council -
Discussion of Proposed Zoning Ordinance and Neap.
Bill Ratliff explained the theory and concept of Master Plan Zoning and
Land Use Planning and stated that all recognized authority recommends
against strip zoning. He further stated the Land Use Plan recommends what
land should be used for and does not recommend zoning all land in the man-
ner of the Master Plan. He specified the need for two maps, zoning and
land use map for a guide for the Planning & Zoning Commission and the City
Council. A detailed explanation of the transfer of the Zoning designation
from a three to eleven catagary followed.
A general discussion of the proposed Zoning Ordinance and Map followed.
