A. Horton, LaVern Lee and Henry Uselton. Not present, Bert Heyl. (Out of town) Also present, Jack Bullard, City Inspec- tor, Bill Retliff, City Engineer and Fannie Gorman, recording secretary. Visitors present were S,A.Blackburn, J. L. Blackwell, Warren Fuller, Allen Taylor, Bill Pasteur, George Eberhart, Roy F. Petersen, E, J. Karpenko, James Cribbs and Roger Hommer. PRESENTATION OF MINUTES The minutes of the previous meeting were read by the secretary. The minutes were approved as read, OLD BUSINESS I. A. Philip C. McGahey - Zoning Case No. 106, Ref. Planning and Zoning min- utes, October 15, 1963, Item 3. Topographical map, Engineers' letter. Engineers' letter dated December 1, 1964 hereby made a part of the minutes. This item was tabled and considered as the last item on the agenda. City Manager, Lee Cowell, presented the facts concerning the request and asked for a recommendation from the Commission. After discussion, Edward Smith, made the following recommendation. "Mr, Tucker has complied with the Commission's wishes concern- ing the topographical map and dedicated street to be abandoned; the recommendation for rezoning is still in effect and the Commission accepts the information as sufficient. however, the Commission requests a plat- ting of the acreage as there is no plat on file." II. A. Commercial Permit #10 - Warren Fuller, Service Station on Lot 1, Bik. 2, S. W. Mills Survey. (Dalworth Oil Company) Warren Fuller appeared with J. L. Blackwell, Dalworth Oil Company representative, as propon- ents of the request. There were no opponents of the request. Henry Uselton made a motion to recommend approval of the request. The mo- tion was seconded by J. A. Horton. The motion passed unanimously. B. Commercial Permit #9 - C. T. Beckman & Miles Pierce - Medical Center Morrisdale Estates, J. W. Haynes Survey. Ref: City Council Minutes, November 24, 1964, Excerpt, Item IV. Bill Pasteur and Allen Taylor appeared as proponents. E. J. Karpenko, 4204 Brierwood Court, Hurst, asked to have the floor as he represented a group interested in the Planning & Zoning Minutes - December 1, 1964, con"t development of the area in the J. W. Haynes Survey and wanted to ask Mr. Pasteur what plans were intended for the entire area. Mr. ilr Pasteur replied it would be quite vague, as the property had been purchased only a short time, but he hoped it would be developed commercially and would be along the line of a medical center. Mr. Kapenko asked if there would be a filling station there. Mr. Pas- teur stated there is no commitment for one, but he might say there could be a gas station in the future. Mr. Karpenko replied there will have to be quite a contest on it, as he understood the zoning does not permit a service station without public hearing according to Ordinance #200. The Commission was asked for an opinion on this. The chairman stated that the land was properly zoned for a medical clinic, the plans were acceptable, that any request for rezoning to allow for a service station would require public hearing. Further discussion followed with Roy F. Petersen, George Eberhart and E. J. Karpenko reviewing the plans for the clinic with Fir. Pasteur further stating there were plans for five spaces in the building with space available for four doctors and a pharmacy. J. A. Horton made a motion to recommend approval of the request. LaVern Lee seconded the motion. The motion carried unanimously. C. Zoning Case #135 - J. R. Duckett - Request for rezoning from Local Business to "C" Commercial on a tract of land in the J. P. Raiford Survey. A Public Hearing date was set for December 15, 1964. (Res- olution No. 25) Motion made by Henry Uselton, seconded by J. A. Horton and carried unanimously. OTHER BUSINESS Jack Bullard, City Inspector, reported he had no further information on the sign on Pipeline Rd. (Other Business, P & Z minutes, November 17, 1964.) Mr. Cowell said he had talked with Miles Pierce, who stated the bull dozer operator in the area had knocked it down and as Mr. Pierce had instructed him to take it down before commencing work in the area, he hoped to have the operator replace the sign. Mr. Henry Uselton discussed the Mid- Cities Advisory Council, advising the Commission of the election of Herman Smith as chairman and stating there were two members from each town of Hurst, Euless, Bedford, Colleyville and Grapevine. Frank Douglass, city council member, is also representing Euless. Lee Cowell answered questions by the Commission on the acquisition of the Municipal Service Co., 2nd section of the streets and drainage program, purchase of a tractor and mower, street sweeper and dump truck by the City.
