REGULAR MEETING
of the
PLANNING & ZCl4ING COMMISSION

CALL TO CRDER The regular meeting of the Planning &
Zoning Commission was called to order by the chairman, Edward Smith. Mem-
bers present were: Henry Uselton, J. A. Horton, LaVern Lee. Not present,
Bert Heyl.
Also present were Jack Bullard, City
Inspector and Fannie Gorman, recording secretary.
Visitors present were Mr. and Mrs. J.
R. Duckett, Lee Strickland, Terry Taylor and John Barfield.
PRESENTATICN OF MINUTES
The minutes of the previous meeting
were read and approved.
OLD BUSINESS
Public Hearing - Zoning Case #132 -
Warren Fuller - Request for change of Zoning from Local Business to "C"
Commercial on Tracts, A,B, and C of the J. P. Halford Survey. There
were no proponents or opponents to the request. After discussion, Henry
Uselton made a motion to recommend approval of the request. The motion
was seconded by LaVern Lee. The motion passed unanimously.
Public Hearing - Zoning Case #133 -
John Barfield - Request for rezoning of a tract of land out of the T. A.
Cash Survey, being approximately 22 acres, beginning at a point in the
New South R.O.W. line of Huffman Drive from "A" Residential to "C" Com-
mercial. John Barfield appeared as a proponent of the request. A let-
ter from Mr. Henry Richardson, opposing the request, was read by the
Chairman. (hereby made a part of the Minutes) In answer to a question
by the Commission as to the intended use of the land, Mr. Barfield stated
there is sometimes a lapse of several months or years in developing a Com-
mercial tract, considering the needs of the area and obtaining the interest
of potential businesses and he could not at this time give a specific use
of the land, but felt this tract located on the loop of the proposed Highway
121 was potential Commercial property, not suited to residential development.
The chairman expressed a reluctance to "spot" zone the area, preferring to
adhere to the Master Plan. After discussion, J. A. Horton made a motion to
recommend approval of the request. The motion was seconded by Henry Uselton.
The motion passed unanimously.
NEU BUSINESS
Commercial Permit #6 - Jolly Rogers Cafe -
Request for a commercial building permit on Lot A, Block 3, Cresthaven Addi-
tion. A letter from C. D. Nichols, representing Jolly Rogers Motor Hotel,
was read by the chairman. (hereby made a part of the minutes) There were
no opponents to the request. Henry Uselton made a motion to recommend ap-
proval of the request. The motion was seconded by J. A. Horton. The mo-
tion passed unanimously.

Ihre Commercial Permit #7 - Strickland
Motors - Request for Used Car Lot on J. R. Duckett property on North
toy Main Street located on New, Highway Right...of-Way. Mr. and Mrs. Ji R.
Duckett, Mr. Lee Strickland and Mr. Terry Taylor appeared as propon-
ents of the request. There were no opponents to the request. The
proponents asked for a temporary permit on the property until such
time as the Highway Department begins construction se gives notice of
such intention. The Texas State Highway Department was notified of
the request and asked to send a representative to the meeting if there
were any objections to the proposed use of the land. A representative
was not present. The chairman stated he had no objection to the used
car lot, but due to the non-conforming use of the land (Used car lot
in Local Business district) he did not consider it a request to be
decided by the Commission. After discussion, LaVern Lee made a motion
to approve the request with the consideration that it was temporary and
the non-conforming use was denoted. The motion was seconded by J. A.
Horton. The motion passed unanimously.
By verbal authority of Lee Cowell,
City Manager, the above Case will be referred to the Board of Adjustment.
(All interested parties have been notified to this effect),

The meeting was adjourned by general
consent of the members at 9:00 p.m.
