HomeMy WebLinkAbout1968-04-16 Minutes Regular Meeting of the Planning and Zoning Commission April 16, 1960 CALL TO ORDER The regular meeting of the Planning and Zoning Com- mission was called to order by Chairman Len Weber, in the Council Chambers of Euless City Hall , at 8:00 P. M. The following members were present: Messrs. Weber, Jack Browne and Doctor Richard Lande. (Mr. Bill Tench arrived later.) Also present were City Inspector Jack Bullard and Re- cording Secretary Florence Murr. VISITORS Visitors in attendance were Messrs. Joe F. Bourn, representing I . C. Deal Investments, and Norman D. Harper, representing Raymond L. Goodson, Jr. Inc. Engineers. APPROVAL OF MINUTES The minutes of the previous meeting, dated April 2, 1960, were approved as written. I . PRELIMINARY PLAT APPROVAL CROSSROADS ADDITION. (HIGHWAY 157, SOUTH OF VILLA WEST ADDITION), I , C. DEAL INVESTMENTS Chairman Weber recognized Mr. Joe F. Bourn, who stated that he represents the Developer, I . C. Deal Investments, and Mr. Bourn introduced their engineer, Hr. Norman D. Harper. Mr. Bourn stated that he received a copy of the letter from the City's Consulting Engineers, Knowlton-Ratliff-English, dated April 16, 1960, concerning the proposed apartment development, and that each of the six items have been reviewed -- that the Developer is agreeable to respond to each, and they foresee no problems. Mr. Bourn advised that Mr. Harper will go over all of the items and answer any questions which members of the commission may have. Mr. Harper read items from the Engineers' letter, dated April 16, 1968, and commented as follows: "1. As in the past, our recommendation on the open drainage channel pro- posed is that this channel be concrete lined if the City is ever expected to assume maintenance. If a satisfactory arrangement can be made to provide for property owner maintenance of this channel , we believe the channel section proposed to be adequate under the City of Euless standards." (Page Two, Minutes of Regular Meeting. Planning and Zoning Commission, April 16. 1963.) Mr. Harper advised that the Developer proposes an open drainage channel , and the owners will be happy to maintain the channel -- that a notation can be made on the plat which is filed, or whatever is necessary. Mr. Harper advised that the channel has been designed to handle the water -- that the plans indicate an unlined, earthern channel -- that an easement will be furnished and the land will be maintained by the owner. After a discussion of the proposed drainage channel , Chairman Weber advised that it will be necessary for the developer to furnish a maintenance agreement to City Manager Griggs, who will submit it to the City At- torney for his approval . (Mr. Tench arrived at 0:10 P. M.) Mr. Browne questioned the length of the easement in- dicated on the plat. Flr. Bourn replied that only a portion of the entire tract shown on the plat is to be platted at this time. Mr. Bullard, City Inspector, advised that the ease- ment should be obtained all the way to Highway 133. Mr. Bourn stated that the property will be properly drained; however, the entire easement can be furnished at this time, although the Developer had not planned to do so. "2. Since no street dedications are indicated, we assume that the roadways indicated will be private drives and will be maintained by the property owner." Mr. Harper stated that this is a private development, with no proposed dedicated streets -- that all streets or driveways will be main- tained by the owner, who will pave the streets and assume all maintenance. "3. If the drives are to be maintained by the owner, the City should have dedicated easements which would cover all sanitary sewer mains, water mains and the GO" storm drain." Hr. Harper advised that the Developer plans to have easements dedicated for all utilities -- that it is not shown on the preliminary plat because his firm was not aware that it was necessary. "4. It would be our recommendation that the 9" water line be continued to this tract's east boundary, thence south to Highway 183 and connected to the existing 0" line to provide proper looping and the desirable fire protection to this addition." Mr. Harper stated that this requirement has been met, with the exception of looping the water line down to Highway 103 -- that he is aware this would have to be done at some future date, and in his opinion, the De- veloper will loop it down approximately five hundred (500) feet. Hr. Weber commented that, in his opinion, this should be done for fire protection to the development. (Pa.e Thre- Minutes of Re•ular Meetin• Pia ni • and Zonin. Commissio , April 16. 1968. Mr. Bourn advised that the developer, Mr. Deal , is agreeable to this. "5. There have been preliminary discussions with the Texas Highway Depart- ment in the past regarding the inadequacy of the culvert crossing Highway 183. With the improvement of this addition, this culvert in- adequacy becomes critical , and we recommend the City pursue an urgent request to the Highway Department for the necessary enlargement." Mr. Harper stated that, in his opinion, this comment is directed to the City of Euless. "6. The preliminary plans indicate a 60 ft. easement for the proposed drainage channel since the top of bank dimension will be approximately 56 ft. The Euless standard would require a 76 ft. easement minimum." Mr. Harper advised that their plans, which indicate a 60 ft. easement, will be revised to show a seventy-six (76) foot easement. In reply to a question, Mr. Bourn stated that the Developer proposes to construct two hundred (200) apartments on this tract, which is approximately five-plus acres -- that the apartments will range in size from approximately five hundred (500) square feet to thirteen hundred (1300) square feet, with the average size being nine hundred (900) square feet -- that some will be one-bedroom efficiency apartments, but primarily, they will be two-bedroom apartments. Mr. Tench inquired concerning the number of parking spaces planned, and Mr. Bourn replied that there will be at least one and one-half (1i) spaces per unit. A discussion concerning the parking ratio followed, and Mr. Bourn commented that, in some apartment developments, boat storage has been provided -- that an inadequacy in parking facilities has been experienced in only one development, out of eighteen hundred (1800) units, that development being in Arlington where there are as many as four (4) students per apartment -- that Mr. Deal has provided as many as three spaces per unit in some developments -- that this depends on the economy of the land. Mr. Bourn stated further that the Developer realizes the importance of adequate parking and an ample amount of it. In reply to Doctor Lande's question concerning the proposed rectal rates, Mr. Bourn advised that rent will range from $130.00 for a furnished, one-bedroom apartment up to $275.00 or $285.00 for two bedrooms. This is figured at 25 cents per square foot for the smaller apartments and 20 cents per square foot for larger apartments. Mr. Browne inquired as to the type of construction which is proposed. Mr. Bourn stated that the buildings will be of frame construc- tion, and the exterior will be of either a high grade plywood or shingles. In reply to a question, Mr. Bourn stated that there will be no brick veneer. Mr. Tench inquired concerning the life expectancy, and Mr. Bourn replied that it is forty (40) years. A discussion of the City's building requirements followed, and Chairman Weber advised that some brick veneer will be required. Mr. Bullard advised that there Is a City Ordinance which requires masonry type construction in a commercial area -- that this ordi" nance has not been enforced where apartments are concerned, as they have been allowed to use frame construction with some brick veneer; however, he suggests that the Developer or his representatives meet with him to discuss this matter while they are in the planning stage. Mr. Bourn stated that he is most appreciative of all suggestions and information concerning the City's ideas. Mr. Bourn showed sketches of the proposed channel , which were prepared by Landscape Architects ,Maud Burnett and Associates of Dallas, Texas. Mr. Bourn advised that the flow-line will be of concrete, and the flume will have a depression to carry water down the middle of the channel -- that the channel will not be a straight line, but will meander, producing a more natural, attractive effect. Mr. Bourn produced a photograph of a drainage channel located in a City Park in Milwaukee, Wisconsin, which has a configurated concrete bottom, and pointed out the easy maintenance of it, stating that it is easy to wash and can be walked on, and that it will be more unique than an earthen chan- nel . Mr. Bourn stated that the picture is evidence that a facility primarily used for drainage can also be an asset to a development. Mr. Harper stated that beautification of the channel will not restrict the drainage -- that the channel will be kept open. There was a discussion of drainage problems in the area, and Mr. Harper stated that the proposed channel is five and one-half (5+) feet deep -- that the channel design is for one hundred years. Mr. Harper pointed out the proposed storm sewer, and Mr. Bourn advised that a sixty (60) inch rein- forced concrete pipe comes under the bridge. Mr. Browne inquired as to the number of apartments proposed per acre. Mr. Bourn estimated that there will be twenty to twenty-five per acre, stating that all structures will be two-story. Concerning the population density, Mr. Bourn estimated an average of three persons per apart- ment -- not less than six hundred nor more than seven hundred for the entire development. It was determined that Crossroads Addition is ad- jacent to Villa West Addition. Mr. Browne inquired concerning the streets and type of parking planned. iir Mr. Harper advised that the streets have been planned to conform with the requirements of the City of Dallas, having twenty-seven foot streets, and pointed out the areas which will accommodate head-in parking. Mr. Harper stated that sixteen feet have been allowed for parking. (Page Five. Minutes of Regular Meeting. Planning and Zoning Commission, April 16. 1968.) In a discussion ccocerning parking facilities, it was determined that the average length of a car is eighteen feet. A discussion of garbage facilities followed, and Mr. Bourn advised that dumpsters will be used, and they consider it more feasible to have the dumpsters located on the street, so they will be more accessible for collection. Mr. Tench stated that, in his opinion, the garbage area is too great a distance from some of the apartments. Mr. Weber asked if the apartments will have garbage disposals, and Mr, Bourn replied affirmatively. Mr. Weber advised that the primary purpose of this commission is to maintain City Standards and avoid creating slums. Mr. Bourn stated that he and his associates will abide by all ordinances and that they wish to become a part of this community -- that they have set up offices on West Euless Boulevard. Mr. Bullard stated that, in his opinion, twenty-seven foot streets, with sixteen feet for parking is not sufficient -- that he is interested in fire protection, and fire lanes must be kept open. Mr. Harper stated that the City of Dallas requires a twenty foot fire land completely encircling a development, which is recorded as such and must be kept clear at all times. Mr. Harper commented that this might be done in this case, with field notes prepared by a registered engineer or surveyor, a document prepared and recorded with the City. Mr. Browne made the motion to recommend approval of the Preliminary Plat of Crossroads Addition, providing all requirements of the City Engineers' letter dated April 16, 1968, are complied with, and subject to the following: 1 . that an easement for the entire tract to Highway 183 is provided 2, a maintenance agreement for the drainage channel is provided 3. a maintenance agreement for the driveways is provided 4. the revision of the apartment density, upon submission of a final plat 5. the revision of street plans and parking facilities, to accommodate a clear 27 foot right of way plus a minimum of la feet for parking, upon submission of a final plat 6. an agreement providing a twenty foot dedicated fire lane is provided. Doctor Lande seconded the motion, and the vote is as follows: Ayes: Messrs. Tench, Lande and Browne Nays: done iNro Chairman Weber declared the motion carried. Mr. Harper inquired if the maintenance agreements should be separate documents. (Pape Six. Minutes of Regular Meeting. Planning and Zoning Commission, April 16, thile 1968.) Chairman Weber replied affirmatively -- that separate documents should be furnished; however, they will be filed with the final plat. Mr. Harper stated that the fire lane will be shown on the plans as other easements are, being designated as a fire lane. Messrs. Bourn and Harper thanked the Planning and Zon- ing Commission Members for their consideration in this matter. II . ELECTION OF VICE-CHAIRMAN Chairman Weber stated that the resignation of Mr. Don Hastings as a Member of the Planning and Zoning Commission necessitates the election of a Vice-Chairman, to preside in his absence, and suggested that nomina- tions be made at this time. Doctor Lande nominated Mr. Bill Tench; however, it was pointed out that Mr. Tench is now serving as Secretary. Doctor Lande withdrew the nomination of Mr. Tench and nominated Mr. Jack Browne. Mr. Tench seconded the nomination, and the vote is as follows: Ayes: Messrs. Tench, Weber and Lande Nays: None Abstained: Mr. Browne III . ADJOURNMENT The meeting adjourned at 9:40 P. M.
