HomeMy WebLinkAbout1978-03-14Regular Meeting Euless City Council March 14, 1978 CALL TO ORDER The regular meeting of the Et less Cit' Council was called to order at 8:00 p.m., in the Council Chambers of Euless City Hall by Mayor Harold Samuels. Other members present were Messrs. Raymond Ozebek, Charles Hunt, Glenn Walker, Robert Pippin, and Mrs. Willie Mae McCormick. Also present were City Manager W. M. Sustaire, City Secretary De 11a Houy, City Attorney Bob McFarland, City Engineer B i l l Flowers, and Assistant City Manager John Lynch, IV. VISITORS The visitor in attendence was Mrs. Myrtle Hall, Mid - Cities Daily News. INVOCAT ION The invocation was given by Mayor Harold Samuels . APPROVAL OF MINUTES The minutes of the regular meeting dated February 28, 1978, were approved with the following wording clarification. "Page Eight, Item VII, Paragraph 5 - Mr. Pippin moved to approve first reading, Ordinance No. 539 amending the Subdivision Rules and Regulations as presented." . CONSIDER SECOND AND FINAL READING OF ORDINANCE NO. 539 AMENDING THE SUBDIVISION RULES AND REGULATIONS Mr. Ozebek moved to approve second and final reading of Ordinance No. 539 amendi,ng the Subdivision Rules and Regulations. Mr. Pippin seconded the motion and the vote is as follows: Ayes: Messrs. Ozebek, Pippin, Hunt, Walker, and Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. CONSIDER PRELIMINARY AND FINAL PLAT LOT 16 AND 17, ROSS CANNON ADDITION Mr. Lynch presented the location map on the overhead projector. Mr. Lynch stated this is the property purchased by the City that i s adjacent to Fire Station No. 1. He stated Lot 17 is the City property. Mrs. McCormick inquired the price paid for the property and the amount of area in the property? Mr. Sustaire stated the City purchased twenty (20) foot frontage and 170.77 feet to the back of the fire station, at a cost of $1.50 a square foot. Mr. Pippin moved to concur with the recommendation of the Planning and Zoning Commission and approve the pre- liminary and final plat of Lot 16 and Lot 17, Ross Cannon Addition. Mr. Walker seconded the motion and the vote is as follows: Ayes: Messrs. Pippin, Walker, Hunt, Ozebek, and Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. C ITY ATTORNEY'S REPORT Mr. McFarland stated he reported on pending litigation at the pre - council meeting. IV. CITY ENGINEER'S REPORT Mr. Flowers stated the contractor for the improvements to North Main Street has started clearing the timber in the right -of -way and the steel should be delivered this week. He stated the contractor should begin the box culvert in front of Mr. Copher's house next Monday. Mayor Samuels inquired what the contractors are going to do about traffic, if they will construct the street in sections. Mr. Flowers stated he really didn't know, that the contractor did ask if they could do the street in sections, and they know they w i l l have to keep the street open. SPage Three, Regular Meeting, Eu 1est City Council, March 14, 1978) Mr. Flowers stated that the documents for Section III have been forwarded to the contractor, but they have not received them back as of this date. V. COMMENDING OFFICER COTTLE Mrs. McCormick requested that a letter of commendation for Officer T. D. Cottle be made part of the minutes. "A letter was received from Mr. Jim Smith, District 3, OTS, Office of Traffic Safety, P. 0. Box 6868, Fort Worth, Texas, dated March 7, 1978. The letter was commending Officer Cottle on his fine performance in the recent In -Depth Accident Investigation Course he attended in November. The content of the letter is as follows: 'Congratulations for placing and finishing in your class for the In -Depth Accident Investigation Course held in Bryan, Texas, November 1, 1977, through November 23, 1977. It is always gratifying to make it possible for good police officers to further their knowledge and become well rounded, trained•mfficers. This Office of Traffic Safety is proud to have men like you in our district. The City of Euless Police Department should also be very proud to have you on their force. Again, congratulations and good. luck to you in your law enforce- ment career. This is typical of the fine work done by Officer Cottle at the Euless Police Department. Congratulations on your performance." VI. TRIP TO CHINA Mrs. McCormick informed the Counci 1 that she w i l l be making a t r i p to Red China leaving March 21 and w i l l miss two (2) Council meetings and t h i s w i l l be the first meetings she has missed during her five (5) years in office. VII. FORT WORTH MANPOWER CONSORTIUM Mr. Hunt reported on the Fort Worth Man - Power Consortium Policy Committee meeting that he attended on Monday, March 1 3 , 1978. M r . Hunt stated that the City w i l l receive additional places for on the job training for employees. (Page Four, Regular Meeting, Euless City Council, March 14, 1978) Mayor Samuels inquired i f these openings will be for a given period of time. Mr. Lynch stated this section is where they are on the consortium payroll and can be from six (6) months to one(1) year. Mr. Lynch stated he would like to express appreciation to Mr. Hunt for representing the City of this committee. He further stated Mr. Hunt has done a real good job for the City. VIII. CITY MANAGER'S REPORT Mr. Sustaire reported that a Juvenile Grant has been approved for the City and they have received authorization from the Governor's office to begin the program and it is in the formulation stages at this time. He stated that Mr. Hendrix has been assigned as a permanent member of this division. He further stated Mr. Hendrix wi l l be working with Officer Rick Griffin and Richard Bryan, who has received some special training in juvenile areas and counseling service. Mayor Samuels requested the City Manager and Chief Wilson brief the Council in more detail when this program has been set up. Mr. Sustaire reported that the City does have a dog in training now and an officer has been selected but not announced t o the p u b l i c . He stated it w i l l take approximately six (6) weeks of train- ing with the dog and officer and this will be completed sometime during July. M r . Sustaire stated that weather per- mitting the p o l i c e building w i l l be open by the end of March and asked the Council to set a date for Open House. It was the consensus of the Council that the open house be tentatively set for Sunday, May 21, 1978, from 2:00 p.m. to 5:00 p.m. Mr. Sustaire stated they are in the process of installing two (2) school zone caution lights and he believes they w i l l be installed at South Euless Elementary and North Euless Elementary Schools and they should be functional this school year. IX. GENEALOGY ROOM Mr. Pippin stated he has received a call from a citizen inquiring why the genealogy room i s not open and when it wi l l be open. (Page Five, Regular Meeting, Euless City Council , March 14, .1070) Mr. Sustaire stated that he has not been t o any o f the Library Board meetings and i s not aware o f when it w i I I be open. He stated there is some policy decisions that need to be acted on by the Library Board. He also stated there is some decision on the location of the door into the genealogy room. Mrs. McCormick stated that there is some discussion on the books being taken out of the room, and the Board is working on some policy and procedures for the room. Mayor Samuels suggested the City have a joint open house of the police building and genealogy room on May 21, 1978. Mr. Pippin inquired if the money for the genealogy room was donated? Mr. Sustaire stated the City funded $2,000 for the genealogy room and the money received from selling the outdated air conditioning equipment, and the sale of bi- centennial medal- lions went into the genealogy room. X. ANNUAL CHAMBER OF COMMERCE EVENT Mr. Lynch stated that he attended a meeting today regarding the annual parade the Chamber of Commerce sponsors, and the date was changed to April 29th in order to involve more-youth of the community. He stated the theme is Youth Recognition to bring a favorable recognition to the youth of the community and requests the support of the communities. He stated i t w i l l be in conjunction with Pioneer Day at Bedford Boy's Ranch and w i l l be a two (2) day affair.
