HomeMy WebLinkAbout1968-03-12 A Minutes Called Meeting of the Planning and Zoning Commission March 12, 19S8 CALL TO ORDER Chairman Weber advised that this meeting had been called in order for Planning and Zoning Commission members to study and discuss the proposed zoning ordinance for the City of Euless. The meeting was called to order by Chairman Weber at 7:30 P. M. , with the following members in attendance: Mr. Bill Tench and Doctor Richard Lande. (Absent: Messrs. Don Hastings and Jack Browne) Also present was City Inspector Jack M. Bullard. STUDY AND RECOMMENDATIONS FOR PROPOSED ZONING ORDINANCE Members of the Planning and Zoning Commis- sion made a detailed study of the proposed zoning ordinance which was prepared by Mr. Robert Caldwell , Land Planner. By general consent, the Planning and Zon- ing Commission recommends changes in the proposed zoning ordinance, as follows: 1 . That "Home Occupations" be deleted entirely. 2. Page 61 , addition of the following: (56) Physicians, Dentists and related health field R-1 , R-2, R-3 offices 3. Page 22, addition of the following: R-1 and R-2 must be screened by a fence when located adjacent to property of a different zoning classification. Screening to be installed by the lower classification. 4. That the ordinance be printed with additional space between each classification. 5. Page 17, Section 2, addition of the following: The word "average", following the words " (25) feet". 6. Page 18, (7) Floor Area for single family dwelling: Not less than 1 , 100 square feet, rather than 1 ,000 feet as set out in proposed ordinance. (Page 2. Minutes of Called Meeting. Page 18, Section 5 (also on pages 21 , 25, 29 and 34) (Lot Width) Minimum lot width of sixty-five (65) feet be changed to sixty-five (65) feet at the building line. 8. The addition of a section stating height limits on all structures must conform to F. A. A. clearance criteria for approach, traffic pattern and lateral clearance for airport facilities. 9. Page 88, the addition of a definition for "off-premises consumption of beverages establishment", as follows: An establishment, the primary activity of which is the sale, for off- premises consumption, of beer, wine or other alcoholic or non-alcoholic beverages, as provided by current State law. 10. Pages 110 and 111 should be relocated, in order for them to be read from the same direction. 11 . Page 149 The deletion of 17-101 , 17-102 and 17-103 17-100, addition of the following: Applications for building permits and zoning cases shall be made to Building Official . II . ADJOURNMENT The meeting adjourned at 9:00 P. M. APPROVED: ATTEST: Chairman 0111444*: CI /64AI Secretary JMB:fsm MEMORANDUM TO: MAYOR AND MEMBERS OF EULESS CITY COUNCIL FROM: PLANNING AND ZONING COMMISSION March 15, 1968 The Planning and Zoning Commission met in Called Session, on March 12, 1968, to consider the proposed zoning ordinance as prepared by Mr. Caldwell . The Commis- sion recommends certain changes in that ordinance, as set out in the minutes of that meeting, for reasons listed as follows: 1 . The ordinance, as presented, would tend to remove most of the control over businesses in residential areas. 2. Physician's end Dentist's offices should be allowed in any district where hospitals are allowed or other related districts. 3. All classifications, other than A-1 and A-2 should provide screening from these classifications. 4. It is difficult to note when you change sections or classifications in the zoning ordinance as presented. 5. The average of twenty-five (25) feet should be used because of the shape of lots, buildings and corner lots. 6. At present, a minimum of 1 ,050 square feet is required for single family dwellings, and we are of the opinion this should be increased to 1 ,100 square feet. 7. Sixty-five (65) feet at the building line should be used here because of "ple-sheped" lots -- some lots have only thirty (30) feet front footage, but contain more than 7500 square feet. 8. The Regional Airport should be considered in this ordinance. 9. There is a need for Off-premises Consumption, as well as On-premises Consumption. 10. . This cannot be read without turning the book completely around. 11 . Application for building permits and/or changes of zoning should be made at City Hall . The procedure for handling of applications should be set by the City Council , in order for a change in procedure to be made by the City Council , rather than by amendment to the ordinance -- should changes of law or conditions warrant a change in the procedure to be followed.
