CALL TO ORDER
The Regular Meeting of the Planning and
Zoning Commission was called to order by Chairman Weber in the Council
Chambers of Euless City Hall at 7:40 P.M. The following member:, :,! ;:e present:

APPROVAL OF MINUTES
Doctor Lande made the motion to dispense
with the reading of the minutes of the previous meeting, dated December 5,
1967, and approve as written. Mr. Browne seconded the motion, and the vote
is as follows:
Ayes: Messrs. Browne, Tench, Hastings and Lande
Nays; None
Chairman Weber declared the motion carried.
II .
ZONING CASE NO,, 165, MORRISDALE
DEVELOPMENT CORPORATION (DECISION
RE: PUBLIC HEARING)
Chairman Weber made the announcement that
no action would be required pertaining to Zoning Case No. 165, requested by
Morrisdale Development Corporation -- that this request has been withdrawn, at
the request of the Developer.

FINAL PLAT APPROVAL. SOMERSET PLACE

Chairman Weber recognized Mr. Hugh M.
Waite, Developer, and inquired if Mr. Waite had received a copy cf the
letter from the City's Consulting Engineers which pertains to ti- Final
Plat Approval of Somerset Place.
Both Mr. Waite and his associate, Mr. James
Dewey, stated that they have not seen a copy of the lettor, and Chairman
Weber read, from the letter from the Consulting F: •gineers dated December 18,
1967, as follows:
"1. In the past the City Council has been concerned that streets main-
tain a continuous name throughout their length. In this case, Midway
Drive will terminate at North Main Street and Somerset Drive will pick
up at that point.
2. Somerset Drive is proposed 41 feet in width which is consistent
with your Comprehensive Plan.
3. This first installment does not have sufficient drainage areas to
warrant other than street surface provisions.
4. We would recommend that, prior to Council action, the detail sheet
indicate a plan view of a concrete valley which would show the valley
to be poured monolithic with the curb returns. Also the street detail
should indicate back slopes to property line not to exceed 8%.
5. We would recommend the Developers, at this time, furnish the City
with an easement or other acceptable alternate document which will
allow for the temporary 6" sewer pipe to be installed and maintained
until the next installment of this addition is platted.
6. The Water System Master Plan now under preparation proposed a 12"
water line approximately coincident with Somerset Drive. The City
Manager's office may wish to propose such oversizing to the City
Council."
Chairman Weber commented that the
first item of the Engineers' letter refers to Somerset Drive -- that the
street indicated on the plat as Somerset Drive must become Midway.
Mr. Dewey stated that he and Mr. Waite
have met with the City's Consulting Engineers and all of their recommendations
have been complied with, except the easement referred to in paragraph five (5)
of the letter.

Mr. Waite commented that the name
Somerset had been selected in an effort to avoid confusion; however, it was
agreed that the street will be named East Midway Drive.
Mr. Dewey stated that he is working with
Mr. Bullard on the required easement and that an easement will be furnished
as soon as the exact requirement of the City has been determined.

ing the size sewer line which will be required. Mr. dullard stated that a
twelve (12) inch line will be required.

responsible for the over-sizing, aid Mr. Dullard 5cated that: the City will
pay for oversizing the line.
Mr. Tench asked Mr. Bullard if, in his
opinion, all of these requirements will be met prior to the next City Council
meeting. Mr. Bullard replied affirmatively.
Mr. Tench inquired pertaining to Mr.
Waite's plans for the small area on the plat indicated as Block "A". Mr.
Waite stated that he has no definite plans, and Mr. Tench asked if it will
be a weeded area. Mr. Waite replied that it will have to be mowed and
cleaned.
Mr. Hastings made the motion to recommend
approval of the Final Plat for Somerset Place, with the stipulation that
the six items listed in the Engineers' letter be complied with. Doctor
Lande seconded the motion, and the vote is as follows:
Ayes: Messrs. Hastings, Tench, Browne and Lande
Nays: None

IV.
PUBLIC HEARING z ZONING CASE NO. 166,
REQUESTED BY MR. HUGH M. WAITE
Chairman Weber opened the Public Hearing
on Zoning Case No. 166, stating that Mr. Hugh M. Waite has requested the
rezoning, from "A" Residential to "B" Local Business, of a six and one-half
(62) acre tract of land out of the Soloman Huitt Survey, Abstract No. 705.
Mr. Weber explained that the front three hundred (300) feet of this tract
(East of North Main Street) had previously been zoned "B" Local Business.

Mr. Waite presented a drawing of the
tract in question and its surroundings and stated that he requests that the
remainder of this tract be rezoned in order to standardize the pattern and
that he is attempting to interest a large grocery store in the location.
Mr. Waite stated that more space will be needed if this plan materializes.
Mr. Waite stated that he plans to erect
a fence along the Southeast corner of the tract, adjacent to the residences
in Westwood Village Section 3. Mr. Waite commented further that as
Somerset Place is developed, F. H. A. will requir : the erection of a fence
between that subdivision and the tract in question, estimating that
approximately 1 ,000 feet of fence will eventually be built. Mr. Waite
stated that there will be a st:,-ulation that the area betloa-.:n the fence and
the curb must be mowed -- or, possibly, a-?halt will be pou,ad in the
area, leaving intermittent circles nor landscaping purposes.
Chairman Weber inquired if there were
others who wished to speak regarding this zoning case.
Mr. Hugh Erminger, who resides at 304
Salem was recognized. Mr. Erminger pointed out the location of his
residence, relative to the property in question and stated that he is
concerned by the possibility of a service road being opened in the area,
if a shopping center is located on the tract in question, stating that
such a service road would be dangerous for the children in the area. Mr.
Erminger stated that, in his opinion, it would improve the subdivision in
which he lives, if the property which is zoned "B" Local Business were
reclassified to "A" Residential , rather than vice versa, as requested by
Mr. Waite.
Mr. Erminger inquired as to the reason for
zoning only 229 feet of the adjacent tract for local business usage and
zoning 300 feet of the tract in question. Mr. Bullard advised that the
property owner of the adjacent tract requested that his property be rezoned
and that tract was only 229 feet deep.
There was another question regarding the
proposed fence, and Mr. Waite repeated his statement that F.H.A. will
require that the tract be fenced.
Mrs. Maurice Thompson stated that she
resides at 201 Town Creek and she contends that they already have a
Shopping Center, with a Post Office, bank, stores in the area, and a grocery
store only a short distance away. Mrs. Thompson stated that she, like Mr.
Erminger, is concerned with trucks which will be servicing the Shopping
Center. Mrs. Thompson stated that she has small children and considers it
would be dangerous for them; however, if the Southeast corner and East side
of the tract were closed off, with no entrances, it would be better.

Chairman Weber inquired if it is not
possible that most of the traffic would be in front of the stores. Mr.
Waite stated that he is of the opinion the trucks would take the fastest
route, which would be down North Main, rather than winding through a
residential area.
Mr. Tench stated that he was of the
opinion that there was only a possibility that there would be an opening
from the rear of the tract -- nothing definite. Mr. Waite concurred with
Mr. Tench's comment.
Mr. Erminger inquired if the fence,
entrances, exits, etc. were to be considered -st this time, •1nd Mr. Bullard
advised that they will not -- that only the zoning will be Lonsidered at
this Public Hearing.
Mr. Ken Smelser stated that he resides
at 301 Salem and he, too, objects to this rezoning because of the traffic.
Mr. Smelser inquired if the citizens will have a voice in the decision as to
whether or not there will be access roads into the Shopping Center. Chair-
man Weber replied negatively.
Mr. Waite stated that it might be best,
in order to avoid any confusion, to eliminate the lower portion of this
tract from this rezoning request.
Mr. Bullard stated that removing that
portion of property from this rezoning request will not remove the threat
of a street being opened, because a piece of property does not have to
be rezoned in order to put a street in.
Mr. Smelser repeated his question
concerning the voice of the citizens regarding the access road and was
advised by Chairman Weber that anyone could put a street in -- that even
though the present administration would not allow it, two years from now it
might be done.
Mr. Dullard stated that the City still
has a certain amount of control -- plans must be approved by the City
Council . He stated further that the fencing requirement usually goes along
with the zoning, but building plans come later. Mr. Bullard commented that
citizens should voice their opinions at a Public Hearing, so the Planning
and Zoning Commission and City Council will know those opinions and can
try to satisfy the citizens when these things are presented to them. Mr.
Bullard advised that the zoning will not affect the street or the flow of
traffic. Mr. Bullard stated that if developers desire to dedicate a street,
they must plat it, and the City can turn it down; however, if the area is
ihy used as a private access road, the City cannot prevent it, unless it is
determined to be a traffic hazard.

Mr. Waite stated that he proposes a good
subdivision and certainly will not do anything that will be hazardous --
that his reputation is good enough that he will do what the citizens desire
rather than do something which will hurt his reputation as a good Eai : rH.
Chairman Weber declared the Piblic Hearing
on Zoning Case No. 166 closed.
Mr. Tench made the motion to recommend
approval of Mr. Waite's request, rezoning this and one-half (62) acre
tract out of the Soloman Huitt Survey, Abstract No, 705, from "A" Residential
to "B" Local Business. Mr. Browne seconded the motion, and the vote is
as follows:
Ayes: Messrs. Tench, Browne and Hastings
Nays: None
Abstained: Doctor Richard Lande
Chairman Weber declared the motion carried.
V.
PUBLIC HEARING,, ZONING CASE NO. 167
REQUESTED BY MR. BILL PASTEUR
Chairman Weber recognized Mr. Dill
Pasteur, who has requested the rezoning of a 14.497 acre tract out of the
T. W. Cash Survey, Abstract No. 280, from "A" Residential to "C" Commercial .
Mr, Pasteur pointed out the location of the property in question, which
faces Bedford-Euless Road, stating that he is representing Doctor Charles
Webster, owner of the tract. Mr. Pasteur introduced Doctor Webster and
Mr. Gene Woodard, Architect.
Mr. Pasteur advised that plans indicate
the erection of a motel , office building and shopping center on the
property in question, and that the owner plans to dedicate Westpark Way,
which will divide the tract. Mr. Pasteur stated that the State Highway
Department has projected that, upon completion, the Highway interchange
adjacent to this property will carry 29,300 automobiles per day, and he
and his associates consider it an excellent location for an office building
and motel .
Mr. Pasteur introduced Mr. Gene Woodard,
who advised that they plan to construct a four-story office building
containing 24,000 square feet of floor space, with 6,000 square feet for
each floor. Mr. Woodard stated that a one hundred (100) unit motel is being
planned, and there is room for expansion to three hundred (300) units. Mr.
Woodard stated that the proposed Shopping Center is twice the size of the
Wilshire Shopping Center. He advised that the cost of initial construction

will be approximately two million dollars, with another one to one and
one-half million, when the motel is enlarged. Mr. Woodard stated that the
buildings will be of pre-cast concrete and tilt slabs, primarily all concrete
buildings.
Doctor Webster stated that h:, is impressed
with the capital growth of this community and considers the area to have
great potential.
Mr. Hastings inquired regarding the time
element for development of this land, and Doctor Wbster advised that he is
of the opinion it will be developed within a few years.
Mr. l=:'^odard stated that in all probability
a motel will not come in unt' l the interchange is finis!. d, and this project
is dependent on that.
A discussion concerning the progress of high
highway construction followed, and Mr. Pasteur stated that, in his opinion,
the City will not develop Westpark Way for, possibly, two years -- that a
County type road may be opened prior to that time, but he does not feel
curbs and gutters will be constructed prior to that time.
Chairman Weber inquired if there were
those present who wished to speak in opposition to this rezoning.
Mr. Forrest Markward stated that he
represents Texas Methodist Missions who own property in the area. Mr.
Markward advised that plans for building a church in the area are indefinite
at this time -- it depends on several factors, the primary one being
population density, and that they are interested in consistent zoning for
the City of Euless.
Mr. Hastings stated that should the City
Council see fit to approve this rezoning request, in all probability a time
limit will be stipulated, and that, in his opinion, in all fairness, a time
stipulation will have to be more than customary.
A discussion of the Conditions Subsequent
Clause followed, and Mr. Hastings made the motion to recommend approval of
the rezoning from "A" Residential to "C" Commercial , providing a plat file
on the street and dedication of an eighty (80) foot right-of-way is furnished
prior to submission to the City Council . Doctor Lande seconded the motion,
and the vote is as follows:
Ayes: Messrs. Hastings, Tench, Browne and Lande
Nays: None

VI .
PUBLIC HEARING. ZONING CASE NO. 168,
REQUESTED BY MR. ELVIN E. TACKETT
Chairman Weber opened the Public Nearing
on Zoning Case No. 168, which has been called to consider Mr. Elvin E.
Tackett's request for the rezoning of Lots 1 and 2, Block 7, Westwoc:'
Village Addition, from "A" Residential to "C" Commercial and Lot 2/-:, Block
1 , Euless Gardens Addition No. 1 , from "B" Local iJniness to "C"
Commercial.
Mr. E. Tackett introduced himself,
stating that he has a contract to purchac the property in question. Mr.
Tackett advised that, at the present time, the property will be used for
the same purposes for which it is now Ling use.. Mr. Tacr tt stated that
the only changes in the immediate future, will be to hard surface Lots 1
and 2 of Block 7, which will be used for parking facilities to accommodate
the tenants occupying the building located on Lot 24, Block 1 of Euless
Gardens Addition No. 1 . Mr. Tackett stated that he requests the rezoning
of this property in order that he may have a wider range of people to talk
with, in order to attempt to make arrangements with someone to utilize
the property. (Mr. Hastings left the meeting at 8:45 P.M.)
Mr. Tackett presented a plat
indicating the proposed roads adjacent to the property, and Mr. Browne
questioned the service road off of Spur 350 located behind the property.
Mr. Tackett advised that the street known as Fuller Drive will become
a Service Road to Spur 350, and it was pointed out that the property in
question will be an island, as soon as the proposed service roads have
been completed.
Mr. Louis Holt stated that he is not
directly concerned; however, that he lives directly behind the Post Office,
across from Lots 1 and 2, Block 7 and he was hopeful that Mr. Tackett could
give something definite regarding his plans for the property -- who he
plans to sell the lots to, or something of that nature. Mr. Holt stated
that some businesses would not be favorable, and he cited a honky-tonk as
an example. Mr. Holt stated that he also has a son who resides in the
vicinity, and that he and others in the area were told that this was a
residential area -- that they would like to have more definite information
as to Mr. Tackett's plans.
A visitor inquired as to what businesses
can be operated under commercial zoning. Mr. Bullard advised that there
are about thirty (30) categories which cannot be put in and it will carry
everything from service stations to machine shops. Mr. Bullard stated that
rendering plants, junk yards and things of that nature cannot be operated
on the property. Mr. Bullard commented that a service station is probably
as much as you could get for this property, due to the limited space --

because you have to allow for parking and that no parking will be allowed
on Fuller when it becomes an access road.
Mr. Laurence Alvis stated that he lives
on the corner of Fuller and Salem and inquired regarding deed restrictions
on the property.
,hairman Weber stated that the p~ ,perty
in question is not suitable for residences, with all of the Spur Highways
coming through.
Mr. Bob Braswell , who resides at 116
East Fuller, inquired if Lot 4 (located at W.:stw000 and Fi'ller) is not in a
similar situation. It was agreed that, possibly, this is correct.
M� ^ Alvis inquired if there is any
danger of the remaining property going commercial . Chairman Weber stated
that it would be up to the owner of the property.
Mr. Bullard advised that the City will
not consider zoning one lot; however, it is possible, if as many as three
owners get together and request a rezoning.
Chairman Weber declared the Public
Hearing on Zoning Case No. 169 closed,
Doctor Lande made the motion to
recommend approval of the rezoning of Lots 1 and 2, Block 7, Westwood Village
Addition, from "A" Residential to "C" Commercial and Lot 24, Block 1 ,
Euless Gardens Addition No. 1 , from "B" Local Business to "C" Commercial .
Mr. Tench seconded the motion, and the vote is as follows:
Ayes: Messrs. Lande, Browne and Tench
Nays: None
Chairman Weber declared the motion carried.

RESOLUTIONS NO. 95, 96
AND 97
Chairman Weber presented Resolutions
Nos. 95, 96 and 97 calling Public Hearings in Zoning Cases 169, 170 and
171 (suggested date January 16, 1968) .

Mr. Browne made the motion to approve
Resolution Nos. 95, 96 and 97 Calling Public Hearings on each of the Zoning
Cases for January 16, 1968. Doctor Lande seconded the motion, and the vote
is as follows:
Ayes: Messrs. Browne, Tench and Lande
Nays: None
Chairman Weber declared the motion carried.
