Planning and Zoning Commission
November 7, 1967
CALL TO ORDER
The Regular Meeting of the Planning and
Zoning Commission was called to order in the Council Chambers of Euless City Hall
by Chairman Len Weber at 7:4O P. M. The following members were present: Messrs.
Jack Browne, Bill Tench and Dr. Richard Lande.
Also present were City Inspector Jack
Bullard and Recording Secretary Florence Murr.
VISITORS
Visitors in attendance were Messrs. Frank
S. Retzlaff and Carl Kuykendall .
APPROVAL OF MINUTES
Mr. Browne rte:' the motion to approve the
minutes of the Regular Meeting, dated October 17, 1967, as written. Doctor
Lande seconded the motion, and the vote is as follows:
Ayes: Messrs. Browne, Lande and Tench
Nays: Mono
Chairman Weber declared the motion carried.
II .
COMMERCIAL PERMIT. ADD-ON TO
TEXACO SERVICE STATION. 107 W. EULESS
BOULEVARD, REQUESTED BY MR. FRANK S. RETZLAFF,
Mr. Frank Retzlaff, who was recognized by
Chairman Weber, advised that he is desirous of a permit to install the fourth
bay at the Texaco Service Station located at 407 W. Euless Boulevard.
Chairman Weber inquired as to the purpose
of the pit indicated on the plans which were submitted to the City Inspector.
Mr. Retzlaff stated that the installation
will be used for the alignment of automob; le whc;.ls.
Chairman Weber stated that he questions
the elevation, as to whether or not it will drain into the sewer.
Mr. Retzlaff advised that his bid had been
.. submitted with the understanding that the elevation will allow it to drain --
that no one can give the depth of the sewer.

Mr. Dullard inquired if Texaco, Inc. is
willing to delete the drain, as indicated in the plans. Mr. Retzlaff advised that
he cannot answer for Texaco, that they will have to be contacted regarding this
matter.
Mr. Weber advised that it will be necessary
to know whether or not the pit will drain, prior to approval of this permit.
Mr. B'illard inquired regarding the possi-
bility of having a sand trap -- a box that the drain will go into, advising that
you wouldn't lose any grade. Mr. Retzlaff stated that he does not agree with him,
that he has never seen an installation of this type with anything like that on it.
Mr. Bullard stated that she purpose of the trap would be to prevent dirt and other
debris from getting ir:;c the sewer line -- that all of the mud and grease which
collects on an automobile ,.rill fall into the pit and there is nowhere for it to
go.
Mr. Retzlaff advised that this facility
will not be used for a car wash, and there is nothing to fall off into the drain-
not more than on a grease bay. Mr. Retzlaff stated that this facility would be
swept, as a grease bay is.
Mr. Retzlaff stated that he does not know
if Texaco would consider a sand pit or not -- that it would cost about $100.00,
and it is so useless that they would probably want to fight it,
Chairman Heber commented that a pit is
hard to clean and, in hi:a opinion, if anything gets in it, the debris will be
washed down the drain, rather than shoveled out.
Mr. Retzlaff advised that the waste will
be filtered.
Chairman Weber stated that, in all
probability, the drain will miss the sewer, Mr. Retzlaff stated that he is of the
same opinion.
Mr. Bullard advised that the City will not
be held responsible, should the drain stop up.
Mr. Retzlaff commented that, possibly, a
"check valve" could be added.
In reply to a comment that there would be
no problem, if the drain was ommitted, Mr. Retzlaff stated that all drawings for
this type facility call for a drain.
Mr. B .11 ad inquired as to the type
strainer to be installed in the drain. Mr, Retzlaff stated that the strainer is
approximately nine (9) inches in diameter, is ro'md and has 1/2 inch holes in it,
that it is considered a fine strainer. .
Chairman Weber stated that he would suggest
that if the facility does not have the necessary "fail" to permit drainage into
the sewer, the City will not be responsible for it.
Mr. Retzlaff stated that he is of the
opinion this will be agreeable to Texaco, Inc.

Mr. 3row;... asked Mr. Bullard 's opinion

in their line and ur.:Ierstands that it is their responsibility -- not the City's.
He commented that E, fine mesh strainer ( at least 1/2 inch ) should be installed,
and it should be understood that the check valve is Texaco's responsibility.
Mr. 3rowne made the motion to recommend
approval of a Comnarcial Permit, for an add-on *.; t' ' Texaco Service Station lo-
cated at 407 West Euless Boulevard, providing the necessary sewlr drainage pro-
visions are complied with, which include a strainer, and/or che_-k valve and the
release of the City of any responsibility regarding the sewer. Mr. Tench
seconded the motion, the vote is as follows:
Ayes: Me. Jes. Browne, Tench and Londe
Nays: None
Chairman Weber declared the motion carried.

CERTIFICATE OF OCCUPANCY, RETAIL TIRE SHOP
TO BE LOCATED AT 2900 W. EULESS BOULEVARD,
REnUESTED BY MR. CARL KUYKENDALL
Chairman Weber recognized Hr. Carl
Kuykendall who stated that he requests a Certificate of Occupancy, for a Retail
Tire Store, to be located at 2900 W. Euless 1-,:jlevard.
Mr. B;:!1 • ri stated that this property is
near the Broken Cookie Shop, and was formerly occupied by Oscar Beaton.
Chairman Weber stated that everything
appears to be in order in this request, and that, in his opinion, it should be
understood that there will not be a tire outside the building.
Mr. Kuykendall assured the commission that
thr there will not be a tire outside.

Chairman Weber reviewed Mr. Kuykendall 's
request, for the benefit of commission members, and Mr. Bullard advised that there
are no existing utilities in the area.
in reply to Mr. Tench's question concern-
ing the location of the nearest utilities. Mr. Bullard advised that they are
across Highway 183.
Doctor Lande made the motion to recommend
approval of a Certificate of Occupancy for a Retail Tire Shop to be located at
2900 W. Euless Blvd., providing there is no outside storage and all City re-
quirements are met. Mr. Browne seconded the motion, and the vote is as follows:
Ayes: Messrs. Tench, Browne and Lande
Nays: None
Chairman Weber declared the motion carried.
IV.
B.SOLUTION NO. 86. CALLING PUBLIC HEARING,
ZONING CASE NO1 164. MR. A. J. WINTERS
Chairman Weber stated that Mr. A. J.
Winters has requested a change in the zoning classification, from "A-2" Duplex to
"A-3" Multiple Family Dwellings, on a six (6) acre tract of land out of the James
Matson Survey, A-1080, in the City of Euless.
Chairman Weber presented Resolution No. 86,
calling a Public Hearing to consider this request, stating that the suggested date
is November 21 , 1967.
Mr. Tench made the motion to approve
Resolution No. 86, calling a Public Hearing on Zoning Case No. 164 for November 21 ,
1967. Mr. Browne seconded the motion, and the vote is as follows:
Ayes: Messrs. Tench, Browne and Lande
Nays: None
Chairman Weber declared the motion carried.
V.
RESOLUTION NO. 87. CALLING PUBLIC HEARING,
ZONING CASE NO. 165, MORR I SDILE DEVELOPMENT CORPORATION
Chairman Weber stated that Morrisdale
Development Corporation requests that the zoning classification of a portion of
Out Lot A, Block 13, Morrisdale Estates, be changed from "A" Residential to "B"
Local Business.
Chairman Weber advised that this request
has been submitted because the owners of the property have a gentleman who desires
to build a very nice dental office on this lot, which faces Pipeline Road.
Chairman Weber presented Resolution No. 87,
calling a Public Hearing to consider this request, stating that the suggested date
is December 5, 1967.

Mr. Tench made the motion to approve
Resolution No. 87, setting December 5, 1967, as the date for Public Hearing on
Zoning Case No. 165. Doctor Sande seconded the motion, and the vote is as follows:
Ayes: Messrs. Tench, Lando and Browne
Nays: None
Chairman Weber declared the motion carried.
VI .
PISCI!SSION: ZONING ORDINANCE
Mr. Browne inquired if the City has other
types of zoning at this time.
Mr. Bullard advised that only three zoning
classifications exist at this time; however, a proposed zoning ordinance has been
received and is on his desk now. Mr. Bullard stated further that the new zoning
ordinance will probably not be finalized for at least six (6) months, because it
will be studied by the Planning and Zoning Commission and City Council , who will
make recommendations concerning the ordinance. The ordinance will then be prepared
and approved by the City Council .
Mr. Browne inquired concerning the com-
pletion of the Master Plan.
Mr. Bullard stated that the Master Plan
will not be completed until more definite information concerning the location of
roads and thoroughfares going into the Regional Airport can be obtained.
Mr. Browne stated that, in his opinion,
something is needed to be used as a guide in the consideration of zoning requests.
Mr. Bullard stated that the City will re-
ceive a map which will be adopted with the new zoning ordinance; that, as he
understands it, there is a section indicating the proper zoning classification for
certain areas. Mr. Bullard advised that,upon completion of the road maps for the
area, future zoning will be recommended accordingly.
Mr. Browne commented that the map which
the City has at this time is not being complied with -- that the City has "Spot
Zoning".
