CALL TO ORDER
The meeting was called to order at 7:45 P. M. , in the Council
Chambers of Euless City Hall , by Chairman Len Weber. The following members were
present: Messrs. Sterling Ward, Bill Tench, Len Weber and Doctor Richard L.
Lande. Absent: Mr. Don Hastings.
Also present were City Inspector Jack M. Bullard and Mrs. Florence
Murr, Recording Secretary.
VISITORS,
Visitors in attendance were Messrs. Robert F. Spies, W. A. Elliott,
Jr. , and Kenneth E. English, representing the City's Consulting Engineers -
Knowlton - Ratliff - English.
APPROVAL OF MINUTES
Mr. Sterling Ward made the motion to dispense with the reading of
the minutes of the previous meeting, dated April 18, 1967 -- all members having
a copy before them -- and approve the minutes as written. Doctor Lande seconded
the motion, and the vote is as follows:
Ayes: Messrs. Ward, Weber and Lande
Nays: None
Chairman Weber declared the motion carried.

GREEN HILLS PARK, A., 5, FIRST SECTION
Chairman Weber read a letter dated May 2, 1967, from the City's
Consulting Engineers, in which the engineers state that their firm has reviewed
the plat of Green Hills Park No. 5, First Section, and recommend acceptance and
approval of the plat as presented.
Chairman Weber inquired If the Developers are present at this time
Mr. Rohert Spies advised that he is present, as a representative for the Developer:
of Green Hills Park.
After a study of the plat, Mr. Tench made the motion that the
Planning and Zoning Commission recommend approval of the plat for Green Hills Park
No. 5, ;rst Section, as presented. Mr. Ward seconded the motion, and the vote is
as foiiows:

Chairman Weber introduced Doctor Richard L. Lande, newly appointed
member of the Planning and Zoning Commission and welcomed Doctor Lando, as a mem-
ber of the Commission.

SECTION 7.
Chairman Weber read a letter from the Consulting Engineers, dated
May 2, 1967, in which the engineers state that the grading and drainage of the
site appear to be satisfactory. With reference to the water main and sewer line,
the engineers state as follows:
We understand that the Developer intends to extend the 3 inch water
main in Wilshire Drive North to proposed Spur 350 and the sewer line
along the back lot line to serve Lots 1-A, 2-A and 3-A. We further
under5tand that the Developer intends to provide sewer service to
Lot 4-A wtien the plan of development is more definite and when the
outfall and collector sewers are developed further in this water-
shed. We see nothing wrong with this procedure provided it is ac-
complished in accordance with the provisions of the "Policies and
Procedures".,
Notwithstanding the above comments, we recommend approval of this
re-plat provided the initial Developer is still the owner of the
property and prov`ded that if any utility easements are being clos-
ed, the Developer should furnish the City with letters of approval
of this action by all interested utility companies.
Mr. 4t E. A. Elliott advised that the plans, as presented to the
Planning and Zoning Commission, are complete -- that they indicate definite plans
concerning water and sewer extensions to the tract.
Mr. Kenneth English, representing Knowlton-Ratlif'r-English, Con-
sulting Engineers, stated that everything appears to be in order,
Mr. Ward made the motion to recommend approval of the plat re-
vision of Lots 1-A, 2-A, 3-A and 4-A, Block 3, Wilshire Village Addition, Section
7, as requested, in conpi iance with the letter frorr the Consulting Engineers
dated May 2, 1967, ;,:cviing all of the City Ordinances are complied with. Doctor
Lande seconded the nhotion, and the vote is as follows:

REOUEST FOR BUILDING PERMIT FOR
CONSTRUCTION OF FOUR UNIT STUDIO
APARTMENTS. MR. Z,, L. SIMPSON
Mr. W. A, Elliott stated that he is present to represent Mr. Z. L.
Simpson who is desirous of constructing two buildings, each of which will house
four studio apartments and requests a permit to do so. The buildings will be lo-
cated on Lots 2-A and 3-A, Block 3, Wilshire Village Addition, Section 7.
Chairman Weber advised that the City's Consulting Engineers, in
their letter dated May 2, 1967, which was previously referred to, suggest that the
proposed driveway approach be constructed with a crest elevation equal to or
greater than the adjacent top of curb elevation since the property slopes away
from the street.
In reply to an inquiry, City Inspector Jack Bullard advised that
this property has previously been zoned for multiple-family dwellings. Mr.
Bullard advised that the plans, as submitted by Mr. Simpson, are in compliance with
all requirements of the City of Euless, with one exception -- that being the park-
ing facilities. Mr. Bullard stated that the City requires one and one-half (12)
spaces for each apartment, and that Mr. Simpson was advised of this requirement,
when his plans were submitted.
Mr. Elliott stated that Mr. Simpson will comply with this require-
ment, and Mr. Simpson !pl-ins to provide a covered carport for each apartment, with
additional parking spaces in the rear of the structures. There will be more than
the required number of spaces -- something over two spaces per apartment.
Chairman Weber stated that, in his opinion, the parking area
should be indicated on the plans, before this request is submitted to the City
Council at its next meeting.
A study of the plans revealed that the structures are to have two
baths per unit, with approximately 1000 sq, t, in each unit. The structure will
have two stories.
Mr. Tench made the motion to recommend approval of the permit for
the construction of the apartment buildings, as requested by Mr. Z. L. Simpson,
subject to the following:
1 . Correction of the parking area specifications, in accordance with
the City Ordinances.
2. Compliance with the Engineer's recommendation concerning the
driveway approach.
3. Specifically based on the approval of the Revised Plat of Lots
1-A, 2-A, 3-A and 14-A, Block 3, Wilshire Village Addition,
Section 7.
Mr. Ward seconded the motion, and the vote is as follows:
Ayes: Messrs. Tench, Ward and Lande
