CALL TO ORDER
The Regular Meeting of the Planning and Zoning
Commission was called to order, in the Council Chamber of Euless City Hall, at
7:35 P. M., by Mr. Don Hastings, who acted as Chairman in the absence of Chairman
Len Weber. The following members were present: Messrs. Hastings, Bill Tench,
Sterling Ward and Bert Hey). Absent: Chairman Len Weber.
Also present were City Inspector Jack Bullard
and Recording Secretary, Mrs. Florence Murr.
VISITORS
Visitors in attendance were Mr. Kenneth English,
representing the City's Consulting Engineers Knowlton-Ratliff-English, Messrs.
J. L. Blackwell and Edward E. Robinson.
APPROVAL OF MINUTES
The Minutes of the previous meeting, dated
March 21, 1967, having been reviewed by members of the commission prior to the
meeting, Mr. Tench made the motion to dispense with the reading and approve the
minutes as written, fir. Ward seconded the motion, and the vote is as follows:
Ayes: Messrs. Tench, Ward and Hastings
Nays: None
Chairman Hastings declared the motion carried.

COMMERCIAL PERMIT NO. 49. SERVICE
STATION ON WEST EULESS BLVD.,
LOT 1. BLOCK 2. S. W. MILLS SUBDIVISION
Chairman Hastings advised that a letter had been
received from the City's Consulting Engineers, which pertains to this request for
a Commercial Permit to construct a service station on Lot 1 , Block 2, S. W. Mills
Subdivision, in the City of Euless. Copies of this letter, dated April 18, 1967,
were presented to Members of the Planning and Zoning Commission and to Messrs.
Blackwell and Robinson, representing Dalworth Oil Company, who requests the per-
mit, for their consideration.
Mr. Hastings advised that he is unable to de-
termine the exact location of this property. The City Inspector presented a plat
of the S. W. Mills Subdivision and a map of the City of Euless, and it was deter-
mined that the property in question (Lot 1, Block 2, S. W. Mills Subdivision) lies
West of the Lexington Apartments and East of Mills Drive, on the South side of
Highway 183. Mr. Bullard stated that Mills Street has been dedicated, but, at the
present time, is unimproved.
in reply to his inquiry regarding the size of
the lot in question, Mr. Tench was advised that the lot is 120 ft. wide and 155 ft.
deep.
Chairman Hastings inquired If Messrs. Blackwell
and Robinson have any comments regarding the letter from the City's Consulting

Engineers, whose recommendations are as follows:
Drainage: It appears that the proposed improvements will not sub-
stantially alter the existing natural drainage of the property
since the proposed plan is to pick up the runoff on the East side
of the tract and allow it to cross the property in two valleys,
then discharge it into Mills Drive where it will flow Southeast
to the creek. We see nothing wrong with this plan.
Traffic Controls In regard to the proposed curbing and other im-
provements that are to be constructed on Highway right-of-way,
we suggest that the Texas Highway Department be requested to
review and comment on the plans prior to City approval.
Water and Sewer: It is our understanding that the Developer of the
subject property desires for the City to design and construct
the water and sewer system extensions required to provide ser-
vice to the property; therefore, we have estimated the necessary
Developer deposit accordingly as follows:

The Engineers recommend further that the City oversize the proposed water line
from 6 in. to 0 in., as indicated in their estimated cost, ' that the Developer
should pay the cost of the installation of the desired water service connection
and meter, and the Developer should obtain the necessary easements for the City.
Mr. Blackwell advised that the plans have been reviewed by the Sate High-
way Department and stated that the City should have received a letter from the
Highway Department pertaining to this matter. Mr. Bullard stated that the City
has not, to his knowledge, received the letter to date, but that it will probably
be forthcoming.

Mr. Blackwell questioned the Engineer's figures
which call for 180 ft. of water line -- the width of his lot being only 120 ft.

Mr. English advised that the existing line was
installed prior to the City's purchase of the water company, at which time there
were no set requirements. Since the City's purchase of the water company, it is
required that the property owner must carry the water line across his property, to
the boundary line. Mr. English stated that, in his opinion, this is more advan-
tageous to the owner of commercial property, as it will eliminate the removal of
driveways, etc., in order for the owner of adjacent properties to extend the water
line.
Mr. Blackwell inquired regarding the location of
the required fire hydrant. Mr„ English advised that the fire hydrant, possibly,
should be located inside the island on the West corner of the property. in reply
to an inquiry regarding the required distance between fire hyd ;nits. Mr. Bullard
advised that the City requires a fire hydrant every 500 ft.
A discussion followed pertaining to the Engineer-
ing and Inspection Fee of 7%, as referred to In the Engineer's letter. Messrs.
Blackwell and Robinson were advised that their Firm may employ any firm it desires,
but if the City's Engineers work up the plans, and the plans are not used, a fee
of 5% will be charged.
The City Inspector inquired if the representa-
tives of Dalworth Oil Company are in agreement with the Engineer's recommendations.
Mr. Blackwell replied affirmatively.
A discussion fcilowed,; pertaining to the ap-
proximate cost of the necessary easement and cost of the project to the Developers.
Mr. English advised that the water service con-
nection depends on the size connection required -- a 3/4 inch connection will be
$35.00. Mr. Robinson stated that a 3/4 inch connection will be adequate.
Mr. Blackwell inquired as to the cost of the
additional sixty (60) ft. of water line acquired. Mr. English advised that the
cost will be approximately $2.75 per foot for a 6 inch line, and that it is re-
commended that the City oversize said lne to 8 inches, bearing the expense of
doing so.
After furthe.- discussion, Mr. Tench made the
motion to recommend approval of Commercial Permit No. 49, as requested, providing
all of the requirements recommended by the City's Consulting Engineers have been
complied with. Mr. Ward seconded the motion, and the vote is an follows:

Chairman Hastings declared the motion carried. (Copy of Engineer's letter dated

Messrs. nlackwell and Robinson were advised
that this request must go before the Euless City Council before final approval
has been made.
Mr. Blackwell inquired if definite information
pertaining to the required easement must be furnished before this request is pre-
sented to the City Council . Mr. Bullard replied negatively, but advised that the

easement must be secured before a permit could be issu:d„
Mr. Robinson inquired if there is a reFtr ction
on the amount of gasoline storage space. The City Inspector advised affirmatively,
that -amount being 20,000 gallons, Hr. Blackwell advised that this would be ade-
quate :-o meet their needs.,
English advised that a City-Developer Agree-
ment will be prepared, as soon as this Commercial Permit has been approved, and
this document must be executed by the Developer and the City of %less.
